Military attaches from 14 countries visit Thai-Cambodia disputed border

The military attaches of 14 countries on Monday were taken on tour to see the damage caused on the Thai side of the border by Cambodian shelling during the fighting between the two countries.

Lt-Gen Sirichai Dithakul, the army deputy chief-of-staff, led the military attaches to Phum Srol village in Si Sa Ket's Kantharalak district, which was worst hit by the cross-border fire.

The clash between two countries on Feb. 4-7. claimed lives of soldiers and villagers of both sides.

One building of Phum Srol School was hit by three rockets, causing heavy damage and forcing the school to close. It reopened on Feb. 14 and makeshift classrooms have been built to accommodate the students.

The attaches taking part in the border visit were from the United States, France, China, Japan, Russia, South Korea, Indonesia, Laos, Malaysia, Myanmar, Singapore, Vietnam, Brunei and the Philippines, but the Cambodian military attache was not in the group, Bangkok Post online reported.

Lt-Gen Tawatchai Samutsakhon, the 2nd Army commander briefed the attaches about the situation at Phum Srol.

"Thai soldiers want the conflict to be solved through negotiation and peaceful means. We don't want to invade any country, but only to protect our sovereignty," Bangkok Post quoted Lt-Gen Sirichai as telling the military attaches.

The visit followed the four-point aggreement proposed by Phnom Penh last Thursday. The fourth point is that Cambodia and Thailand invite representatives from the Association of Southeast Asian Nations (ASEAN) to observe the disputed area as to ensure the permanent ceasefire.

Reports say on Saturday, Gen Dapong Rattanasuwan, the army chief-of-staff, led a team to ceasefire talks with Maj-Gen Hun Manet, the deputy army chief of Cambodia.

However, Lt-Gen Tawatchai, the 2nd Army chief, affirmed that no agreement was signed by the two sides.

Cambodia and Thailand have had border conflict just a week after Cambodia's Preah Vihear temple was enlisted as the World Heritage Site on July 7, 2008.

The conflict is due to Thai claim of the ownership of 1.8 square miles (4.6 sq km) of scrub next to the temple, which resulted in a military build-up along the border, and periodic clashes between Cambodian and Thai soldiers have resulted in the deaths of troops on both sides.

The latest clashes on Feb. 4-7, with a barrage of artillery shells unleashed on both sides of the border, had claimed the lives of soldiers and civilians on both sides and also caused tens of thousands of the two countries' villagers near the disputed areas fleeing for safe shelters.

The United Nations Security Council on Monday urged Cambodia and Thailand to display maximum restraint and to establish a permanent ceasefire. It also expressed support for the active efforts of ASEAN in the matter and encouraged the parties to continue to cooperate with the organization.

Deputy Army Chief-of-Staff Lt Gen Sirichai Distthakul Monday led 14 foreign military attaches to visit a village in Si Sa Ket near the Thai-Cambodian border skirmishes.
Sirichai told reporters before leaving for Si Sa Ket that the foreign military attaché would be let to the Bhumsarol village to be briefed of the situation by local officials.
Sirichai said the foreign attaches had been briefed of the clashes by Army Commander-in-Chief Gen Prayuth Chan-ocha on February 8 and now they would travel to see the site.
The 14 countries are eight Asean nations, except Cambodia, and China, France, Japan, South Korea, Russia and the United States, Sirichai said.

Thai armed forces bring foreign military attaches to Thai-Cambodian border

SI SA KET, Monday 21 February 2011 (Bernama) - The Thai Defence Ministry on Monday brought foreign military attaches to Thailand to Kantharalak district of Si Sa Ket province in northeastern Thailand bordering Cambodia so that they can see the truth concerning border clashes between Thai and Cambodian soldiers and understand the operations of the Thai military, Thai News Agency (TNA) reported.

Lieutenant General Sirichai Ditthakul, Army deputy chief-of-staff supervising intelligence, and military attaches of 14 Southeast Asian nations and countries that are dialogue partners of Asean left the aviation division of the Department of Army Transportation in Bangkok at 7am.

The delegation of foreign military attaches from those countries including France, the United States, Indonesia, China, Korea, Japan, Russia, Singapore, the Philippines and Vietnam went to the Thai-Cambodian disputed area in Kantharalak district of Si Sa Ket province.

The delegation first went to Phum Srol School that was damaged by Cambodian shells. Then they visited the Mor I Daeng cliff for a briefing. The foreign military attaches are expected to report their findings to their governments.

Sirichai said Thailand wanted other countries, especially Southeast Asian countries and other concerned nations, to know the real situations and realise that Thailand had its clear principle and wanted to resolve conflicts peacefully.

Asked if there was the evidence that Cambodia had started the shooting, the army deputy chief-of-staff said the 2nd Army would elaborate on that. He also said the trip would not have any impact on the Asean foreign ministers' meeting that would discuss issues between Thailand and Cambodia in Jakarta, Indonesia, on Tuesday.

On Sunday, Thai Foreign Minister Kasit Piromya on behalf of the Thai government announced that in the Asean foreign ministers』 meeting in Jakarta tomorrow Thailand would insist on resolving its conflicts with Cambodia through mechanisms of bilateral negotiation. They refer to the Thai-Cambodian Joint Boundary Commission (JBC) headed by Asda Jayanama and the Regional Border Committee (RBC) that is under the responsibility of the Thai 2nd Army chief.

At Phum Srol, the attaches were received by Lt-Gen Tawatchai Samutsakhon, the 2nd Army commander and a situation briefing was given at nearby Mo E-daeng cliff.

A military source Foreign Minister Kasit Piromya had asked Defence Minister Prawit Wongsuwon to invite the military attaches to visit the border.

Gen Dapong Rattanasuwan, the army chief-of-staff, will accompany Mr Kasit to the Association of Southeast Asian Nations' meeting of foreign ministers in Jakarta tomorrow, Feb 22.

On Saturday, Gen Dapong led a team to ceasefire talks with Maj-Gen Hun Manet, the deputy army chief of Cambodia, and an eight-point agreement was reached.

Lt-Gen Tawatchai, the 2nd Army chief, affirmed that no agreement was signed by the two sides.

"It was a gentleman's agreement between soldiers. There was no signing of anything," he said.

Why do Kos Trol, sea and lands proximately over 10 000 km2 have been lost to Vietnam by who treaty? Why don’t Cambodia goverment transparencies explain to Cambodia army at front line and the whole nation about this? Why don't they include this into education system? Why?

Cambodian armies are fighting at front line for 4.6 km2 and what's about over 10 000km2 of Cambodia to Vietnam. Nobody dare to talk about it! Why? Cambodian armies you are decide the fate of your nation, Cambodian army as well as Cambodian people must rethink about this again and again. Is it fair?

Kos Trol, Sea and lands over 10 000km2 have been lost to Vietnam by who treaty at 1979 to 1985 treaty! Treaty! Cambodian army at front line as well as all Cambodian people must rethink again about these issues. Are Cambodian army fighting to protect the Cambodia Nation or protect a very small group that own big lands, big properties or only protecting a small group rather in the real name of protecting Khmer nation?

Cambodian army at front line suffer under rain, wind, bullets, bombs, lack of foods, lack of nutrition, their families have no health care help, no securities after they die but a very small group eat well, sleep well, sleep in first class hotel with air conditioning with young girls message, have super health care from oversea medical treatment, they are billionaires, millionaires who sell out the country to be rich and make Cambodian people suffer everyday as Cambodian people know already.

Who signed the treaty 1979-1985 that result lost over 10 000 km2 of Cambodia??? Why don't they transparency inform all Cambodian and Cambodian army at front line about these issues? Why don't include Kos Trol (Kos Trol size is bigger than the whole Phom Phen and bigger than Singapoor with heap of great natural resources) in education system in Cambodia.

Look at Hun Sen families, relatives; friends are billionaires, millionaires where do they get the money from if we all just get out of war with empty hands? Hun Sen always say in his speech Cambodia just get up from war, just get up from Zero with empty hands and how come they are billionaires, millionaires but 90% innocent Cambodian people are so poor struggling with living every day.
