The reason why Education and Academia is so faulty, is simple. It is not a priority to Hun Sen.
Hun Sen's priority is HE himself, above everything else. That is also why he is so out of touch with reality of his own people and country.
Because Hun Sen himself, fears education, as smart people knows very well, Hun Sen is very incompetent in caring for Cambodia and it's livelihood!
