Cambodian Prime Minister Hun Sen has set a conciliatory tone in his first public remarks since Sunday's disputed parliamentary elections.

The long-time leader told a crowd in Phnom Penh that he is open to discussions with the opposition and would support an investigation of alleged election irregularities if the National Election Commission thinks such a move is necessary.

Meanwhile, the opposition Cambodia National Rescue Party (CNRP) is claiming victory in Sunday's parliamentary election, stepping up its rejection of the government's initial results.

The party said Wednesday its own polling data showed it won at least 63 parliamentary seats, compared to just 60 seats for the ruling Cambodian People's Party (CPP).

The government's preliminary figures released Sunday showed the CCP winning 68 seats - a significantly reduced majority from the last election - but enough to return longtime Hun Sen to power.

The CNRP, led by opposition leader Sam Rainsy, gathered Wednesday to collect evidence of alleged irregularities, as accusations of fraud continue to come in from international observers.

Rainsy said he hoped the evidence could bolster the party's call for a United Nations-backed investigation into what he said was widespread electoral fraud.

"Every polling station caused problems. In some, the election officials said there was no indelible ink or no papers, and that caused trouble. There could be a million problems like this. So the Cambodia National Rescue Party has to solve these problems," he said.

Rainsy told VOA Khmer as many as 1.2 million voter names had been removed from the national registry, while 200,000 names on it were duplicates.

Human Rights Watch on Wednesday said the ruling CPP "appears to have been involved in electoral fraud." It said CPP officials may have issued fake voting documents to supporters and allowed some to vote in more than one location.

The New York-based group, which based its conclusions on interviews with residents and officials, called for an independent commission to investigate the claims, since the National Election Commission falls under the ruling party's control.

Cambodian officials have rejected calls for an international inquiry and called on the opposition to clearly show what evidence it has. It has denied any wrongdoing. The CPP insists Hun Sen will stay on as prime minister.

The United States and European Union have both expressed concern over voting alleged irregularities in the vote. The U.S. has called for a "transparent and full investigation of all credible reports of irregularities."

Even if the preliminary results are upheld, it would be the ruling party's worst election result in 15 years. It could create a tricky political standoff for Prime Minister Hun Sen, who has led Cambodia for 28 years.

The opposition was energized by the recent return of Rainsy, who for years had been in self-imposed exile in France, fleeing charges he says were politically motivated. Rainsy received a royal pardon earlier this month, but was not allowed to participate in the elections.

The 60-year-old has threatened to organize mass protests if the government does not respect what he says are the election results. Official results are not expected to be released until mid-August.

MARK MY WORD ON THIS. THE KEY WORDS ABOVE IS "IF THE NEC THINKS SUCH A MOVE IS NECESSARY"

THIS PHRASE HERE IS A CATCH PHRASE, HUN SEN EXPRESSED HIS AGREEMENT TO HOLD TALK WITH THE OPPOSITION AND WOULD SUPPORT AN INVESTIGATION OF ALLEGED ELECTION IRREGULARITIES.

THIS IS JUST A SHOW THAT HE IS NOT AFRAID OF THE INVESTIGATION, BUT AT THE SAME TIME HUN SEN PUTS TREMENDOUS PRESSURE ONTO THE NEC NOT TO MAKE THIS MOVE.

SO, WE HEARD SOME REFUSING TONE FROM THE NEC ALREADY BUT IN THE NEXT FEW DAYS, YOU WILL HEAR THE NEC EXCUSED THAT IT DOES NOT HAVE THE AUTHORITY TO DO THIS.

THEREFORE, WHEN THAT DAY ARRIVED, MASS DEMONSTRATION SHOULD START.

2 August 2013 1:12 pm,

You are very good at analysis and we agree with what you logically think and share with us.

There are many intelligent Khmer people out there are not blind and gullible when Hun Sen plays the trick and he has been suggested secretly by his Yuon/Vietnamese bosses in Hanoi.

Watch out the stupid and stubborn Vietnamese/Yuon dog who tries different strategies to trick and take a control of Cambodia for his Vietnamese/Yuon bosses as a dirty game.

If Vietnamese/Yuon dog Hun Sen continue to do that to hurt Cambodian people and destroy Cambodia, Hun Sen will be regret that his life will be like Libya leader Gaddarfi, Iragi leader Hussein, etc.

If he steps down, that will save his life as well as his family lives.

Hun Sen request for Yuon/Vietnamese bosses to send military to attack Cambodia people, there will be a second Killing Fields created by his Vietnamese bosses in Hanoi.

The U.S. and European Unions Leaders will watch out on the evil Vietnamese/Yuon PM Dung and other crooks in Hanoi who get involved with the military to assist with Hun Sen (their Vietnamese dog) to hurt and attack Cambodian people and oppositions leaders.

Vietnam will be a blame for that killing innocent Cambodian/Khmer people and leaders and will pay the heavy prices for what the stupid Vietnamese bastards and bitches do to hurt Cambodia before taking land.

Yes, the Killing Fields from 1975 to 1979 was originally created by Vietnamese leaders Pham Van Dong and Ho Chi Minh, that ended up killing 1.7 millions of innocent Khmer people.

Vietnam lied to the International Communities, the U.S., European Union leaders, and foreigners that Khmer Rouges killed their own people, but secret and hidden Yuon/Vietnamese agents hiding in Khmer Rouges uniforms (pretended to be Khmer Rouges who spoke, read and wrote Khmer/Cambodian languages very well) controlled Pol Pot and acted as Pol Pot bodyguards. Actually, Pol Pot was trapped by secret/hidden Yuon/Vietnamese agents in Khmer Rouges uniforms.

Pol Pot was stupid and dumb himself not knowing about the secret and hidden Yuon/Vietnamese agents there.

There was British journalist was killed by the hidden/secret Vietnamese/Yuon agents and there were situations that Pol Pot escaped and hid in the West near Thailand border.

Yes, real Khmer Rouges who loved Cambodian country and had fought against the South Vietnam to take Southern Cambodia (South Vietnam) back to Cambodia. Pol Pot had been betrayed by the evil Hanoi Pham Van Dong or Hanoi leader after Pol Pot helped Communist Vietnamese military to fight against the U.S. military during the Vietnam War, asked Pol Pol to destroy Lon Nol soldiers (American Allies) and was forced to sign the deal to give Koh Tral to Vietnam, but Pol Pot refused. That was why Pol Pot did not get along.

Continue from 2 August 2013 5:32 pm

When Vietnamese Hanoi leader and secret/hidden Yuon agents heard that the United Nations Envoy planned to visit Cambodia to inspect the situation in January 15, 1979 because of the complaints of Khmer/Cambodian living abroad about disconnection and lost communication among the Cambodian relatives and officials, especially, Lon Nol, and other Cambodian people abroad worried about their relatives as you have seen the movie of Killing Fields (part of it has been true). Then the secret/hidden Yuon/Vietnamese agents and Hanoi leaders had been in a hurry to change the uniforms and went back to Vietnamese along some brainwashed Khmer Vietminh, and Vietminh like Hun Sen, Heng Samrin, Chea Sim, Hor Nam Hong, Keat Chhon, etc., and came back to invaded Cambodia and pretended to rescue Cambodian people from Khmer Rouges Killing Fields instead and captured Phnom Penh city in two week before the UN envoy arrived. How incredible and hypocrite Yuon/Vietnamese assholes and bastards from Hanoi were by cheating, fooling, and made the statements that Khmer Rouges killed their own people. However, the secret and hidden Yuon/Vietnamese agents in Khmer Rouges uniforms killed almost two millions of innocent and higher educated Cambodian/Khmer people.

F**k you, hypocrite and evil Vietnam because they (Yuon/Vietnamese) lied to the gullible people of Cambodia, foreigners or people around the world.

Pol Pot and his Khmer Rouges soldiers have been accused as the scapegoats, by lying that Khmer killed their own Khmer.

How clear and evil the Vietnamese are to create the huge problems around the world by lying and cheating.

All Khmer people should learn and be aware of CPP and don't let that fool you and Khmer people around.

Just be smart and watch out. Yell and tell the world as soon as possible. Don't be afraid.

That it does not matter of what the CPP is going to moving or not that is because the CPP current gov was allowing to do in such to proceed to further step, unless, Youn was behind its to tell them to do so.
AS this particular matters is relevant just between the dictatorship, cronies, nepotism, the thug of some khmer who sold his/her conscience to an enemy of nation Khmer without of being realize as youn is about to swallow our motherland...

So as a result whatever the CPP did as in the past and today nothing different than the day one that you has already planned to take control Khmer.
e.g.; Champa, Khmer Krom and Lao.

1:12 pm, you are right. Then Hun sen will tell the NEC that "such a move is not necessary", so the committee will not be formed. Hun sen is trying to win international recognition by trying to act like a statesman, but he should know that he is the loser and therefore cannot dictate to the winner of what to do.
