Cambodia thanks Japan for aid despite tsunami crisis

Aug 17, 2011 (BBC Monitoring via COMTEX) -- AKP Phnom Penh, 17 August 2011-The Royal Government and people of Cambodia would like to extend the most profound and grateful thanks to the government and people of Japan as one of the most important development partner with Cambodia, Cambodian Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen said.

He was speaking while inaugurating a 9.10km section of the 56-km National Road No 1, part of the ASEAN [Association of Southeast Asian Nations] Highway, linking the Capital City of Phnom Penh to Neak Loeung, restored and rebuilt under Japan's grant aid.

The government and people of Japan have always provided valuable, moral, technical and financial support and assistance in terms of grant aid and soft loans for peace building, national reconciliation, restoration and development of physical infrastructures such as important highways and bridges, the Phnom Penh Autonomous Port and Port of Sihanoukville, Samdech Techo Hun Sen pointed out.

Moreover, Japan has contributed to human resources training through the provision of scholarships to students and officers from both the private and public sectors to continue their education and training in Japan, he said, adding, "And despite facing the recent hardship caused by Tsunamis and earthquakes, Japan has still continued to provide the support and assistance to the royal government and people of Cambodia in the socioeconomic development."

These are the precious sympathy of the people and government of Japan in contribution to promoting the economic growth and social development to help alleviate the poverty of the Cambodia people, he underlined.

Japanese Ambassador to Cambodia, H.E Masafumi Kuroki, who was also presented to jointly inaugurate the highway section, said the sections of the National Road No 1 were constructed with international standard, and they would facilitate the economic activities within Cambodia as well as with its neighbouring country.

He said he sincerely hoped that the cooperation would help strengthen the bond of longstanding friendship between Japan and Cambodia and between the two peoples.

In addition to the contribution to the economic effectiveness, Samdech Techo Hun Sen said, the highway section would also help to reduce the increasing traffic jams due to the increasing number of all kinds of vehicles, the activities of national and international trade, the mushrooming of more factories and enterprises, and the growing tourism activities that requires the transits through the Capital City of Phnom Penh to Cambodia-Vietnam border in Svay Rieng.

The section has played the role as potential means to meet the requirements in promoting the economic growth and the entire national development via the internal integration and the integration within the region and the world, therefore enabling Cambodia to increase the opportunity to benefit from businesses competition, trade, industry, agriculture, and tourism, he said

It also responds effectively and timely to the implementation of Cambodia-Vietnam bilateral transit transports agreement, Samdech Techo Hun Sen noted.

Japan is the model country that the United States should learn from. Japan helps Cambodia without string attached. It also helped sponsore Cambodian refugees after the fall of Khmer Rouge like other countries while United States support the Khmer Rouge and make poor Cambodia paid for the debts that caused by Lon Nol regime supported by the United States. There is no confusion in this. While Cambodia has border dispute, United States released the Wikileak information damaged Cambodia's leadership and it reputation. United States said " it will not take side" while Thai's soldiers slaughter Cambodian civillians. We know where United States stand. It stands where the money is not where the moral is at.
