The People Behind the Rape of Boeung Kak Lake
Lao Meng Khin and Choeung Sopheap [aka Yeay Phu], his wife
Shukaku Inc. is a
private development company based in Phnom Penh, Cambodia. It is headed by
Senator Lao Meng Khin from the
Cambodian People's Party and chairman of the Cambodian Chamber of Commerce who
also directs the Pheapimex Group.
Boeung Kak lake development
Despite a land law in 2001 passed by the Royal Government of
Cambodia recognising land titles if proof of residence for five continuous
years can be shown, residents of Boeung Kak were denied land titles. Later in
the same month of February 2007, the Phnom Penh Municipality and Shukaku Inc.
signed a $79 million 99 year lease agreement for over 133 hectares of prime
real estate including Boeung Kak and the surrounding land affecting around
4,225 families. David Pred, co-founder of Bridges Across Borders claims that "The
lease is illegal because the lake is state public property and cannot be leased
for more than 15 years or damaged or destroyed...by filling in the lake, it
will be destroyed.”
On 26 October 2008, Shukaku Inc began filling the lake with
sand causing flooding and the collapse of some houses. Water and electricity
was cut.
In September 2010, over 1500 affected families were forced
to accept compensation for their homes and land well below the market value.
Yim Sokhom, an army commander claims that representatives of Shukaku Inc.
offered a reimbursement of US$4000 for his property though similar properties
around Phnom Penh would sell for over US$40,000[4]
Many former residents of the lake villages now live in slums
surrounding the lake. The overcrowded nature of these newly formed slums has
led to serious health concerns.

Yeay Phu
Phu, who is of Chinese origin, uses her contacts in China to attract foreign investment from Chinese companies such as Wuzhishan LS and Jiangsu Taihu International. Her husband, Lao Meng Khin, is a Vice President of the Cambodian Chamber of Commerce, and he serves as a CPP senator and advisor to Hun Sen. Together, they have a joint venture with Sy Kong Triv through Wuzhishan LS for a pine tree plantation in Mondulkiri Province. This dynamic duo has a rather strong relationship to Hun Sen and his wife, Bun Rany. Lao Meng Khin has accompanied the Prime Minister on more than one trip to China, while Yeay Phu, who is a board member of the Cambodian Red Cross, is reportedly a close friend and business associate of Bun Rany. Yeay Phu is also a business associate of Tep Bopha Prasidh, the wife of the Minister of Commerce; and Ngyn Sun Sopheap, the wife of the Director of the National Department of Customs and Excise. The Pheapimex couple’s son is married to the daughter of Lim Chhiv Ho, the Managing Director of Attwood Import Export Co., Ltd. In addition to Khmer, Lao Meng Khin speaks Mandarin Chinese and Yeay Phu speaks several Chinese dialects.

What's the name of the company that bought the land in Boueng Kak lake? This greedy company or whoever behind this scheme is cruel and heartless pigs...What a greedy company?Is this scheme was planning by Cpp thieves to steal people land and destroyed their lives for the profit to individual or Cambodia's gov't!!!!

Kicked/forced our khmers people out of their house and destroyed everything that they have,also put their mothers in jail unjustly in the name of profits.
They are Chins [Chinese] not khmers,thatwise they don't care about khmers,also they enrich their families,they look to the future seen the profits because the value of the land is very expensive in the city for a decade to come.The greedy people will be it match oneday,greedy is the roots of evil thing.
