Russian Military Confirms Better Cooperation with Cambodia

AKP Phnom Penh, February 27, 2012 –The Russian armed forces always maintain their close military and technical relations with the armed forces of the other countries, including Cambodia.

The remarks were made here last Friday by Col. Nikolay Nikolayuk, Military Attaché of the Embassy of the Russian Federation in Cambodia during a celebration of the Russian Federation’s Armed Forces Day (Feb. 23).

Gen. El Van Sarat, Secretary of State at the Cambodian Ministry of National Defense, led a Cambodian military delegation to the event participated by H.E. Alexander Ignatov, Ambassador of the Russian Federation to Cambodia and other foreign senior military delegations.

On the occasion, Col. Nikolay Nikolayuk said over 50 Royal Cambodian Armed Forces (RCAF) have been studying at the Russian Federation’s top military establishment.

In reply, Gen. Phat Vibolsophak, director of foreign military affairs department of Cambodia’s National Defense Ministry, highly valued the good cooperation between Cambodia’s and Russia’s armed forces since 1980s.

Its good for cambodia to study military technique from Russia and China and even better for cambodia to buy weapons from Russia also...

That's good. How about start selling some good weapons to Cambodia. Since America and European don't want to, Cambodia can always turn to China and Russia. right?

We can't assimilate those high tech weapons now at this time for these reasons I am listing below.

1. NO money, Sukoi and S-300 and MBT 90 cost a lot even for Russian price. Russia can't afford to give us free

2. Take a long time to train personnels who is capable to operate these weapons. Very hard to find capable person in Cambodia.

3. Corrupted RCAF and won't be to select the right person, they might select the personnel base on bribe, connection instead of capable person.

4. Even if we overcome these 3 points I have listed, NEED A LOT OF TIME TO GET EXPERIENCES TO BE ABLE TO USE THESE WEAPONS TO ITS FULLEST CAPABILITIES. If you inexperience you just waste these weapons to these two enemies.

5. My final personal opinions is bought enough medium range SAM weapons such as TOR-2 etc. Buy Type 62 tanks, T-70 tanks, T-62 tanks. Good radar to detect approaching aircrafts. Buy Mig-21 upgrade with Israel avionics these Mig we can assimilate faster because we already had personnel capable. Also J-7MP, JF-17.
We also need a lot of long range artillery system such as 155MM howitzers, MORE BM-21 system with Satellite GPS guidance. A lot of longer range AAA with radar guided not sight mounted.
