Cambodia to claim "war" with Thailand means that Cambodia will wage war with Thailand on the international political front. It doesn't mean Cambodia claims "war" as in military war of bullets, bombs and artillery. Of course warmongers would love to hear the word "war".
Let's be civilized. Nowadays, international involvement is a necessary step to gain political support when there is regional conflict. If Thailand felt strongly that her claim was the right claim, Thailand should seek international help to resolve the issue. Going about her own business of one on one through intimidating and provoking Cambodia to have war to resolve border issue is not a way to solve problem between neighbors. This is why ASEAN was established.
ASEAN, supposedly, is a regional law-enforcement grouping and a judge that should help resolve regional problems. If Thailand refused to seek ASEAN's intervention, then Thailand shouldn't be a member of the ASEAN. At the same time, if ASEAN relied on two countries who are in conflict to work things out amongst themselves, then ASEAN is spineless and shouldn't be created in the first place. The conflict between Cambodia and Thailand is a test of strength, integrity and unity of ASEAN. Obviously, ASEAN has failed its duty. ASEAN should look at Europe's NATO as a role model.
If China or any nation who are not a member of ASEAN attacked ASEAN members, let's say Vietnam, Laos or Myanmar, we can all bet that the rest of ASEAN members would be cowardly powerless to help those 3 victimized members. They probably will sell themselves out to the perpetrator, instead of trying to help the victims. Personal and national interest does not apply when you are a member of a club of ASEAN, especially when members are fighting each others. ASEAN needs to clean up its act.

To the author: Please read the article again. Cambodia claims "war" with Thailand means that Cambodia is to tell the UN that it is at war with Thailand. Cambodia must tell the UNSC that it is at war with Thailand, so that the UN will intervene. If it is only a clash and not a war, the UN will never intervene, but just advise both parties to come back to the bilateral negotiations. To get the UN involved Cambodia need to prove that it is at war with Thailand. This is what Cambodia is trying to do and this is what the article meant.
each one of us have different opinions. The Author of this articles and the comment of 11:16 boths entitled to have your own opinions. But both opinions are very good with different expression.
There is no mechanism to enforce international law in Asean. There many border problems amount its members. Indonesia-Malaysia, Malaysia-Singapore, and Philipine-Vietnam over Island that involve China and Taiwan too. And now Cambodia-Thailand, that is why i don't expect, Asean can do anything beside asking both countries negotiate. So for now, Thailand hope that UNSC will handover the issue to Asean. And then Asean will bring the two countries to the table. And we see business as usual: on this date there will be a meeting in BKK, and then another date in PP, again and again with no results. Of cause it will have some agreement, then wait for Thai parliament for approval. If there is no concession from Cambodia, the Thai parliament will never put the agreement for discussion.

you are right! you have a very great point for all cambodian as well as all army at front line to think twice before they have to die to protect someone ( billionairs, millionairs own big lands and properties ) rather the nation.
There is no boubt that neighbors will always have border issue. But if the border issue lead to fighting because bilateral talk between the two neighbors didn't work out for whatever reason, then obviously nothing is resolve. Correct? Any rocket political scientist out there who thinks he or she can resolve this issue between Cambodia and Thailand? The way I see it, Cambodia was doing the right thing in a legal mean, by dragging in ASEAN and UN of course. I agree with the author of this article. What good is UN, NATO, ASEAN, or whoever the hell else is out there, if these organizations are becoming spinless for what they were created for in the first place. It's bullshit when members' decision are base on their own personal national interest. America wouldn't invade Iraq in 2002 if it wasn't the interest of its people and the nation. America had bribed the world to agree to support the war when there was little evidence of WMD hidden by Sadam Hussein. This goes to show that these organizations such UN or ASEAN are corrupted and becoming useless and shouldn't be created in the first place. And guess who created the UN? By America of course, a precusure of the League of Nations before WW2. I thought the world is coming out of the barbaric stone age when they actually start coming together to solve common problem for the better good of the world. I guess I'm wrong on that.

Cambodian army at front line suffer under rain, wind, bullets, bombs,lack of foods, lack of nutrition, their families have no health care help, no securities after they die but a very small group eat well, sleep well, sleep in first class hotel with air conditioning with young girls message, have super health care from oversea medical treatment, they are billionairs, millionairs who sell out the country to be rich and make cambodian people suffer everyday as cambodian people know already.
Who signed the treaty 1979-1985 that result lost over 10 000 km2 of Cambodia??? Why don't they transparency inform all Cambodian and cambodian army at front line about these issues? Why don't include Kos Trol ( Kos Trol size the same as the whole Phom Phen with planty of natural resources ) in education program?
