According to an anonymous source, the Cambodian government is outraged with Mr. Sean Pengse (pictured), chairman of the Paris-based Cambodian Border Committee, for criticising the government's policy on border with Vietnam and for slandering and libeling.
Sean Pengse, who is a critics of the government's border policy, had up the ante of his criticism after there are revelations that Mr. Hun Sen has agreed to cede some villages to Vietnam, especially the birth village of National Assembly President Heng Samrin.
According to the anonymous sources, Mr. Sean Pengse maybe face criminal charges for the criticism in an interview he gave to World Khmer Radio after report that the Cambodian government agreed to cede some villages to Vietnam under the present demarcation process. The sources said that both Mr. Hun Sen and Mr. Var Kimhong, the government's Border Committee Chairman, will also sue him for "slandering and libeling" them in the Cambodian court.
In 2005, when the government was ratifying the 2005 Supplemental Treaty with Vietnam, a treaty which many critics said will cede Cambodian land to Vietnam, Mr. Hun Sen had issued an arrest and sought an extradition for Sean Pengse when he criticised the treaty. At that time, Mr. Sean Pengse said he was unconcerned because he was a French citizen and also a former civil servant of the French government.

Did Mr. Sean Pengse said by himseves "He was a French citizen, French Civil servant of the French government" or just a fantasy from someone else ?
Of course he is a French citizen, but did not have lost the Cambodian citizen. The French government might protect him again the criminal acts, but not the civil law. In this case Hun Sen and Var Kimhong are able to sue Mr. Sean Pengse on the French court.
You better checkt out the UN charta and the bilateral agreement between France and Cambodia before you want to use the French power again the law.
5:19 PM, In an interview with Radio Free Asia in 2005, when Hun Sen publicly declared that he had ordered the authority to issue an arrest for warrant for Sean Pengse and to seek his extradition from France, Sean Peangse said that he was unconcerned because he was a French citizen and a former French civil servant.
It is true that Sean Pengse cannot escape from Cambodian law if he had committed crimes in Cambodia. Even he is a French citizen, he can't even escape a civil suit in France from Hun Sen and Var Kimhong because he had made the comments in France. But the fact is Hun Sen and Var Kimhong have to sue him in the French court, not Cambodian court like they have threatened because the comments were made in France.
In term of extradition of Sean Pengse to Cambodia, it is not sure if Cambodia had an extradition treaty with France. Even if Cambodia had an extradition with France, Cambodia had to prove beyond reasonable doubt that Sean Pengse had committed crimes in Cambodia before France agreed to extradite him.
In this case, Sean Pengse did not commit any crimes, just criticised Hun Sen, so Hun Sen's request for Sean Pengse's extradition amounted to zero. France will never extradite its citizen to be tried or prosecuted in a foreign country if the person did not commit any crimes in that country. So, Sean Pengse has no reason to be concerned about Hun Sen's threat of an extradition request at all. And as long as Sean Pengse did not go to Cambodia, he is safe, unless Hun Sen sends a death squad to hunt him down.
