Cambodian law practitioners meet for 1st time to strengthen Penal Code implementation

About 100 senior justice officials, judges, prosecutors, lawyers and justice police across the country gathered here on Monday to discuss difficulties and challenges in the implementation of the kingdom's Penal Code, officials said.

Speaking at the opening of the two-day conference on the implementation of the Penal Code, the minister of justice, Ang Vong Vathana said that it was the first gathering among law practitioners to discuss the Penal Code implementation since it was promulgated on Nov. 30, 2009.

"The Penal Code is comprised of 672 articles. Some articles are very complicated, so it is very important to train and promote this Penal Code to law practitioners and common people in order to ensure the effectiveness of law implementation," he said.

The ministers also urged all legal and judicial officials to do whatever in compliance with the law in order to build confidence among the public.


James Heenan, representative of the Office of the United Nations High Commissioner for Human Rights to Cambodia, said that the Penal Code is an extremely important document, and cases of misinterpretation or misapplication of the Penal Code can lead to people being unfairly punished or unfairly left punished, and to possible violations of human rights.

"It is therefore essential that we all have a clear understanding of the provisions of the Penal Code and that these provisions are interpreted in accordance with international human rights standards," he said. "This conference is a unique opportunity for all participants to discuss in more detail any challenges they have encountered when applying the Penal Code."

The conference was co-organized by the Ministry of Justice and the Office of the United Nations High Commissioner for Human Rights to Cambodia.
