Cambodian senator’s wife lavishes police cash for New Year

BANGKOK (TrustLaw) – The wife of a Cambodian senator - and owner of a firm linked to land grabs in the country - celebrated the Chinese New Year Sunday by doling out cash to hundreds of police and military police officers, The Cambodia Daily reported.
Choeung Sopheap’s “ang pao”  - red envelopes of money traditionally given out for the Chinese New Year - contained 30,000 to 50,000 riel ($7.50 to 12.50), and attracted a queue that turned the street outside her mansion in the capital Phnom Penh “into a sea of government uniforms,” said the report published Tuesday.
Sopheap owns Phaepimex, which holds a number of economic land concessions in the country. The company has been at the centre of a land dispute with villagers from Krakor district in Pursat province who say their lands were cleared illegally.
Her husband, senator of the ruling Cambodian People’s Party Lao Meng Khin, owns Shukaku Inc., which is developing a real estate project in Boeung Kak neighbourhood - another deal that has seen mass protests and allegations of police corruption.
“We help her when problems arise, not only in Phnom Penh but also in the provinces,” military police officer Sieng Radin told the Cambodia Daily while waiting outside the gates. “She loves the armed forces because she knows we protect her and she is a high-ranking official.”

More than 5,000 ang paos were handed out, the paper said.
Phay Siphan, the spokesman for the Council of Ministers, told the Cambodia Daily he could not comment on whether her gifts were appropriate “because we don’t have any such law or regulations on what we call a conflict of interest.”
