ANOTHER STEP TOWARD THE END OF IMPUNITY IN CAMBODIA
On January 24, 2012 the Prosecutor of the French Republic at the Paris Tribunal decided to resume the judicial investigation into a deadly grenade attack perpetrated in Phnom Penh on March 30, 1997. The attack was an assassination attempt on Sam Rainsy who is a French citizen.

UN AUTRE PAS VERS LA FIN DE L’IMPUNITÉ AU CAMBODGE
Le 24 janvier 2012 le Procureur de la République près le Tribunal de Grande Instance de Paris a signé la réouverture de l’information judiciaire portant sur l’attaque meurtrière à la grenade perpétrée à Phnom Penh le 30 mars 1997. L’attaque correspondait à une tentative d’assassinat à l’encontre de Sam Rainsy qui détient la nationalité française.

To be clear, In Cambodia Mr Sam Raingsy is a Khmer and not French citizen. The French government know so well the international law.
Mr. Rainsy lived in France since around 1966 and he is a naturalized French citizen and also holds a dual Cambodian-French citizenship. So he is entitled to use the French court. The problem in regard to this case is the alleged crime (the 1997 grenade attack) was committed in Cambodia, not on French soil and therefore it is not clear whether the French court has jurisdiction over this legal case.
cambodia used to be part of the french colony, as much as i detest the french, this matter got to be solved.
