Let me expose the real reason why Pen Sovann was jailed by the Vietnamese.
Vietnam wanted to take over Cambodia by deploying the good, honorable North Vietnamese commanders as the local village chiefs to protect the Cambodian locals. By winning over the local people, the people will ask them to stay. This is a well known tactic the Vietnamese Communists have employed during Vietnam war happened in South Vietnam, Laos and even in Cambodia during Lon Nol's time.
North Vietnamese troops were known to help the local to harvest or build public projects, they mingled with the local people well.
So, the North Vietnamese commanders were fearless, they were just and fair. Local Cambodian folks just utterly loved them and wanted them to stay to protect them forever.
Pen Sovann realized the danger of losing the heart and mind of the local Cambodian folks to the North Vietnamese commanders and that would mean he would lose Cambodia to the superior North Vietnamese. He wanted the local control pass back to the Khmer commanders.
The local Khmer commanders were corrupted. If they have power, they would abuse, rape the local civilians. So the North Vietnamese high command insisted to protect the local Cambodians with the North Vietnamese commanders. Pen Sovann accused Vietnam to interfere with Cambodia's affair. And that was true. Protecting Cambodian civilians from the abusive Khmer commanders was an interference to Cambodian internal affair.
I have been accused by the South Vietnamese guys before when I asked these guy to stop pressing a South Vietnamese girl against the table then plant a kiss on her lips. When the South Vietnamese guys challenged me, I coolly asked the girl, "Miss, are you uncomfortable, would you like them to stop?" She meekly replied "Yes" in fearful eyes, yet the South Vietnamese guys continued to challenge me. "She lies, she is having fun with us. You stop interfering with us."
If is very difficult to deal with Asians with dark-skinned. They don't talk direct.
Vietnam already made it clear with Pen Sovann, "We want to protect the Cambodian women from being raped." But Pen Sovann challenged, "This is Cambodia. We can do what ever we want to the Cambodian women. Stop interfering to our internal affair."
As the result, Vietnam jailed Pen Sovann for 10 years for interfering with Vietnam's operation in Cambodia. But we all know it's about the control over Cambodia. Pen Sovann knew Vietnam was winning the heart and soul of the local Cambodians. And he wanted to stop that.
Mr. Hun Sen was more clever. He patiently waits for the United Nations to push out Vietnam from Cambodia, then he seizes absolute power. At all time, he never sacrificed the well being of the people over his ambition. He would welcome the North Vietnamese commanders to protect the Cambodian women from being raped. And he predicted the UN will push Vietnam out of Cambodia eventually. So he looked good both ways: Protecting the people and reclaim power for Cambodia.
Pen Sovann failed because he did not protect the people. He would turn the blind eyes and allow local Khmer commanders to abuse and rape the women as long as they are loyal to him. Vietnam will not tolerate that and had the righteous cause to kick out Pen Sovann.
That's dirty politics. And only Mr. Hun Sen knew how to play clean in such dirty politics. Mr. Hun Sen is a genius.
