Cambodian US Army Major Convicted in Data Leak [Did a Khmer-American army officer spy for Hun Sen?] មេ​បញ្ជា​ការ​​យោ​ធា​​អាមេរិក ​កំណើត​​ខ្មែរ​​ម្នាក់ ​ជាប់​គុក​​​១០​​ឆ្នាំ ​ពី​បទ​​ធ្វើ​​ចារ​កម្ម​ [ឲ្យ ហ៊ុន សែនឬ?]


Government officials on Sunday said they had no knowledge of a Cambodian-American U.S. Army major convicted in the U.S. on Friday of illegally possessing and passing on classified national intelligence records and having unauthorized contact with Cambodian officials.
Major Seivirak Inson (pictured) was convicted and sentenced to 10 years in prison by a military jury that also forfeited his pay and dismissed him from the army after 20 years of service, according to reports by the Associated Press and others.
General Hing Bunheang, deputy commander of the Royal Cambodian Armed Forces (RCAF) and head of Prime Minister Hun Sen’s personal bodyguard unit, disavowed any knowledge of or relationship with Maj. Inson.
“We were not involved with him,” Gen. Bunheang said. “I don’t know him,” he added without elaborating.
Phay Siphan, spokesman for the Council of Ministers, also said he did not know about the case though he expressed hope that the incident would not damage U.S.-Cambodia relations.
“Cambodian-Americans, whoever, they should respect the rules,” he said. “No matter [who] they are…if you work for a foreign government, they have to respect American interests.”
“We don’t want this incident to create anti-sentiment between the two countries,” he added.
Defense Minister General Tea Banh and other officials at the ministry could not be reached for comment.
Among the documents unlawfully in Maj. Inson’s possession was a classified “U.S. Pacific Command maritime strategy document” that “he had reason to believe could be used to the injury of the United States,” according to U.S. news reports.

The Honolulu Star-Advertiser reported on Saturday that Maj. Inson was also convicted for failing to report contacts he had with Cambodian military and government officials and of passing the classified intelligence assessments about Cambodia to an unidentified person between 2009 and 2012.
Still, the jury reportedly found Maj. Inson not guilty of gathering information about other Cambodians serving in the U.S. armed forces with the intent of passing the intelligence on to the Cambodian military.
Maj. Inson was found guilty, however, of adultery and fraudulently signing a bank document after his wife provided the U.S. Army with evidence, according to U.S. media reports.
Sean McIntosh, a spokesman for the U.S. Embassy in Cambodia, declined to comment on the case because it was a “military-judicial” matter and referred all questions to the U.S. Pacific Command in Hawaii, which could not be reached.
Questions to the U.S. Army’s 8th Theater Sustainment Com­mand, where Maj. Inson was serving, also in Hawaii, were not immediately replied to.
The revelation comes amid growing U.S. military aid to Cambodia, which reached approximately $6 million in 2011, according to the U.S. Embassy.
The U.S. pays for regular joint military exercises with RCAF units in Cambodia and paved the way for military training for all three of Prime Minister Hun Sen’s sons.
Mr. Hun Manet, the eldest, had his education paid for at the U.S. Military Academy at West Point. The U.S. Defense Department paid $175,000 to send the youngest, Hun Many, to the U.S. National Defense University in Washington for a year. According to U.S. diplomatic cables obtained and released by the anti-secrecy website WikiLeaks, the U.S. also sent the middle son, Hun Manith, to a counterterrorism program in Germany.
Opposition lawmakers and rights groups have repeatedly urged the U.S. to end its military aid to Cambodia over numerous allegations of the Cambodian military’s human rights abuses. But the U.S. has defended the relationship, insisting that its involvement strives to develop RCAF’s professional capacity and complies with all U.S. laws and regulations.
The U.S. did suspend military aid to Cambodia after armed forces loyal to then-Second Prime Minister Hun Sen ousted then-First Prime Minister Prince Norodom Ranariddh during factional fighting in 1997, but resumed the aid in 2006.

Maj. Sreivirak got paid by a top notch person at Cambodia Army intelligence Unit command Center(CAIUMC) for collecting information relating to US joint excercise with Thailand, blueprint of US tactical command and engagement in SE Asian Nations. along side the names of US serviceman and women with Cambodian descent. The names of those people will be kept at Cambodian army intelligence archieve for future references as well as to serve as crossing match of potential interdiction (CMPI) of any participation of those people with opposition. But the main purpose is to try to engage with those valuable resource for enlist them in Cambodian Army's cross reference when they are out of US Service contract.
Too bad he is caught too soon.

I think he has been corrupted by the Cambodian officers and government officials. Maybe they paid him with sex with young beautiful girls. Sad that he has sacrificed his high paid job in this way.

We don't know what is the real motives. We all just speculating. In my personal opinion the Major is spying for People Republic of China via Cambodia as a middle man. Cambodia don't need to be spying on U.S military. We not even in the same league with the Super Power. The Major already knew what he getting into when he chosen to steal those secrets. Too bad such a high ranking Khmer got axed.

As our military only need is to defend against those Siam
lady boys. So far our boys at the border are doing admirable jobs. Khmer soldiers are capable of doing their tasks as long as their commanders don't get bought out by our enemies.

This Army Major is not a very smart person, unfortunately that he is Cambodian. Is he really a spy?, and Is he really spies for Hun Sen?, And What Hun Sen's government going to do with the information he received from the guy, I mean seriously, we're talking about the poorest nation in Southeast Asia, if not in the world. Statistically, the most illiterate people in this planet earth. What Mr. Hun Sen is going to do with the information that being spied from the United States Military, is Mr. Sen is going to sit and steer at them.
Is this real news about the arrest of the Major? If it is true, is the Chinese have something to do with the spy.

For somehow, I don't by the story.

6:07 am, The major was not spying for China or even spying on the U.S military. He was specifically spying for Hun sen about what the U.S Army was doing (exercise) in Cambodia? Was the U.S training the Cambodian military to turn against him like what it did in 1970 when it used Lon Nol to mount a coup coup Sihanouk?

I think American Army is getting too cosy and too close to the Cambodian army and Hun sen is nervous about that so he assigned his closest army officers to spy on why the American army is there or is American Army teaching the Cambodian Army or officers to possibly to topple him? Hun Sen is very paranoid because of what America did to Sihanouk in 1970 by using Lon Nol to topple Sihanouk then.

Fellows,

All these frivolous comments are false and not true. MAJ Inson is a patriot and came from a long line of Khmer’s warrior spirit. His passion for Khmer stability and success in fighting against any aggressor might entice and compel him to be closed to his fellow Cambodians in high office and places and government official, but this was purely connection between Khmers in position to see thing from a different prospective and from a different angle. His loyalty was always goes to his citizenship of USA, and secondly toward his birthplace, Cambodia. MAJ Inson was a good and loyal Soldier. Without his parents and strive alone in USA; he enlisted in the Army and then become an Officer. His accomplish demonstrate his leadership and hard work. Button line up front, he was not spying for damn Chinese or for Prime Minister Hun Sen. I knew him for many years and spoke with him on the phone too. He is a good Soldier.

What was not written in the article and what none of you and readers knew was that his wife betray him and turned him into the FBI for something that is can easily access through google.

She wants his money that he had save in retiring in Cambodia. And of course he was not perfect but if you look through the formation in the military no one is perfect. We have many General Officers being relieved of their commands and many are forced to retire and many more are not caught yet.

So let’s not anymore insult his fellow Cambodian.

In America and any other country,they take spying as an act of treason.In Cambodia there no one concern about Hanoi's agent, Tear Banh,who help hidding more Hanoi angents in Ministry of defence,the spy called Young Mao,revealed last month, promoted to two stars general.What's most Khmer don't realize is that the entire armed forces and the entire administration of CPP were crafted and built specifially by Hanoi to maintain its ambition to grab Cambodia.Hanoi put thousand of Viets in every part of importances nerves od admin.. Even Heng Samrin,Hun Sen and many others were put in cages,their houses were guarded by Hanoi's troops outside,their movements were restricted,even their families can't have acces to visit them without their knowledge.This is the same as in the early 70s,Hanoi built the entire network of Khmer Rouge administration( Khmer Rouge only had 60 fighters in early 1970)with their agents planted inside,that is why we had masses killing and easy invasion,only in 6 days, by Hanoi's armed forces.

Any information spy for Cambodia,it would leak directly to Hanoi and Hanoi would inform America straight,for Hanoi do not like to see any Cambodian people having top job in America or any others institutions.

Please remember that Cambodia is Hanoi playing ground. Don't be fooled by the cosmetic outside politics.
CPP live by Chinese,American and international moneys,but serve solely for Hanoi interest.

Maj. Sreivirak was admired and respected for his accomplishment and brilliant career with the US Army. He was a fine and brave soldier.

I am not here to judge him, but what he did is beyond my comprehension. Being a long time intelligent officer, he should have known the rules of engagement better than anyone else.

Every active member of the armed forces must report to his chain of command every single contact with high level foreign government officials. Also, any contacts with foreign government officials must be restricted to official assignments only, not for personal business.

The possession of classified strategic military documents which he was not authorized to have was a major security violation, let alone passing them to some unidentified individuals. I doubt that these documents were publicly available on the internet.

Whatever the real motives were – error of judgment or reckless gamble - Maj. Sreivirak is paying a heavy price for his mistake.

I hope Uncle Sam has some room in his heart to forgive Maj. Sreivirak, and wish the Major a happy and peaceful retirement after serving his sentence.

Very sad for a costly mistake afeter a 20 years of service fighting at two wars. Knowing Maj. Inson, he has no intention of harming his adopted homeland, but I think he let his ego get the best of him. Wish him luck on his appealing process and hoping for clemency because he did put in 20 years.

Maj. Inson was my hero. Please do not judge him here with bad words. He worked for US very well in the past, so ten years is too long for loyal person like him. People make mistakes. And we keep on learning right???
