Two Councillors from the opposition Sam Rainsy Party (SRP) have claimed that local authority in Bavet town in Svay Rieng province have leased one hectares of land to Vietnamese farmers to farm.
Mr. Meas Kheng and Sok Sam-Ean, SRP councillors from Bavet town, said that local authority has given permission to Cambodian farmers from 4 districts, including Chrok Matess, Bavet, Prasat and Baty, to lease their land to Vietnamese farmers. Mr. Meas Kheng said one hectare of land was leased to Vietnamese for 400,000 ($100) to 600,000 ($150). They fear that after the Vietnamese had toiled and farmed the land for so many years that they would make a legal claim to the land or that the areas might become a "white Zone"- an overlapping area- or areas controlled by Vietnam and therefore will become part of Vietnam.
Mr. Chhouk Bandith, Governor of Bavet town, rejected the accusations and threatened to jail those two SRP councillors, saying no villagers had leased their land to Vietnamese farmers, they only leased to Khmer farmers. However, he admitted that Cambodian authority had permitted the Vietnamese people to use tractors to toil and plough the land for the Khmer farmers for a fee because Khmer farmers did not have machinery to plough their land.
Despite denials by local authority, two villagers have confirmed that many Khmer villagers had leased their land to Vietnamese farmers.
Mr. Reach Thoul, from Bavet, and Mr. Sor Tong, from Prasat, said that many Khmer villagers had leased their farmlands to Vietnamese farmers because they had received cash payment immediately.
Mr. Var Kimhong, chairman of Cambodian Border Committee, said he knew nothing about this.

លោក មាស ខេង ថ្លែងថា៖«ការជួលនេះមានការសមគំនិតពីអាជ្ញាធរ។ នេះជាចំណុចគ្រោះថ្នាក់មួយ ហើយបើមានភស្តុតាងបង្ហាញ គេថាវាមិនពិតទេ ដូច្នេះចុះទៅមើលឲ្យឃើញនឹងភ្នែកខ្លួនឯងទៅ បើយើងជាអ្នកស្នេហាជាតិពិតប្រាកដ យើងកុំខ្លាចការពិត យើងត្រូវតែហ៊ានប្រឈមនឹងការពិត»។ លោកបន្ថែមថា ដីមួយហិកតាៗត្រូវបានជួលក្នុងតម្លៃពី៤០ម៉ឺន ទៅ ៦០ ម៉ឺនរៀល។
លោកបានសង្កត់ធ្ងន់ថា បើរដ្ឋាភិបាលចង់ឃើញការពិតចំពោះការអះអាងរបស់គាត់ អំពីដីជួលនោះហើយរដ្ឋាភិបាលចង់សួរគាត់ ដើម្បីបញ្ជាក់អំពីការចោទប្រកាន់នេះ លោកនឹងទៅបញ្ជាក់នៅកន្លែងណាក៏បាន ដែលរដ្ឋាភិបាលចង់ឲ្យលោកទៅ។ លោកបានអះអាងបន្តថា លោកមានឯកសារកិច្ចសន្យាជួលដីទាំងនោះមួយចំនួន ដែលធ្វើឡើងរវាងពលរដ្ឋកម្ពុជា និងវៀតណាម។
លោក សុខ សំអៀន បានមានប្រសាសន៍ថា៖ «បើអាជ្ញាធរមិនអនុញ្ញាត ប្រជាជនមិនហ៊ានទេ។ ដូចខ្ញុំបានដឹងថាជនជាតិយួនបានជួលដីខ្មែរ។ អាជ្ញាធរត្រូវតែធ្វើការស៊ើបអង្កេតលើបញ្ហាផ្សេងៗដែលកើតមានឡើង ក្នុងរឿងជួលដីនោះ។ នៅតាមព្រំដែន យើងត្រូវតែមានការប្រុងប្រយ័ត្ន»។
លោក ឈូក បណ្ឌិត អភិបាលក្រុងបាវិតច្រានចោលការចោទប្រកាន់ដោយថ្លែងថា ប្រជាជនពុំមានដីដល់រាប់ហិកតាជួលឲ្យទៅជនជាតិវៀតណាមឡើយ ប៉ុន្តែ ថា បើពលរដ្ឋខ្មែរមានដីជាកម្មសិទ្ធិរបស់ខ្លួន និងជួលទៅឲ្យជនជាតិវៀតណាម នោះវាជាសិទ្ធិរបស់គាត់ ព្រោះវាជាទ្រព្យសម្បត្តិឯក ជនរបស់គាត់ ប៉ុន្តែ ត្រូវតែក្រោមការអនុញ្ញាតដោយច្បាប់។
លើសពីនេះលោក ឈូក បណ្ឌិត បានជំរុញមន្រ្តីគណបក្សសម រង្ស៊ី ឲ្យប្រាប់ពីការពិតនៃការជួលដី ហើយបានព្រមានដាក់គុកពួកគេប្រសិនបើនិយាយ គ្មានការពិត។
លោកឈូក បណ្ឌិត បានបន្ថែម ថា៖ «ពួកគេតែងតែនិយាយគ្មានមូលហេតុ។ទុកឲ្យគាត់បង្ហាញមក ខ្ញុំចង់ឲ្យអ្នកនិយាយបង្ហាញឲ្យច្បាស់ថា តើនៅកន្លែងណា។ ខ្ញុំ សូមគាត់ចង្អុលបង្ហាញ។ ប្រសិនបើមិនដូច្នោះទេ ខ្ញុំនឹងយកគាត់ដាក់គុក»។ លោក បណ្ឌិត បានថ្លែងថា ទាំងអាជ្ញាធរនិងប្រជាជនគ្មានសិទិ្ធជួលដីនៅតាមបណ្តោយព្រំដែន ឡើយលើកលែងតែមានសេចក្តីសម្រេចពីរដ្ឋាភិបាល។
ប៉ុន្ដែលោក ឈូក បណ្ឌិត ទទួលស្គាល់ថា អាជ្ញាធរកម្ពុជាពិតជាបានសម្របសម្រួលជាមួយនឹងអាជ្ញាធរវៀតណាម ដើម្បីឲ្យវៀតណាមយកគ្រឿងចក្រមកភ្ជួររាស់លើដីស្រែកម្ពុជានៅរដូវ វស្សាមែន ដោយសារថា ប្រជាជនកម្ពុជាគ្មានគ្រឿងចក្រភ្ជួរស្រែគ្រប់គ្រាន់។
អ្នកភូមិឈ្មោះ រាជ ធុល ពីភូមិបាវិត២ ឃុំបាវិត និង សោ តង ពីភូមិកណ្តាល ឃុំប្រាសាទបានថ្លែងថា ប្រជាជនខ្មែរបានជួលដីឲ្យវៀតណាម ដើម្បីដាំពោត ដំឡូងនិងស្រូវ។ លោក សោ តង ថ្លែងថា ប្រជាជនខ្មែរជួលដីឲ្យវៀតណាម ព្រោះពួកគេអាចទទួលបានប្រាក់ភ្លាមៗ បន្ទាប់ពីការជួល ប្រសិនពួកគេជួលឲ្យខ្មែរដូចគ្នា គឺមិនទទួលបានប្រាក់ភ្លាមៗទេ ត្រូវរង់ចាំរហូតដល់ចុងរដូវធ្វើស្រែ។
លោក វ៉ា គឹមហុង ទេសរដ្ឋមន្រ្តីទទួលបន្ទុកកិច្ចការព្រំដែន បានថ្លែងពីថ្ងៃអាទិត្យថា អាជ្ញាធរមិនត្រូវឃុបឃិតជាមួយនឹងប្រជាជនដាក់ជួលដីនៅតាម បណ្តោយព្រំដែនទេ។ លោកអះអាងថា ប្រជាជនទាំងអស់នៅក្បែរព្រំដែនមិនត្រូវបានអនុញ្ញាតឲ្យកាន់ កាប់ដីជាសម្បតិ្តផ្ទាល់ខ្លួនឡើយ។

Khmer walk away from their homeland, want to stay only one place "Phnom Penh", at the end that's all Khmer have "Phnom Penh". I been to many places in Cambodia, I have not see lots of farmer there, they all travel to the city. Of course it's free land to grab by thailand or vietnamese.
the comment above is a moron, there is no such thing as free land. Money talks bullshit walks stupid. If the farmer needed money, the government should come up with program to lease the land back from the farmer instead of letting foriegner lease the land. It is nothing wrong to lease the land; they did it within the law allowed. I am not advocating for Khmer to loose its land but you don't know the story behind the farmers. If you take the same scenario to the Cambodian that living in Long Beach creating Khmer town, changed street sign etc. it not much different because people do it within the law allowed. The bottom line is economic hardship; those Vietnamese farmer has equipments and money and Khmer has land so the trade off is lease the land. The government should change the term of how long the lease can be to avoid future problem. Many of us will not live to 99 years old. These issues will be a problem in the long run.
I tried hard not to comment in a way SRP members doesn't accuse me siding with the government. However, the land lease is within the law allowed. There is nothing wrong with leasing the land, however I agree with the comment above that the government needed to change the term of how long individuals or companies can lease the land. Cambodian government and NGOs should come up with ways to creat program for these farmers that needed to lease their land for emergency loan or hard cashes needed so that Cambodian doesn't loose its land in the future at the same time assist them in their farming business. Whether you are Cambodian or Vietnamese, if you don't have money to lease or to buy land, there is no such thing as free land for grab. Many generations, Cambodian politics never change. Cambodian politician continues to use the same scare tactics not knowing that they create paranoid feelings, creat low self esteem for Cambodian generations, implanted the feelings that Vietnamese are more superior than Cambodian. If you are doing politic in Cambodia and if you are not fighting the Vietnamese or Thailand invasion, you will not be a legitimate leaders or they will call you pupet as you can see SRP called CPP government. Don't get me wrong, there are some truth to their claimed especially if you examine our history. Cambodian living abroad were able to creat Cambodian town in Long Beach USA, changed street name but US government or its people didn't protest or scare that Cambodian is taking over America. Why? America is very confidence in protecting their soveriegnity and it doesn't discriminate against Cambodian or others because of your race; everybody got to pay taxes and obey the law. As long as you are do thing within the law allowed in each states or federal, you have the right to do pretty much everything permitted by the law. Have you seen protest from American saying Cambodian taking over America? I am not saying Cambodian government is perfect, there are many things that needed improvement; Cambodian government needed to work on immigration reform, tax collections, real estate issues, land leasing issues etc. SRP needs to stop scaring people that Vietnamese is taking over the country, these type of mentality doesn't help solve anything but continue to promote Khmer to retreat from engaging in any meaningful business venture with other nations. Ther are millions of Cambodian, do you think they will allow Vietnam to take over? Let alone, there are many Cambodian millionairs that own lands, business, etc. Do you think they will allow Vietnam to take over? PM Hun Sen and his families own many business, the CPP members own many business and lands, do you think these people will let Vietnamese taking over? Stop the paranoid ideology. Cambodian is smart and will defend its nation from the agressor at all costs. Cambodian needs to starting thinking positively rather focusing on the negative aspects all the time. If you are in a fight and you are afraid to get hit, how are you going to defeat your opponent? You got to take chance and you will get hit. If every Cambodian do self revolution by taking care of their business at home such as care for the children, provide good health, foods and teach them right and wrong then the future is very predictable. I know many of SRP probably came up with millions excuses why they cannot do that either. It is not a perfect world, you got to deal with what you got and make the best out of it. Look at the bright side, we are not starve like in Samolia where millions of children are dying.

During the 70s and 80s while Khmer were busy in civil war,Thai and Viet farmers had encroached deep into Khmer territory with the closing eyes of their governments.That is why we have this war with Thai and its government,who disregard the original map and try to invade Cambodia with a little excuse.
On the eastern border Viet government ordered the puppet CPP government to allowed the border check point built about 2km deep inside Cambodia that was in 1987-1988. This problem led to the eviction of the opposition party leader Sam Rainsy and Khmer farmers who lost their land to Hanoi end up in jail for two years.What's justice is that farmers who lost their farmland supposed to have been supported and protected by government instead they were end up in jail for two years? Do you see Hun's logic? That is Hun's justice.
You can not compare orange to apple.It is a different thing between Khmer living in America who put Cambodia town sign and the land leased for Viet farmers for 99 years. In the worst circumstances or thousand years in the future,Khmer would never and will never be able to claim that part of land as Cambodia because Cambodia is thousand of miles away from America,where as the land that leased along the border is bound to have problem like we have recent war with Thai despise the map is clear and the signatures were there.
Those official and government that lease farmland for Hanoi and Viet farmers are simply traitors. They are selling our country for their greed.
Some of the logic twisters here would tell us that our country are growing and they also tell us that they have all the educated people working with their PM Hun Sen.So why do we have all of these thing happening in front of their eyes?

I believe that that parts of the land will become overlapping area soon, or areas claimed by Vietnam, using eccuses that their farmers had farmed it for too long. This is illegal, no law had allowed the lease of land by individual people to foreigners, especially land along the border. The law said that only land 30km from the border, 30km deeper into Cambodia, can be leased to foreigners.
About Warrior Blood, he is not the warrior blood he claimed to be because he is a slavish supporter of the CPP and Hun sen and therefore will say anything to back them up, even at the expense of Cambodian sovereignty and territorial integrity. This is sad.

I don't disagree with your long term logic threat. However, when you made claimed that is not specific based on speculation and you don't even know how much we truely lost of lands and your logic because it is forest so it is hard to identify how we lost our land will not hold water in the ICJ court. Your number were pretty much estimation and speculations are not reliable evidences in court. In order for Cambodia file any law suit claim against another country, you better be prepared to construct your case with bullet proof. I wonder if Sam Rainsy is prepared to do that or is it just a political scheme to boost support from Cambodia as usual tactics from politician? Historically Khmer hate Vietnam because of the Khmer Krom land and others, therefore it is easy to pick the target and Cambodian general public will bite the bate immediately like "True Khmer" not know the hidden agenda behind it. The government have taken Thailand to court when they see it is winnable efforts. I will leave it up to your imagination what could happened next when Vietnam and Cambodia negotiate it's border dispute. Sam Rainsy cannot just made up story or fabricated any map to sabatose the future of Cambodia. I am glad the French finally displayed the old map showing what Cambodia before. In regard to Khmer Krom; it is uphill battle but it is not impossible. I have met with many Khmer Krom leaders; they all love to have those land back but it is not possible at this stage of era. They are not retreating but figuring out ways for peaceful solution with N. Vietnamese government. You cannot wage war with Vietnam because Cambodia needs to build strong economy and stability. Please don't ask Cambodia to commit suicidal. Khmer Krom never been lost; it is there all the time. Khmer Krom lost it rights as original owner but only time will tell the true story what will happen. If Cambodia continue to walk the same path, we will continue to get the same result of the past leaders left for us to learned. You have to assess your weakness and your strengths before you decided on certain issues. Two things that I would like to see Cambodian doing: economic development throughout the country; human capcity building through education for the young generation starting from birth. Sometimes, you loose to win. I hope you can read between the line. I saw some comment early regarding N. Vietnam government afraid to adopt the democracy ideology into their government system. However, in the future it will probably go back to democracy but Vietnam needs to strengthen its economy and its militarily. After Vietnam War; the country faced with many destruction as Cambodia however their infrastructures remain intact including all of their educators unlike uncle Pol Pot abolished everything Cambodian had including exterminated all educators. In Vietnam, there are millions of Khmer. They are working hard to raise their families. In Thailand, there are millions of Khmer and they too working hard to raise their families. I repeat, Cambodia cannot afford civil war or internal fightings if you wanted to see better future for Cambodia. We went through 4 regime changed; the last one gave us more than 20 years stability and now people wanted to find every excuses to change the regime. Khmer, don't be fooled to follow the clueless leader who will led Khmer into destruction. You can judge me all you want but Vietnam and Thailand get the last laugh if Khmer slip into civil disorder or civil war again.

Cambodia is owned by him alone, soon he will to to hell, but if it will be like this, those leased lands to the yuon along the borders will be a new part of kampuchea krom. A one sided Khmer viet relation will only benefit the yuons, man. We make no enemy but be fair to khmer, as well.
