Kampuchea Krom, territory in the southern part of Vietnam, was once a Cambodian territory that has been annexed, century by century, by the Vietnamese rulers. In around 1858 Cambodian King Ang Duong wrote to Napoleon III of France, who administered the territory, to return the territory back to Cambodia once France withdrew from Cochin-China. Napoleon III promised to do so. However, on 4th June 1949, 4 years before France gave Cambodia independence, French parliament voted to give the territory to Vietnam, putting about 8 million ethnic Khmers under the rule of Vietnam.
