Cambodian Foreign Ministry had fully agreed with Indonesia's terms of reference (TOR) regarding the deployment of Indonesian observers to the Khmer-Thai disputed zone in the Preah Vihear areas.
Mr. Koy Kuong (pictured), spokesman for the Foreign Ministry, said Indonesia had sent TOR to Cambodia and on 27th February, Cambodia had sent a reply accepting all the the conditions of the TOR.
Cambodia's reply contains three points. First, Cambodia agrees fully with the terms of agreement for the dispatch of Indonesian observers to the disputed zone. Secondly, Cambodia reiterated that if Thailand rejects the Indonesian TOR, Cambodia will unilaterally accepts the deployment of Indonesian observers on Cambodian soil. Thirdly, the Cambodian reply stressed that Cambodia accepts Indonesian observers in the name of Indonesia as an Asean chair. However, when Cambodia becomes the chair in 2012, Cambodia will still need Indonesian observers because as the chair Cambodia wanted to be viewed as being impartial to the conflict.
During a meeting of Asean foreign ministers in Indonesia on 22nd February, there was an agreement to send 15 Indonesian observers to each side of the Khmer-Thai borders, but it is not sure when they will arrive in the areas.
