PHNOM PENH, 2 November 2012 (Cambodia Herald) - A senior lawmaker from the ruling
Cambodian People's Party urged the government Friday to develop "clear
and concise" policies for managing the country's oil and gas revenues.
Cheam Yeap (pictured), chairman of the National Assembly Commission on Economy, Finance, Banking and State Audit told, a conference that the policies should address spending and saving issues as well as how revenues are transferred to the treasury
"Will Cambodia follow the developed countries and create (a savings) accounts from oil and gas revenues ? If so, how will the revenue be divided?
"What percentage will be allocated annually to support education health care, rural infrastructure, forest protection and other development priorities?"
Cheam Yeap, who is also a member of the CPP Politburo, noted that one of the roles of the Cambodian National Petroleum Authority was to build investor confidence through good governance and legislation.
"Laws to explore, develop, and manage these energy resources need to be more concise and should be supplemented by other legal documents for operation and agreement on exploitation of oil and gas," the lawmaker said.
He also noted that a draft oil and gas law was now with the Council of Ministers. "Most of the parts were reviewed by studying both local and international laws with the support ... of experts to (ensure) that this draft law is well developed to benefit ... national development," he said.
Cheam Yeap also urged the government to prepare an amended tax law and improve existing legal documents related to access to information and oversight of national revenues. This would ensure that oil and gas revenues are "monitored and distributed widely and openly" to carry out government policy.
The senior lawmaker also urged the government to "cooperate closely" with the Extractive Industries Transparency Initiative, whose standards are now being implemented by 36 countries including Indonesia.
"There are many current examples of oil rich countries that still cannot have progression even though they receive huge revenues from exportation of natural resources," he said.
"Countries that have stability, follow proper macro-economic policies and follow a clear and specific plan on using oil and gas revenue effectively can avoid this resources curse ... The vision of Cambodia is based on the lessons learnt from abroad which provide us valuable direction."
Cheam Yeap noted that Cambodia currently has six offshore blocks with Chevron alone having drilled four holes, namely Pisnoka, Sovannphum, Sirisambath and Vimean Akas. "The areas surrounding Tonle Sap Lake also possibly have oil and gas and are currently being researched by Vietnamese, Chinese, and Japanese companies," he added.

Get rid of Vietnamese and Chinese businesses, except Japanese businesses that we can trust. Japanese business men have been following the International Law and they know what they are doing to avoid the risk and pitfall.
Again and again, stay away the Vietnamese and Chinese businesses including Thailand.

My congratulations to HE Cheam Cheap! Every word is wise and accurate. The draft law should be carefully scrutinized by the 2nd Commission of National Assembly and Senate keeping in mind what he has said. Don't forget that 100% of Norvegian oil and gas revenu arrives to a) infrastructure, b)intergenerational fund and c) people and only 50% of oil and gas revenu of Nigeria arrives to the people. That makes a difference! Dear readers please stop as well in saying I don't believe politicians. You cannot live in a society talking around and saying I don't believe Obama, Idon't believe x or y. We have to start a fair dialogue between society and politicians.

I agree. Chinese and Vietnamese businessmen are crooked compared to the Japanese investors. We should give more priority to Japanese than the Chinese and Vietnamese because businessmen from these two countries came to do business without putting much capital or no capital at all, but just bribe Hun Sen and his cronies and they have the rights to cut our tries, dig our mountain and sea for tress, mineral, gold,gas and oil. In Khmer we say "tver noum ot masao" - making a cake without flour".
Look at the Japanese, they brought manufacturing industries to our country and spent a lot of money building the infrastructure and honestly paying our workers with good wage and favorable working conditions.

There are good people in CPP, but they are too affraid to speak out against Hun Sedn.
I hope they will realize that being silent is not a good option. Hun Sen's regime will not survive if everyone stands up.

You are absolutely right. Yuon/Vietnamese aliens like Cheam Yeap sometimes they change the subjects to play nice and sweet to be around and come around to trick Khmer people (who live in poverty or are very poor with low education or not education all). That is why we are here for our Khmer people have been stuck with the Vietnamese puppet Hun Sen until today.
Khmer people need to be aware no matter as we have mentioned for many times to watch out on each others - the commentator posted the comment in Princess Soma who wrote about Facebook Warning, "Trust No One" and be very careful and be the judge. Khmer people today are not like in the past and they are now becoming smarter and smarter because they have been through a lot.

We as Khmer bloggers know better and try to be cautious. Wait and see. Don't just believe what Yuon CPP clans and Yuon puppet Hun Sen have always said every times when facing the reality in Cambodia. Yuon CPP and Hun Sen will never admit the wrong doing and they are real liars and hypocrite.
Again, Khmer people to these days have been through so much and become smarter and smarter if they have no accession to whatever when the country of Cambodia has been stuck in the Hands of Crooked Yuon CPP and Yuon Puppet Hun Sen under their secret plans of Hanoi.
That is why we have largest opposition parties in the Country when Yuon CPP and Hun Sen pretended Cambodia is democrat and fool the gullible people of Cambodia and the world. Cambodia is much better than Communist Vietnam and Laos, but not as good as Thailand. Why are both hypocrite Yuon/Vietnamese folks in Cambodia have more freedoms than Communist Vietnam and they they talk shitty and want to own Cambodia badly. How stupid the illegal Vietnamese folks are in Cambodia under the CPP regime.
Remember the same trick CPP used just before the 2012 election.
Hun Sen used Sar Kheng to make fake promises that the CPP police will not use anymore violence against protesters, and promises to bring anyone to justice. When Bandit shot 3 Khmer girls, in the attempted to break up the prostesers. Sar Kheng did little to keep his words.
Again, one week after the election, Hun Sen send in hundreds of CPP officials and helicopters and killed a Khmer girl in the crackdown of force eviction.
Never trust anything the CPP say, as long as the crimminals are still free and the innocent Khmer are behind bars.

I'm not concerned whether Cheap Yeap was genuine or trying to do it for publicity stunt, the fact that he call into question the way Hun Sen and Sok An managed the oil revenue indicate that Chea Yeap knew that the oil revenue won't be managed properly. This could be seen as an attack on the government, or the CPP, but at worse it is an attack on Sok An and Hun Sen- it is a bad publicity for the CPP in a way.
CPP and CPP officals are not any brighter then 4th graders.
The only reason why CPP have survived this long is because they have killed just about every opposition leaders and obstruct every justice they can.
Dont forget a few months ago, Hun Sen claims his sceret strategy was to remove the border markers and instead install Casinos along the borders.
