TOTAL gets concessions to explore oil in the Cambodian-Thai overlapping seabed

A senior official from the Cambodian Finance Ministry said a French oil giant TOTAL has been given exclusive rights to explore oil in the overlapping Cambodian-Thai seabed.

Spokesman for the Cambodian Finance Ministry said the concession was given to TOTAL during a meeting between Finance Minister Keat Chhon and Mr. Yves Le Bay (spelling?), TOTAL's director for Cambodia,Vietnam and China, on the 1st of July. He said the meeting was organised to discuss about on how to dispense the money that TOTAL has paid for the exploration rights to develop the country.

Cambodia had found large reserves of oil, kerosene and gas off the coast of Sihanoukville since 2005 that would bring hard cash to the cash-strapped nation. However, critics and foreign observers are concerned that, with rampant corruption, Cambodia could descend into an "oil curse" country like Nigeria.

The author commented that Cambodia found oil might be a curse needed to stop the short sight thinking or lack of knowledge about investments ideas. This is like saying, we have gold but we dont have pocket to put the gold. How stupid can you get? Just bring the cashes, then invest the cashes; use the interests earned to help develop the country and support social activities to uplift Cambodia from poverty; whereever the needs, Cambodia will be able to meet the demands. You don't spend the money from oil, you invest the money; let monies make more monies. GET IT? I am sure the government already figured it out. The only thing that I don't like is the dealing/sharing revenue formula with Thailand. How do you monitor how much Thailand bring in revenue? This will be hard and could potentially causes more problems between the two nations.

You don't understand what an oil curse mean. It does not means that when you find oil, it is a curse. Oil curse here is a phrase that people use to describe a country which found abundant reserves of oil, but become very poor because of corruption. It means the leaders of the country put all the money from oil into their pockets, not into the nation's coffer. This is what happened to Nigeria. It found large reserves of oil, but the country is still very poor, but the country's leaders are very rich because they pocket the oil money and the nation gets no money from the oil. Cambodia could be the same because of rampant corruption. Just look at the money from logging/timbers. About $500 million per year has been lost due to corruption, but we know all that $500 million has gone to the piockets of corrupt leaders like Hun Sen.

I understand what the author saying and I understand comments regarding oil curses. If PM Hun Sen continues the same road in the past then Cambodia will be more in deep hole. This is new era, Cambodia now has CSX, more business puring into Cambodia, many companies are investing in Cambodia labor force, there are many expertise on investment now. The public should continue to encourage PM Hun Sen to invest the oil/gold money to make more monies. Those with the knowledge,let helps the government aware of other ways to make more monies through investing the capital earns from oil/gold and ensure that the oil/gold money are not gone through government spendings; it should be the monies to help make more monies. If opposition really care about the country let not wait until Cambodia fall to it knees then screaming for political gain or threaten with the jasmin revolution which will bring Cambodia into chaos again like the past four regime changed. I dont denied the corruption claim; it is dam shame while government salary is low but people driving around with Lexus. I don't want to assume all people drove around with Lexus is corruption. There are business owners that make serious monies, there are people that sold their lands to buy Lexus. There are many people that can afford mension, lexus, mercede etc. There are some that you wonder how in the hell they could could afford such house and cars. However corruption started with individual and government policies on corruption. Look at what we teach our kids at school, look at the teacher selling the answer sheet, therefore the cycle continues to the next generation. If PM Hun Sen died tomorrow,សុំទោសមិនប្រមាទជីវិតលោកទេ corruption is not be gone. I bet if Sam Rainsy in power tomorrow, he cannot get rid of corruption either. This issue start from individual moral and enforcing the law with zero tolerance. corruption is within Cambodian society very long time which caused many movements brought Cambodia to year zero. It probably more encouraging to see investment expert put out article how Cambodia can use oil money to make more and using it as capital to bring Cambodia out of poverty. Cambodia will have capital to invest now not foriegn aid. I am sure there are expertise on investment strategies. This type of article will probably more welcoming then pointing finger that the oil/gold is a curse and government will pocket all the money. This type of tactic to gain political popularity is like let the blind lead the blind to a cliff. Cambodia leaders needed to come to the light where the knowledges are store. Why can't someone show them ways to use capital from oil/gold to make more money and use the money earned to help the uplift poverty? Cambodia will not function freely or independently until Cambodia is self sufficient, free from foriegn aid. I don't have the power to influence the government or telling them what to do; however oppostion Sam Rainsy has alot of power and when he speak, the government will listen whether it will take in or reject it but they listen. Why don't Sam Rainsy uses his influence to bring them to light such investment strategies etc? It will make Sam Rainsy looks good too and possibly help heal the fighting between him and the government but that is too easy to give free bees. Sam Rainsy rather sees PM Hun Sen fail. If PM Hun Sen fail, Cambodian suffers; don't you forget that. This is like how USA sanction N.Korea; its leader doesn't suffer but the innocent people suffers. Afterall, Sam Rainsy will never become Prime Minister if PM Hun Sen doesnt fail or look bad in the eyes of Cambodian citizens. Why makes PM Hun Sen look good? In order for Sam Rainsy to rise to power, everything got to be doom and gloom so the hell with helping PM Hun Sen and make Cambodia prosper. Opposition probably say, well he got all the advisors to give him advice. I would challenge Sam Rainsy that if you dont positively participated then you it will be hard for you to find ways home.
