Thailand's withdrawal from the World Heritage Convention may require prior approval from parliament

Thailand's withdrawal from the World Heritage Convention may require prior approval from parliament as doing so involves territory and national integrity, Pheu Thai Party deputy leader Plodprasop Surasawadee said on Sunday.

Mr Plodprasop was referring to Thailand's withdrawal from the World Heritage Convention after its secretariat to decided to advance Cambodia's management plan for the Preah Vihear temple for consideration.

Thailand had tried unsuccessfully to push for postponement of the World Heritage Convention's consideration of the management plan for the Preah Vihear temple until the Thai-Cambodian boundary in dispute was clearly defined.

The withdrawal from the World Heritage Convention was made last night by Natural Resources and Environment Minister Suwit Khunkitti (pictured), head of the Thai delegation to the World Heritage Committee meeting in Paris.

Mr Plodprasop said this was a serious matter and the Thai people should be given a clear explanation.

He questioned if Mr Suwit's decision was agreed on by Prime Minister Abhisit Vejjajiva.

Since withdrawing from the World Heritage Convention was a matter involving territory and national integrity, why the government had done so in a hurry without first seeking parliamentary approval.

As a general election would be held in a week from now, he wondered why the government did not leave the decision to be made by the next government.

Mr Plodprasop said without Thailand in it, the World Heritage Convention could continue to hold a meeting. Thailand's absence would even make it easier for the convention to make a decision without an obstruction.

The withdrawal from the World Heritage Convention had only deprived Thailand's chance to list many ancient ruins and national parks as world heritage sites which could draw a large number of tourists, he said.

According to paragraph 244 of the Operational Guidelines for the implementation of the World Heritage Convention, International Assistance requests must be transmitted by a State Party National Commission for UNESCO or Permanent Delegation to UNESCO, or an appropriate governmental Department or Ministry. Individuals who do not represent one of these bodies are therefore not entitled to submit requests for International Assistance.

Thailand should study carefully on International Assistance under the World Heritage Convention, articles 13.1, 13.2 and 19 to 26 is an assistance granted to the State Parties to the World Heritage Convention, in order to help them protect the World Cultural or Natural Heritage located on their territories and inscribed on the World Heritage List.

Thailand have tourist site are listed UNESCO and have the funding and protection by the UNESCO. Now Thailand has quit UNESCO it possible those listed tourist site will have to be delisted from UNESCO and will not be eligible for funding and protection. Thailand might have to return the title and not promoted those former site as UNESCO as only members of UNESCO are allowed to claim the title.

Thailand should stop the silliness. If you are serious, then submit a formal written request to withdraw your membership to UN agency. Until I see it in writing, then it is bluffing as usual.

To some Thais, not all:

Thailand withdraw its membership today, but can apply for the membership next time.
So, it is just the way Thai usually did. Play a trick back and forth, nothing truth.
It is a Internet generation. It's hard to hide what Thai have done.
Just let Thai know the more you react aggressively towards the world, the more people know about Cambodia, how Cambodia became an Empire, and a history of invasion of Khmer Empire's territory by Thais. Hence, what Thailand live on is the land of Cambodia. Thailand has never given credit to Cambodia, but has considered falsely that Cambodia was the invader of her territory.

Thai has to stop bullying her smaller neighbor Cambodia. Respect internationally recognized maps and treaties. Not on unilaterally drawn up map. And, their media i.e. The Bangkok Post and the Nation have to step up media responsibly not to stir up hatred toward Cambodia. Both countries are better to live in peace.

Demand Thailand to repair and paid for all the damaged to Preah vihear Temple, and return all khmer belonged that Thai soldier looted and stold from!!!!!!!!!!
