Phnom Penh, March 4, 2011 AKP –Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister (pictured) of the Kingdom of Cambodia, has reiterated that Cambodia-Thailand border dispute is mainly due to Thai encroachment on Cambodian territory, not due to the listing of Preah Vihear Temple as a World Heritage Site.
“How about the Thai invasions in 1954 and 1962? Was it also because of the listing of [Preah Vihear Temple]?” asked the Cambodian premier at the celebration of the 13th National Cultural Day held here on Thursday, adding that this is Thailand’s ambition.
He said he was very surprised when UNESCO Special Envoy Mr. Koichiro Matsuura told him that Thai Prime Minister Abhisit Vejjajiva and Thai Foreign Minister Kasit Piromya asked UNESCO to de-list Preah Vihear Temple from the World Heritage Site.
Mr. Matsuura replied to them that the de-listing is impossible because the temple is of outstanding universal value, he said.
On the occasion, Samdech Techo Hun Sen also called on Indonesia, the current Chair of ASEAN, to urgently send its observers to Cambodian border side if Thailand is still reluctant to accept.
According to the Cambodian prime minister, last Saturday, Indonesia sent Cambodia and Thailand the terms of reference including procedures of control and obligation of Indonesian observers at the disputed areas. “We replied to the Indonesia’s request not later than 24 hours, and provided 14 points to Indonesia to observe, and we will open further if necessary,” he said, adding, “The observers will be for 12 months and will extend further.”
“Up to now the Bangkok government said that its foreign minister and defense minister have not met each other on this issue, and its army chief said the observers will not be allowed to observe inside, just in limited areas,” said Samdech Techo Hun Sen. “If Thai does not receive observers, Cambodia will receive alone.”
Premier Minister Samdech Techo Hun Sen further reiterated that there will be no bilateral negotiations with Thailand on border disputed area. If Thailand wants to negotiate, it has to ask Indonesia to convene the meeting.
Cambodia continue to negotiate bilaterally with Thailand only in the fields of trade, tourism, etc., he underlined. –AKP

Hun Sen is trying to look tough against Thailand, but for 2 and a half years he has bowed down to every Thai demand and has no capacity to resolve border conflict with Thailand. He only said tough words, but act so soft with Thailand. Thai troops can't invade Preah Vihear in 2008 if Hun Sen deployed more troops to defend the Preah Vihear border. The reality was Hun Sen deployed more troops around his Tuol Krosaing home to protect himself rather than deploying troops to defend Cambodia. This is a real Khmer traitor.
will you see people in some positive ways, only stupid and madness man who attack the enemy when we are not well prepare yet, at that time we do not know the strength of enemy troop yet, if we can't evaluate the strength and weakness of enermy we can't fiquer it out the victory over enemy. It does not matter how tough the Khmer soldiers are; however, if war erupts, it will not be a walk in the park, when dealing with this formidable foe's (Thailand)tenacious ambition. Certainly, the Khmer government already assessed the strengths and weaknesses in preparation for the battle ahead. In other words, the Khmer military readiness is poised to carry out order from the commander in chief.
Also, it is critically imperative that we DO NOT underestimate our enemy's tenacity.

Hun Sen did the right thing by derelict in his duty to protect Khmer territory? By being lax and negligent of a duty to protect one's own nation against foreign aggressors is tantamount to treason. To use national resources to protect one's own power like what Hun Sen had done and is doing now is traitorous in nature.
We are not talking about the strength of the enemies here. We are talking about the defense against the enemies in the first place. Of course Cambodian military strength is no match for Thailand's military might. But if Hun Sen deployed enough troops on the Preah vihear border in 2008, when the Thai yellow shirt threatened to march en masse to Preah Vihear temple, then we could prevent and stop the Thai invasion on 15th July 2008. What we saw at that time was no troop to defend at the area at all. Thai troops just walked and marched in like they were walking into their own barracks.
You talked about how well prepared is Cambodian army. This is the point. Hun Sen is very well prepared in term of deploying troops to protect his mansion and his own powers, but he is not well prepared to deploy troops to defend Cambodia's borders. Why? Because all the troops had been deployed around his mansions, so no troops to deploy along the border. All the billions of dollars that he stole from the nation and the people must be returned to the nation and the people and spent to purchase weapons, tanks, jets and artillery for the defense of Cambodia, not to defend his own powers. Hun Sen's fate would be like Mubarak in Egypt, Ben Ali in Tunisia and Gaddaffi in Libya if he does not give up powers voluntarily. The people who will depose him would be those from within his own party like Sar Kheng, Ke Kim Yan, Sok An, Heng Samrin and so on. Just wait and see.

Mike, I am not Khmerization nor am I Rainsy. I'm just a regular reader of this blog. Sure, Hun Sen did send many Cambodian soldiers there, but only a few days after Thai troops walked freely into Wat Keo Sikha Kiri Sawara already. But on the day the three Thai monk and nuns jumped the border fence on 15th July 2008, there were few soldiers or no soldiers at all, but just a few policemen only, because it took only 20 Thai troops to walk into the pagoda without any attempt to stop them because there were no Cambodian troops there. This is because Hun Sen never care about protecting Cambodia but only care about protecting his power. If Sam Rainsy was in power, he could have done a much better job than Hun Sen. He is an economist, not a temple boy like Hun Sen. When he was minister of finance from 1993-1994 he had collected a lot of revenues and taxes in such a short period, but Hun Sen sacked him because Hun Sen doesn't want smart people in the government who could challenge his power or gain more popularity than him. Return to border again, Cambodia lost a lot of land to the Vietnamese side because Hun Sen never care or are too scared to protest against Vietnamese encroachments. Hun Sen also doesn't care about the Thai side either, that's why Thai soldiers can encroach many places along the border. Cambodia has many chances to bring the case to international stage, like to UN or international court, but Hun Sen hesitated that's it gives Thailand more chance to move in deeper into Cambodian territory and to attack Preah Vihear with its artillery shells. Mike, you have to remember that you are trying to defend a human rights abuser, a corrupt leader and Khmer traitor here. So, do you think you have any conscience and any brain?

Hun Sen is the real traitor, Rainsy is not a traitor because he is not in power and never sold out to any foreign country. Khmer fought with Thailand for nearly 800 years and Vietnam fought with Khmer longer than that, from Tonkin down to Cochinchina, that's why we lost Kampuchea Krom in around 1623. Everyone Know that we lost Kampuchea Krom to Vietnam and have you heard of "Kompoup Te Ong" story? Hun Sen committed a lot of mistakes in the past because he was a Khmer Rouge commander and he committed a lot mistakes now because he is a traitor and a puppet of Vietnam. Land-grab, human rights abuses, corruption and many more. I know that and you know that, but why you still support him and always curse the real patriot like Sam Rainsy. If you have a personal problems with Rainsy then it is not appropriate to let your anger out at him in this blog. Rainsy is not a Thai puppet, but Hun sen is a real Vietnam puppet and a real traitor. I know you live in America, so if you think Hun Sen is the best then why did you escape to live in America? You should live under Hun Sen's regime if you think it is a good regime. Mike, I don't have time to further engage in a debate with you, but I ask you to think about national interests, not personal vengeance like what you have done in the last few months. What I see in you is a very angry person, full of vengeance against Sam Rainsy. You have launched continuous attacks on Rainsy in this blog non-stop. The persons you mentioned about opening office in Thailand are actually those who escaped from Hun Sen's persecution, they escaped from Hun Sen's death squad. You know already, after 1998 election and 2005 supplemental treaty, many Rainsy supporters have been arrested like Cheam Channy. So these people in Thailand they escaped from Hun Sen's death squad.
