BANGKOK: Donor countries including Australia are being urged
to confront Cambodia over escalating violence and human rights abuses
linked to the plunder of natural resources.
Human Rights groups say the jailing of 71-year-old journalist Mam
Sonando for 20 years on Monday was a politically motivated move to
silence protests over the granting of economic land resources to
companies and the eviction of thousands of land owners by force.
Mr Sonando, a human rights campaigner who owns a radio station in Phnom
Penh, has been a critic of the Prime Minister, Hun Sen, who urged in a
national broadcast that he be arrested for masterminding ''a plot to
overthrow the government''.
There have been at least three deaths and a number of controversial
arrests linked to an increasing number of land disputes that have
emerged as companies move to exploit Cambodian resources such as
rubber, sugar and minerals.
In a joint letter, human rights groups asked donors providing almost
half of Cambodia's budget not to reward the country with more funds and
to ''make a co-ordinated and public condemnation of the government's
increasing human rights abuses''.
Australia is sending Cambodia almost $78 million this year.
Surya Subedi, the UN Human Rights Council's special envoy for Cambodia,
criticised Mr Sen's government last week, saying Cambodia's population
was growing ''desperate and unhappy'' about land rights abuses.
The World Bank froze new lending for Cambodia last year over its
treatment of hundreds of families facing eviction from land around a
lake in Phnom Penh.
The jailing of Mr Sonando has prompted outrage inside the country and
outside it. Critics accuse Mr Sen, who has been in power since 1985, of
having politicised the bureaucracy and courts to silence public
criticism.
Rights groups called the accusations against Mr Sonando baseless and
said the government was seeking to justify a crackdown on a land dispute
in May, during which a 14-year-old girl was shot dead by security
forces at a protest rally.
Mr Sonando had played a leading role in the dispute and, through his
independent Beehive Radio, had spoken out against human rights abuses.
The court on Monday also sentenced two other activists to 30 and 15
years in jail.
Earlier this month, Cambodian journalist Serei Oudom, who had exposed
rampant illegal logging, was found dead in the boot of his car. In
April, Chut Wutty, one of Asia's leading environmentalists, was shot
dead by a soldier after leading journalists to an illegal logging site.

A few of objective evidents listed on this article are enough for the donor countries to reconsider its actions. Until these donor countries takes actions, human abuse will continued. Khmer citizens living within and abroads are powerless. Not lack of courage, but we living to the internation standard. Many of us within and abroad are willing to work to put pressure on this regime but at the same time afraid we are being accuse of terrorism. Any suggestion?
Hun Sen created his own problems needlessly. If the donors cut aid, Cambodia will lose. If world leaders boycott the upcoming summit in Cambodia, then Cambodia will lose. What did Hun Sen gain for jailing Mam Sonando? This shows that Hun Sen is so paranoid that he has to "veay teuk bong-oel trey" - hit the water to scare the fish- a Khmer euphemism meaning doing something to other persons in order to scare another person. He hit the water to scare the other fish- his potential enemies or rivals within the ruling CPP, like Sar Kheng, Ke Kim Yan, Tea Banh, Heng Samrin and so on and so on...

When one individual ruling with the country feared he disregarding the rule of law, he is creating problems for himself, thatwise the rule of laws are essential to all humanbeing to obey and respect all the time.It doesn't matter who they are rich, poor with connections or without connections all subject to obey rule of laws, no man is above the laws.
Hun sen is above the laws that will created a lot of conflicts of interest to his opponents and inner circles alike no one is respecting him as a person to run the country legitimately, therefore,he is ruling by feared using using any means necessary to suppressed all his critics and opponents a like.
foreign countries threaten to cut down funds, so let it be,
we need to enforce our law in order
What's law? Was that jungle's laws of thugism regime? Oh! I get it the laws called " peal si peal " Right?
We all cares if foreigners cuts the donor. But after 33 years of seeing where the money is being used, it's time Hun Sen and his families cough up the stolen money back into the country. Hun Sen may be dumb and uneducated but he knows how to suffer the country to get more funds.
let it be, they used to cut aide back in 1990' that was, worse democracy,,
in country.,
