The Cambodian constitution guarantees freedom of speech and expression. Sourn Serey Ratha has the right to a free speech as long as he does not advocate a terrorist act against any country. If he just spread information to the people and speaks against dictatorship and corruption then his act is within the Cambodian constitution.
