Funcinpec internal discontent after Nhiek Bunchhay sold party headquarters

Funcinpec Party officials have accused party Secretary General Mr. Nhiek Bunchhay of selling party headquarters in violations of the party statute. They said that Mr. Nhiek Bunchhay have sold party headquarters in Phnom Penh and in the provinces without consulting party officials.

Mr. Phorn Chantha, one of the Funcinpec Party Steering Committee members, said Mr. Nhiek Bunchhay has sold the party headquarter in Phnom Penh for $3.8 million to Canandia Bank without forming a committee to study and evaluate the true value of the property in a transparent manner. He said, initially Mr. Nhiek Bunchhay asked for $4.2 million, but at the end it was sold for only $3.8 million, discrepancy of $400,000.

Mr. Phorn Chantha said that Mr. Nhiek Bunchhay had also sold several party headquarters in the provinces like in Siem Reap, Kampong Cham, Pursat and in Kandal provinces as well as another headquarter in Preysor commune of Dangkor district in Phnom Penh. He said the sale of the Phnom Penh headquarter had been opposed by many steering committee members.

Mr. Nhiek Bunchhay said he had called a meeting attended by 12 Permanent Committee members as well as 87 Steering Committee members. He said only 3 Steering Committee members had opposed the sale.

Mr. Phorn Chatha said the decision was not made in a democratic manner as all members were asked to raise their hands to support the sale, not through a secret ballot. He said many members were opposed to the sales but too scared to oppose, fearing reprisals.

Mr. Lu Laysreng, vice-president of Funcinpec Party, said he had heard of the sales but did not know how they were sold. However, he said he supports the sales of the old headquarters and the constructions of the new ones.

There are documents dated 9th September 2010 which showed that Mr. Nhiek Bunchhay had owed Canadia Bank $2 million, but he said there party documents to support the loans. He added that those money are used to construct a party headquarter a Bakheng commune along National Highway No. 6A, Phnom Penh.

Mr. Nhiek Bunchhay said the new headquarter is situated on 11,000 square metres of land and only cost $1.5 million, while the old headquarter only covers 220 square metres of land.

Mr. Phorn Chantha, however, said that money the used to construct the headquarters in Phnom Penh and the provinces are contributions from local party members as well as contributions from overseas donors and they were built under the leadership of Prince Norodom Ranariddh when he was the party president.

In 2006, Mr. Nhiek Bunchhay sued Prince Ranariddh for selling the party headquarter in Phnom Penh. Prince Ranariddh had to escape overseas and he was convicted of breach of trust and sentenced in absentia to jail term. But under a political deal with Prime Minister Hun Sen in 2008, he was pardoned by the Cambodian king.
