Negotiations will be pursued no matter how the International Court of Justice (ICJ) rules on the territorial dispute with Cambodia over the Preah Vihear temple, army commander Gen Prayuth Chan-ocha says.

But he added that the army is prepared to use force as a last resort.
Gen Prayuth's remarks came as Prime Minister Yingluck Shinawatra
yesterday chaired a meeting with top military brass and the government's
lawyers to form its strategy ahead of the hearings at the ICJ over the
disputed land surrounding Preah Vihear.
Phnom Penh has asked the ICJ to reinterpret its 1962 judgement which
awarded the temple to Cambodia. The ruling, however, did not mention an
area of 4.6 square kilometres surrounding the temple that both countries
claim.
Oral hearings are set to take place on April 15-19 and a verdict is expected in October.
Gen Prayuth said that no matter what the ICJ rules, negotiations with
Cambodia will be pursued. "We have procedures to follow if border
clashes occur," he said. "But at the end of the day, [the dispute] will
be concluded at the negotiating table.
"Going to war is not an option. In the disputed area we have to
comply with the rules," he said. "If there is a breach of the rules, the
proper action is to protest."
He said it is the government's job to prepare for the upcoming legal
battle and to consider its course of action once the court's verdict is
issued.
The government, however, said it is confident in its legal argument
ahead of the April hearings. The line of the arguments will focus on the
ICJ's 1962 ruling.
Nattawut Pothisaro, a deputy permanent secretary at the Foreign
Ministry, said the meeting made some suggestions for arguments that
would be used during the hearings.
The legal team is led by Thai ambassador to the Hague, Veerachai Palasai.
"After listening to Mr Veerachai, everyone is confident and believes we're on the right track," Mr Nattawut said.
He said the 1962 ruling made three key points: the Preah Vihear
temple belongs to Cambodia; Thailand is requested to withdraw its troops
from the temple and the surrounding area; and Thailand is requested to
return artefacts to Cambodia.
"The ICJ never ruled on the [surrounding] territory," Mr Nattawut
said. "The legal team will show the court it can't make interpretations
beyond the focus of its original ruling."
The preparations for the oral hearings are nearly finished pending a review of some of the details, he said.
Deputy Prime Minister and Education Minister Phongthep Thepkanchana
will lead the legal team to London on Feb 8-9 to meet with foreign legal
experts to prepare for the case.
Mr Nattawut said another meeting will take place after Mr Phongthep returns from London.
He said that while the Foreign Ministry is responsible for
maintaining diplomatic ties, the military would keep an eye on the
border to protect national sovereignty.
He said that both countries would soon start clearing landmines from the demilitarised zone in line with an ICJ order.
Meanwhile, the war of words between Foreign Minister Surapong
Tovichakchaikul and Democrat leader Abhisit Vejjajiva continued
yesterday.
Mr Surapong was criticised by the Democrat leader for being a
mouthpiece for the Cambodian government. He had read a statement by the
Cambodian government that was critical of the Democrats.
"The Democrat Party should stop lying," Mr Surapong said.
"If it has evidence to prove the alleged conflict of interest, just
bring it forward. It is the last time that I will talk about this. I
will focus my efforts on the ICJ case," he said.
He added that he read the statement to rebut the Democrat Party's
accusations against the Yingluck government and former prime minister
Thaksin Shinawatra.
Mr Surapong blamed the previous Democrat-led government for causing the legal dispute.
He said the Thai ambassador to Phnom Penh told him that Cambodia's
petition to the ICJ was forced by the Abhisit government's actions.
Mr Abhisit yesterday called on Ms Yingluck to do more to protect the
country's sovereignty instead of focusing on his dispute with Cambodian
Prime Minister Hun Sen.

Their lawyers told them they have very good chance of winning at ICJ. What a bunch of fake dream. They are going to dictate to the world court what the court can do and can't. Who the hell they think they are! lol. Their fake dream are going to end when ICJ read the verdict. ICJ will just following International laws. If Siam refuse to obey the ruling they will have to sufer by the hand of UN Security Council. Now Khmer will have every rights with the UN support to waste these Siam thieves. Thailand got out of last world war with some territorial gains from Malaysia , Lao ,
Burma and Cambodia . Cambodia got independent with the lost of her lands to Siam
and whole Kampuchea Krom , and Koh Tral to Yuon . How much farmers' lands lost
to Yuon , after year zero ? - without any resistance . In not very long future , Khmer
will have to live within 4.6 square Km - The rest of the country will be occupied by
outnumbered Yuon' immigrants. Look from the other corner , Cambodia was not dragged by Abhisit into Thai politic , if Hun Sen did not involve Thaksin affair by
giving him PM advisor job ... What do we get from Thaksin affair , after his sister
won election ?

Agree with you that both Ex PM Abi Shit is only book smart just like his military. While Hun Sen is ruthless, lawless but smart from experience. Our military are not the same any more. Now better organized, trained, equipped, a lot more experience and courage than Thai lady boys. Although we still got a long way to go to have a professional military. Siam got territories gain ONLy from Burma, Malaysia. Khmer lost those provinces not because of Khmer, French Colonial decided to let Siam kept it after already retook it back. Laotian with Viets helps kicked Siam ass in the 80's hundreds of Siam bodies flooding down the Mekong Delta. So don't be so sure of your military, last time I check you haven't retook it back the fake 4.6 sq. km yet ! lol or Ta Moan & Ta Krabey.

If a real full scale war break out between the two country I will put my money on the Thai side. Their 100 man unit in the RTAF Special Combat Operations Squadron are well trained and equipped just like their Navy Seals. Those guy know how to carry out a sabotage and other clandestine missions. I've seen it during WWII

With Siem, it's a piece of cake.
First of all, there will be no full scale wars, only skirmishes at the borders areas.
Nonetheless, we must prepare should a war do break out.
1. Set up robust air defense systems to protect major
cities, infrastructures, military installations, cultural sites, especially Angkor Wat.
2. Make a formal request to the UN to convene an emergency session to impose an immediate ceasefire.
3. Later, Cambodia can even prosecute key Thai leaders
at the International Criminal Courts of Justice.
Past and present Thai leaders are aware of these
issues and their consequences.
Au contraire, Yuon's puppet Hun Sen will not take similar actions in regard with Vietnam.
A Khmer Patriot
Bull craps, their lady boys look good in uniform and on paper. Not battles tests like Khmers or Vietnsmese or even Laotian special forces. They already tried all these bitches at Preah Vihear, Ta Moan, Ta Krabey. The only thing Siam Lady boys didn't tried are air powers, naval forces. Terrains in Cambodia are not favor air powers or naval. Just ask American during Vietnam war.
Siam too coward to launch a full scale invasion of Cambodia. They wil try every tricks in the book to fool us and Ibternational communities, if this didn't work. They will try mass their mighty lady boys at our border areas to intimidate us. They will do a series of military exercises near our forces. The show of forces. Many border clashes with our battles experience Khmer forces. They will ask for a negotiation in areas where we are winning. They will kept on attacking us in areas where they think they have the upper hand. These are Siam tactics, they will never go away from it entirely, probably change or twick it a little. These are American trained military doctrines. Siam will try to open up another front to spread out our forces where they will have superior in numerical and weapons. All we have to do is to prepare and wait for them at the border. THEY ARE TOO COWARD TO LAUNCH A FULL INVASION. They are as brave and battle harden like the Vietnamese. Siam can't even beat out Laotian forces in the 80's. These Siam only good of kissing as of white man. They are very good of twisting the truths. Their ancestors are cowards, so are their offsprings. They took our land because of our infighting and some Khmer Surin traitors. Not all Khmer Surin are traitors.
Thai needs a good lesson. Let's take all Khmer's land back. They are too arrogance. Khmers consider Thais as brothers and sisters; they don't realize the appreciation.

You mean terrains in Cambodia are not favor for tanks and other APC personnel. If that what you were talking about than i agree. Mountain favor the Khmer side. But their air power can take out any military hardware on any rough terrains unless they are hidden in a cave.
Thai can easily win a full scale war with Cambodia. I doesn't see they are coward to wage a full invasion. Khmer is outnumbered 10-1 including military hardware. It will be suicide for Hun Sen if he chooses war with Thai. But i salute those Khmer soldier for not afraid of going to war
They had look down and beat down on Khmers for centuries after the fall of Angkor era. They don't consider us brothers & sisters. They considered us only as neighbor that not honest. They considered us less superior than them. They had better opinion of Laotian & Viets than us and yet many Thai are Khmer Surin our blood related brothers & sisters. They copied our cultures and alphabet and yet no appreciation. They took our land and yet claimed that we stole their ancestors's land. Siam are the best in twisting history to their advantages just like the Vietnamese. Now a lot of look down on us are theirs mean spirits, selfish, greed, feared of us, their low self esteem but some are ourselves to blam. This time Siam will not gain an inch of Khmer's land any more.,

Siam DO NOT know how to use air power as effective as American or NATO. We will not be just sitting around for their F-16A, L-39, Gripen, F-5 to find us and blow us up. Cambodian military are not southern Thai Muslim or drug cartels at Burma border. We had hidden air defense SAM, MANPAD, 33MM AAA, 23MM AAA, 12.7MM AAA, 100MM AAA and they are hidden in caves along the entire border areas. Don't forget we do have a small fleets of upgrade MIG-21 BIS. The world will be watching us and them very closely. Ask U.S with the best air power in the world and still couldn't defeat Viet Cong & Khmer Rough. American pilots are way more trained and better aviators than Siam could ever be. Siam doesn't taste of real war yet and they will not like it when thousands of their lady boys are coming back to Bangcock for trying to swallow Cambodia. Instead got a big bone stuck in their throat and couldn't get it out. Yes, Khmer will not able to hold off a full invasion but Siam will pay a very high price for it, get the wrath of the world.
First learn to spell correctly before you post. Also get the facts correctly. Learn more on military doctrine. It is incorrect that Siam military are 10-1 against Khmer. Siam had 325,000 active & 245,000 reserved. Khmer had 125,000 active & 195,000 reserved. Now, that's a ratio 2.6 to 1 not

They do had a far superior air force than us with numerical to our. We had a small outdated air forces but improving daily ( 12 modern Zhi-9 helicopters coming in two weeks). They also had a superior naval forces BUT WAR STILL HAVE TO FIGHT ON GROUND WITH BOOTS. This ground war our Khmer forces are much more experience, battle harden can have an advantages. Remember Siam had four out of five neighbors are not agree with their border lines with Siam, so they still have to divided up their military strengths to guard other border other than just Khmer.
