There is urgency for Cambodia to initiate the immediate liberation of its people and its territories: over 32 years already that the dictatorship of Hun Sen and the Vietnamization of Cambodia took root, and in defiance of the Paris Agreement on 23 October 1991! To regain Independence, must be necessarily eliminated Hun Sen, CPP, the Viet Nam, 2nd monarchy. To recover Democracy , elimination of Hun Sen, the CPP and the Vietnam may suffice. To do this, 2 ways arise: 1st, by strong democracy ; 2nd, by the pressure of the people and the international discredit.
I The valuable tool of liberation.
The Khmer people in Paris, United States, Canada, Cambodia…, commemorated the 19th anniversary of the Paris Agreement as National Day. This is the unique opportunity offered by the United Nations, on 23 October 1991, to Cambodia in order to get rid of communism and liberate itself from the Vietnamese annexation. There’s been effervescence, enthusiasm, national
conscience and the determination of the Cambodians to focus national and international opinion on territorial Integrity and Human rights. Parliamentary members of SRP and HRP (Human Rights Party) have mobilized for asking the Secretary General of the United Nations, Mr. Ban Ki Moon, in his visit to Phnom Penh, the reactivation of this Paris Agreement. Despite all these legitimate rights, current treacherous Khmer leaders failed either to will or to take advantage of this opportunity .
The Khmer people, very disappointed, denounced unconstitutional laws prohibiting public demonstrations beyond 200 people. These laws and decrees serve only to perpetuate the dictatorship and the treason. These traitors will meet selectively the Constitution or laws, when that suits them. To defend our borders, millions of people want to take to the streets! They have the right to peacefully do it where they want. A peaceful demonstration of this extent, even under their own security, will not produce so many deaths as occurred recently on the KOH Pich bridge due to joint government incompetence of organizers, Cambodian Red Cross, police and the municipality of Phnom Penh. The puppet government decreed a cramped and isolated land for
bringing just a small number of demonstrators to make their voices heard. Mr. Rong Chhun, President of the independent teachers Union, requested the projection of the film "Who killed Chéa Vichéa". Alas, as expected, the response was negative because the film refers to the identity of the assassins of Chéa Vichea, President of the free trade union of textile workers. This field named " freedom Park " merit rather the appellation of "Place of shame" or "place of the betrayal"!
In short, the enemies of the Cambodian people, as in genocide, were always their own leaders! Since the first legislative elections of 1993, the people have delegated them all powers. In return, they were oppressed and betrayed. As lesson: the khmer people will have nothing to expect from their leaders in any election! In this state of dictatorship and treason, it seems out of our reach to liberate Cambodia by praticing strong democracy as in the United States or in States of the European Union!
II-Short reminder of the history.

Sihanouk took the throne on 28 October 1941, under the Vichy France colonialist blessing. On June 4, 1949, the King signed the abandonment of the Cochin China (or Kampuchea Krom) to the Vietnam! And this, just to keep his throne within the French Union! On November 9,1953, he had cheek and madness to proclaim Independence of Cambodia yet reduced by one third of its
area. He was then called Independence father. As khmer, how idiotic! In the 1970s, as the UN effectively secured control of Khmer border areas with Vietnam, Sihanouk demanded the withdrawal of the UN’s International Control Committee (ICC), to hide the existence of the Ho Chi Minh trails in the eyes of the international community. Then Viet-Congs could use these evil trails, violating the sovereignty of Cambodia, to fight Southern Vietnam !
The 1st Khmer Republic was born from these angers and justified fears of the invasion danger of the Vietnamese Communists. To save the nation, these nationalist Khmers Lon Nol and Sirik Matak had no choice than to dismiss constitutionally Sihanouk, the traitor, 18 March 1970. Sihanouk, without patriotism, soul and national conscience, in contrast to the Vietnamese King Bao - Daï , got his revenge, without remorse, by serving Vietnamese and Khmer Rouge so they could kill more than three million Cambodians in the incredible 17 April 1975 to January 7, 1979 genocide. He assumed the function of the Khmer Rouge’s Head of State until April 2, 1976! Will Khmer Rouge Tribunal let him unpunished over his crimes like some pro -Vietnamese Khmer Rouge leaders currently in power in Phnom Penh? The ECCC should not resign itself under pressure, to try only a few pro China Khmer rouge officials. In its quest for truth and justice, it should continue the instructions over responsibility of other than Nuon Chéa, Khieu Samphan, Ieng Thirith Ieng Sary executioners (in the trial 002). Not pursue other officials in following trials (003,004,005,006,…), under the threat of civil war by Hun Sen, would give to his dictatorship and ensure impunity for the crime of genocide. Indeed what civil war? It will be the only incited by Hun Sen, assisted by Vietnam with weapons purchased by the Khmer State budget! It’s an excuse to protect himself and his friends that could be charged with crime of war and crimes against humanity. Moreover, it is unacceptable to let Hun Sen lead Cambodia with an iron hand and with his personal bodyguards (5 to 7 000 paid by looted money from public funds or by corruption since the Vietnamese invasion of 7 January 1979, i.e. more than 32 years). Should we let them do so with impunity as dictator, in a State alleged member of the United Nations and at the beginning of the 21st century?
On 23 October 1991, the United Nations elaborated in Paris a Peace Agreement for Cambodia. Sihanouk, obsessed by the return, at any price, of his throne, left forgotten beneficial treaty application. He maintained Hun Sen and the CPP, the Vietnam puppets by closing his eyes and helping them to leave enforced unfair and annexationist treaties put in place since the Vietnamese invasion of 7 January 1979 . In return, traitors helped him restore his 2nd Monarchy, without referendum. Brief, these treacherous leaders gathered in this 2nd 1993 Monarchy have not dared to speak or cancel these old bilateral Treaties of 1979, 82, 83,85. And they have on the contrary consolidated by the additive Treaty 2005 to save the content to the benefit of Hanoi. And the Viêtnamization of Cambodia, in the spectrum of great Indo-China dreamed by Ho Chi Minh continued its path without obstacles up to today. Koh Tral (temporarily administered by the Viet Nam and renamed Phu Quoc), formerly inhabited by a few Cambodian families openly displays today its development and modernization as Vietnamese Island under treaty 1982 and the protective Treaty 2005. Not to mention the territorial snacking (by virtue of the Treaty 1985) on khmer - Vietnamese borders by unfair and fraudulent boundaries for the benefit of the Viet Nam, in the detriment of khmer villagers and Cambodia, leading to the imprisonment of villagers and protesters activists. How many khmer villages lost to the profit of Vietnam in this demarcation scheduled to be finalized at the end of 2012? Since Koh Tral ( or Phu Quoc) no longer appears on the Cambodian map. Everything
that was previously placed provisionally under Vietnamese administration becomes today de facto in the Viet Nam belongings by frauds and successive scams.
The like of Sihanouk in the 1970s, Hun Sen asked, repeatedly, the departure of the UN Office of Human rights and its High Commissioner, but as part of the agreement of Paris. All this, in the black aim of treason to consolidate and validate the fait accompli of Cambodia by the Viet Nam territorial annexation under eyes and beard from around the world. Exactly as Sihanouk
asked the ICC to quit his 1st Kingdom leaving Vietcong the right to use Khmer land to conquer the southern Vietnam. It should be remembered that, shortly before restoring his manipulated 2nd Monarchy in September 1993, Sihanouk also had the cheek to denounce Akashi and UN interference in Cambodian internal affairs!
Dear compatriots,
Border demarcation between Cambodia and the Vietnam was scheduled to be finalized and in fact materialized by border posts at the end of 2012, and of course for fees and unilateral benefit of annexation by Viet Nam. Var Kim Hong even expected to plant boundary stones 15 km inside Cambodia! Under the flood of khmer protestations, treacherous Var Kim Hong has got cheek to
denounce imprecision of khmer ancient map at the scaled of 1/100 000e , though internationally recognized and officially deposited at the UN, and announced in the recent news conference printing of new maps demarcating Khmer- Vietnam frontiers was already entrusted to two foreign private societies! These signatures and demarcations, in precipitation and illegality, are to make irreversible future claim of the borders in international forums, once Cambodia off the Vietnamese yoke. Unfortunately, I've not found more appropriate words than "fool and treacherous" to qualify Sihanouk and Hun Sen, in their actions to their motherland! It is
shameful and sad to have them as Khmer people rulers! All along in our recent history, direct ennemies to the people of Cambodia were always their own Kings and rulers! Viet Nam, expert of this collective psychology on Khmer leaders and their people, operates perfectly imbecility of Kings or treacherous leaders to annex this Kingdom.
This short historical reminder helps inform the Cambodians in their
decisions and future convictions for:
Convincing themselves once and for all: Khmer Nation must no longer trust to the current treacherous leaders, Kings, monarchists or Communist Khmer Rouge in order to recover Democracy and territorial integrity. Better is worth to abandon the current Monarchy and the dictatorship for only losing democracy and territorial integrity forever! Without immediate liberation movement, Cambodia will inevitably return in this Indochina designed by Ho Chi Minh, dominated by Vietnam. So far, Sihanouk, Hun Sen, Sam Rainsy, Kem Sokha…, this 2nd monarchy did not want neither dared to save the integrity of our motherland! Still relying on them, it will surely be the loss of time; and it will be too late after to do so. On the other hand, can we have confidence in the ability of Sam Rainsy, in its far off position of Prime Minister of this Kingdom already firmly colonized by the Vietnam ? As faithful to Sihanouk and long monarchist, he will continue to support this puppet King without soul and heart. And Kem Sokha? He is for the moment the political outsider of Sam Rainsy. Will there be a small chance to access this position of Prime Minister of this Kingdom already deeply Vietnamized?
In the bosom of his late Son Sann mentor Sihanoukist at the end of the nail, he has been and will remain a subject inextricably linked to Sihanouk, the traitor. Sam Rainsy + Kem Sokaha (assuming they are united, miraculously, for democracy and the territorial integrity of the Cambodia…) will be no weight to Hun Sen, the traitor, helped by this 2nd Monarchy (or Sihanouk) and the Viet Nam!
Without new imagination and great courage, Cambodia will sink. Only uniting and awakening of all people, beyond the political ulterior motives and cleavages will be able to escape the dictatorship and Vietnam annexationist claws ! Transform, without waiting for, this great national and international awareness to an immediate liberation movement bring us the territorial Integrity, Independence and Democracy. Nothing is worse than waiting, fear, doubt, silence. Fear will make loss the reason. Wait let time colonizers to establish in our homeland. Doubt, it is abandonment; the silence is the collaboration. The silence of the monarchy, the dictatorship of the CPP, all currently contributes to encourage and consolidate territorial annexation in Cambodia by the Viet Nam. Noise of protest even inaudible disrupts land thieves. It impedes the invader in his tranquility and his policy of ethnic and territorial Viêtnamization.
III-Process of Viêtnamization of Cambodia.
18 January 1979, about 11 days after its invasion, the Vietnam imposed to Cambodia the "Treaty of Friendship, Peace and Cooperation" , signed by Pham Van Dong and Heng Samrin. This was not the armed relief operation of khmer people in great danger, but the opportunistic and long time programmed operation to the annexation of Cambodia already emptied of its population by
genocide. Pham Van Dong has considered as irreversible, from the 1st time, this annexation of Cambodia ! This framework treaty by its period of 25 years, has paved the way for the signing of treaty of 1982 on historic waters which made lost to Cambodia Koh Tral (Phu Quoc) and Koh Ach Ses (Poulo Panjang). By annexation of these two islands, we did lose 30 000 km2 territorial waters surrounding the Islands. Thanks to this new possession of these islands, the Viet Nam can also claim its right to common management over 10 000 km2 of historic water farms. At the time, Singapore objected to this Treaty, because the Hun Sen Cambodia in 1982 was not a member of the United Nations. The international community was opposed to this Vietnamese annexation of Cambodia and concluded an Agreement of Paris on 23 October 1991 for liberation and democracy in this colonized State. In the wake, Funcinpec won parliamentary elections in 1993 organized by the United Nations (UNTAC). But the coup of July 1997 helped Hun Sen to hold alone all powers in Cambodia. By this year, Thailand and Viet Nam took advantage to
sign and to share maritime spaces on the backs of Hun Sen. Hun Sen protested, in 1998, but these two crooks States did assert their rights under which was signed by Hun Sen in 1982 with the Viet Nam! How idiotic!
Then the 1983 Treaty on the "Resolution of border issues principles " threw unjust bases for the new map. The 1983 circular signed by Chan Sy, stated on the border statute establishing the free entry of Vietnamese settlers in Cambodia and the facility to assist their families. Other circular of the similar content in 1988 was signed by Hun Sen. Remember that Khmer
immigration Act voted on the 1st legislative mandate (1993-1998) was never applied by Hun Sen Government. The ultimate betrayal : the deadly border delimitation treaty generating enormous losses and land expropriations in Cambodia, due to adoption of 26 Khmer maps deposited at the United Nations, mixed to American and Vietnamese military 40 maps , was signed in 1985.
Indeed, after the coup d'état of 1997, Hun Sen created, in 1999, a Khmer-Vietnam joint Commission, headed, for Khmer delegation, by Var Kim Hong, which on its 1st meeting of 22 - 27 March 1999 dared oddly recognize the validity of all treaties signed so far by CPP puppet with the Vietnam, and validate a posteriori Vietnamese borders already implanted in 1984, and
even those in 1986 and 1988, which were planned to be unilaterally by the Viet Nam. And by December 22,2000, Hun Sen officially recognized the work of the joint commission! Finally, to seal this betrayal and the annexation, the two Prime Ministers Hun Sen and Pham Van Khai signed the addendum Treaty 2005, October 10, 2005, opening the way of using the scaled map (1/50 000e) instead of the scaled map ( 1/100 000e) stipulated by Cambodian Constitution. The King Sihamoni enacted the additive Treaty on November 30, 2005, under the pretext of safeguard peace and stability in the country, but under the express threat of the 2nd Monarchy abolition by Hun Sen. This process reveals the betrayal of Hun Sen, the Royal family cowardice headed by Sihanouk and Vietnamese imperialism, in defiance of international law, namely the Paris Peace agreement of 23 October 1991 on Cambodia sovereignty. Khmer people have right to ask them who gave them all rights to rectify Khmer – Vietnam frontier ? For this Kingdom, its liberation means exactly "De-viêtnamization" of Cambodia. And its liberation will go through the step of "De-hunsenization" of this State.
Dear compatriots,
We already succeeded 1st phase of national and international awareness on the non-compliance with the Paris Agreement of 23 October 1991. I congratulate and admire the courage of our compatriots from all sides (individuals, associations or political parties…) ) for daring to denounce
forcefully and without restraint, treason and dictatorship regime of Hun Sen. We have this very valuable international legal tool to fully achieve our goal of liberation. What we lack is the proper liberation strategy and sacred khmer People's union in a Great Movement Gathering Beyond Political (GMGBP) divides! This GMGBP does in no way destroy our identities! It has vocation of strategic reflection and research means to carry out the liberation and the democratization of our nation (or respect of Human Rights). It will immediately lead the rigorous application of policy of "De-vietnamization" and "De-hunsenization”!". Pending, the Khmer international UN - Paris 23 October 1991 offers the Khmer nation of the following actions to achieve :
1/-January 7, multifaceted protests:
- against political imperialism, geographical colonization and illegal immigration of Vietnam in Cambodia,
- to immediately halt the demarcation and the implantation of frontier borders (the final implantation is planned by the end 2012),
- and to require the immediate cancellation of 1979-82-83-85 treaties and treaty additive 2005.
2/-Exercise and enforce all human rights guaranteed by the Khmer Constitution, the Paris Agreement, and declared and recognized in the Charter of the United Nations
3/-Boycott the elections in Cambodia or appeal for the massive vote for LDMC (Liberation and Democratization Movement of Cambodia)
4/-Operation of “Dis-hunsenization” and “Dis-vietnamization” until Cambodia is liberated
IV-Immediate liberation of the people and the country:
This is the phase of immediate and forced implementing of the Paris Agreement, by the people, and by all means. Scientifically, there will be to disassemble parts by parts, dictatorship and Vietnamization, to destroy them organically, physically, morally, administratively, legally and
structurally, and to bring them out of serviceability and harm.
First, we need to identify elements in the whole structure to remove one by one. They might be abstract ideological mechanisms, administrative measures, orders, acts or human elements (monarchists, hunsénists or vietnamese). For the latter, money, power and the monarchy count more than democracy and territorial integrity.
By experience, be wary of ancient evil powers (China, Vietnam...), which were always placed on the side of traitor leaders and dictators, to the detriment of the interests of our nation. In the Cambodian memory, all our woes (genocide, loss of territory, dictatorship…) have had their sources in relations between Cambodia and these two powers. Only Khmer leaders and
these powers as States fired profits with impunity the misfortunes of our people. At the height of the genocide, few Cambodians took refuge in China or the Communist Viet Nam. The vast majority of the Diaspora fled in the West still regarded as a land of freedom. Vietnam jumped at the opportunity to exploit the dissent Khmer rouge against Pol Pot to append Cambodia
already crumbled under genocide. And that’s the limit of idiocy, CPP, in his betrayal, imposes annually official commemoration of the Vietnamese invasion of 7 January 1979 as its victory to forget on 23 October 1991 On 7 January, Khmer people, around the world, have to mark and protest strongly against the Vietnamese invasin in Cambodia. On her visit to Cambodia, and in her meeting with Khmer Youth, US Secretary of State Hillary Clinton, wisely advised the Kingdom does not become too dependent on a single power. Reduce the exclusive dependence on certain powers does not mean to become hostile. It is just to know dosing to choose track that can better ensure our interests, preserve our independence, our freedom and safeguard democracy.
In virtue of the Paris Agreement on 23 October 1991, the Khmer people has the right to immediately initiate the peaceful war against the dictatorship and the treason. One day wait, is a lost day for the people; and all earned for colonization and dictatorship. Indeed, the territorial annexation and demographic Vietnamization are reinforced administratively and daily since
January 1979 (more than 32 years ago!...). Do not expect 60 years to do this, like for our compatriots of Kampuchea Krom. Countdown to our liberation must be raised immediately! Do not expect 60 years as Kampuchea Krom to do. It would be too difficult if this sewra pa too late
To ensure strong pressure from the people, 4 operations must be initiated and carried out simultaneously:
1. Immediately terminate current Khmer dictatorship, and by all means. Why allow Hun Sen to maintain 5 to 7 000 personal bodyguards to sow insecurity, in a constitutional State? The army, the police, the gendarmerie, paid by the State should be neutral and put at the service of the nation. All institutions (Constitutional Council, fight unity against corruption, National Electoral Commission (NEC), Administration, ministries …) will be at the service of the people and directed by officials responsible, skilled and neutral.
2. Require immediately the justice and the Democracy, allowing people to receive the practicing in accordance with the Khmer Constitution , the Paris Agreement and the Un’s Charter of Human Rights. Why restrict their rights? Current such leaders Hun Sen, Sok An, Cham Praseth, Sok Kong arrived bare hands while a decision-making power by the Vietnamese, have already become millionaires and perhaps even billionaires! They have everything: the powers, rights and wealth! Economic or social Justice … must be accessible to all! Sokimex Company earns annually about $US200 million, exploiting tourism over Angkor, the national heritage. Unfortunately, Khmer State has only pocketed annually about 2 million US$! In 2010, the administration has yet 30,000 staff ghosts! The loss of profits due generalized corruption amounts annually to approximately 500 million US$, declared Carol Rodley, Ambassador of the United States to Cambodia.
3. Require immediately, by all means, the effective separation of the three powers: legislative, Executive and judicial. Independence implies mandatory diversity in the composition of members of these bodies. Independence ensures people's right of access to justice. The Government always compares the current level of democracy to the time of the Khmer
Rouge, to justify, welcome and find the pretext no longer to move. In the specific case of the ECCC, should be avoided at all costs the interference of the Government on its functioning. Let the ECCC freely do its work of truth and justice. The victim people will need it as well legally and
mentally.
4. Immediately recover the territorial integrity of Cambodia, by the people and by all means, by requiring Cambodian and Vietnamese authorities to immediately shutdown unfair border frontier implementation without prior and effective cancellation of all the treaties 1979, 82, 83, 85 and additive Treaty 2005. Cancel or revise suspicious 99-year-old border concessions to
Vietnamese companies! Hun Sen and the Vietnam shall nothing touch the line drawing of internationally recognized in the years 1963-69, under pain of betrayal and territorial violations of Khmer borders. The Khmer people shall mean clearly illegal settlers Vietnamese, civilian and military to quit Cambodia. By the high pressure of the people, Cambodia can recover itself
Independence!
The first three Operations are named ‘Dishunsenization’ operations. The 4th may be called ‘De-vietnamization’ operation. All four contribute to the final liberation of our country.
A Communal Elections in 2011:
Will they be free and fair? Without deep restructuring of The National Electoral Commission (NEC) and The Constitutional Council, these instances will not be free and independent. How many are there already Vietnamese voters in Cambodia? Will there be already majority, even without the participation of Khmer voters? For litigation, can the parties rely on wisdom and the impartiality of the Constitutional Council? Two scenarios are possible for the people.
1. Participate by voting for those recommended by the GMRACP for solving immediately daily urgent problems, if progress above have been achieved.
2 Not participate if nothing will have been changed, here. Otherwise, it would still be resign himself to the dictatorship of the CPP with its pre – electoral intimidation and its fraudulent manipulation of votes. And it would still accept dictatorship and the Vietnamization in Cambodia.
B legislative Elections 2013:
Now and then, if the current leaders on all sides (Sihanouk, Hun Sen, Chea Sim, Heng Samrin, Sam Rainsy, Kem Sokhha…) not have nothing to cancel old Treaty imposed under the Vietnamese, domination stop ongoing border demarcation or enter the UN to re-launch the application of the Treaty of Paris on 23 October 1991, and without the favorable opinion of GMRACP, any participation in future elections will not only encourage the dictatorship
and the betrayal of our leaders, and then extend and legitimize the Vietnam colonization policy. For Khmer Diaspora, they have no choice :Hun Sen hasn’t never given them back their rights of vote!
Two scenarios:
1- Should then call to general people boycott. It will be peaceful protest in virtue of the Paris Agreement, and a very clear message against the Vietnamese colonization. All political leanings adhering to the national GMGBP should call Khmer people to boycott the parliamentary elections in 2013, to notify clearly to all our treacherous leaders they no longer receive the legitimacy of their people to govern the country in the dictatorship and treason. If they continue to govern without any delegation of powers by the people, they will be considered de facto as traitors in illegal government. This peaceful active civil disobedience action will indeed make bilateral treaties in question be null and void. By this boycott, people oblige all Khmer leaders (the king, the Prime minister, the presidents of National Assembly and Senat, the MPs, the senators, and all political parties ) to recover immediately, on their behalf, the Khmer territory integrity recognized, in 1953-1972, by International instances.
2- Once recovered our lost territories, the boycott will be lifted by the GMGBP, the Khmer people will be free to choose whom they want as leaders in free and democratic elections.
C The end justifies the means.
If, in such a context, with such peaceful strategy, and in the international tool’s Treaty of 23 October 1991, the khmer people will not break out of the dictatorship of CPP, Hun Sen, the 2nd monarchy and Vietnamese colonization, other forms of large-scale fighting or referendum for the Independence or armed Liberation must be considered by the GMGBP. It comes call popular
uprisings and generalized civil disobedience to paralyze the puppet State: all means (including actionsagainst Vietnamese settlers, civil or military, and the Vietnamese intersts in Cambodia…) will be considered or used. An adequate strategy to bring international discredit on the treacherous Government and puppet will be developed or requested, based on the evolution of the modern world. Union among the Cambodian Diaspora and the Khmer people inside should be iron-willed. Partial failure of this peaceful liberation should not be regarded as the definitive failure of our generation or our people facing Vietnam, PPC, Hun Sen, Chéa Sim, Héng Samrin, Sihanouk... We will use other more or less conventional means! We all khmer have duty to Liberate Cambodia! Let first use Human rights to claim National Independence !
Meanwhile, hope above operations will suffice to recover peacefully and Independence and Democracy, so Cambodia and his nation can live free and at peace with all States and Nations of the region!

There is urgency for Cambodia to initiate the immediate liberation of its people and its territories: over 32 years already that the dictatorship of Hun Sen and the Vietnamization of Cambodia took root, and in defiance of the Paris Agreement on 23 October 1991! To regain Independence, must be necessarily eliminated Hun Sen, CPP, the Viet Nam, 2nd monarchy. To recover Democracy , elimination of Hun Sen, the CPP and the Vietnam may suffice. To do this, 2 ways arise: 1st, by strong democracy ; 2nd, by the pressure of the people and the international discredit.
I The valuable tool of liberation.
The Khmer people in Paris, United States, Canada, Cambodia…, commemorated the 19th anniversary of the Paris Agreement as National Day. This is the unique opportunity offered by the United Nations, on 23 October 1991, to Cambodia in order to get rid of communism and liberate itself from the Vietnamese annexation. There’s been effervescence, enthusiasm, national
conscience and the determination of the Cambodians to focus national and international opinion on territorial Integrity and Human rights. Parliamentary members of SRP and HRP (Human Rights Party) have mobilized for asking the Secretary General of the United Nations, Mr. Ban Ki Moon, in his visit to Phnom Penh, the reactivation of this Paris Agreement. Despite all these legitimate rights, current treacherous Khmer leaders failed either to will or to take advantage of this opportunity .
The Khmer people, very disappointed, denounced unconstitutional laws prohibiting public demonstrations beyond 200 people. These laws and decrees serve only to perpetuate the dictatorship and the treason. These traitors will meet selectively the Constitution or laws, when that suits them. To defend our borders, millions of people want to take to the streets! They have the right to peacefully do it where they want. A peaceful demonstration of this extent, even under their own security, will not produce so many deaths as occurred recently on the KOH Pich bridge due to joint government incompetence of organizers, Cambodian Red Cross, police and the municipality of Phnom Penh. The puppet government decreed a cramped and isolated land for
bringing just a small number of demonstrators to make their voices heard. Mr. Rong Chhun, President of the independent teachers Union, requested the projection of the film "Who killed Chéa Vichéa". Alas, as expected, the response was negative because the film refers to the identity of the assassins of Chéa Vichea, President of the free trade union of textile workers. This field named " freedom Park " merit rather the appellation of "Place of shame" or "place of the betrayal"!
In short, the enemies of the Cambodian people, as in genocide, were always their own leaders! Since the first legislative elections of 1993, the people have delegated them all powers. In return, they were oppressed and betrayed. As lesson: the khmer people will have nothing to expect from their leaders in any election! In this state of dictatorship and treason, it seems out of our reach to liberate Cambodia by praticing strong democracy as in the United States or in States of the European Union!
II-Short reminder of the history.

Sihanouk took the throne on 28 October 1941, under the Vichy France colonialist blessing. On June 4, 1949, the King signed the abandonment of the Cochin China (or Kampuchea Krom) to the Vietnam! And this, just to keep his throne within the French Union! On November 9,1953, he had cheek and madness to proclaim Independence of Cambodia yet reduced by one third of its
area. He was then called Independence father. As khmer, how idiotic! In the 1970s, as the UN effectively secured control of Khmer border areas with Vietnam, Sihanouk demanded the withdrawal of the UN’s International Control Committee (ICC), to hide the existence of the Ho Chi Minh trails in the eyes of the international community. Then Viet-Congs could use these evil trails, violating the sovereignty of Cambodia, to fight Southern Vietnam !
The 1st Khmer Republic was born from these angers and justified fears of the invasion danger of the Vietnamese Communists. To save the nation, these nationalist Khmers Lon Nol and Sirik Matak had no choice than to dismiss constitutionally Sihanouk, the traitor, 18 March 1970. Sihanouk, without patriotism, soul and national conscience, in contrast to the Vietnamese King Bao - Daï , got his revenge, without remorse, by serving Vietnamese and Khmer Rouge so they could kill more than three million Cambodians in the incredible 17 April 1975 to January 7, 1979 genocide. He assumed the function of the Khmer Rouge’s Head of State until April 2, 1976! Will Khmer Rouge Tribunal let him unpunished over his crimes like some pro -Vietnamese Khmer Rouge leaders currently in power in Phnom Penh? The ECCC should not resign itself under pressure, to try only a few pro China Khmer rouge officials. In its quest for truth and justice, it should continue the instructions over responsibility of other than Nuon Chéa, Khieu Samphan, Ieng Thirith Ieng Sary executioners (in the trial 002). Not pursue other officials in following trials (003,004,005,006,…), under the threat of civil war by Hun Sen, would give to his dictatorship and ensure impunity for the crime of genocide. Indeed what civil war? It will be the only incited by Hun Sen, assisted by Vietnam with weapons purchased by the Khmer State budget! It’s an excuse to protect himself and his friends that could be charged with crime of war and crimes against humanity. Moreover, it is unacceptable to let Hun Sen lead Cambodia with an iron hand and with his personal bodyguards (5 to 7 000 paid by looted money from public funds or by corruption since the Vietnamese invasion of 7 January 1979, i.e. more than 32 years). Should we let them do so with impunity as dictator, in a State alleged member of the United Nations and at the beginning of the 21st century?
On 23 October 1991, the United Nations elaborated in Paris a Peace Agreement for Cambodia. Sihanouk, obsessed by the return, at any price, of his throne, left forgotten beneficial treaty application. He maintained Hun Sen and the CPP, the Vietnam puppets by closing his eyes and helping them to leave enforced unfair and annexationist treaties put in place since the Vietnamese invasion of 7 January 1979 . In return, traitors helped him restore his 2nd Monarchy, without referendum. Brief, these treacherous leaders gathered in this 2nd 1993 Monarchy have not dared to speak or cancel these old bilateral Treaties of 1979, 82, 83,85. And they have on the contrary consolidated by the additive Treaty 2005 to save the content to the benefit of Hanoi. And the Viêtnamization of Cambodia, in the spectrum of great Indo-China dreamed by Ho Chi Minh continued its path without obstacles up to today. Koh Tral (temporarily administered by the Viet Nam and renamed Phu Quoc), formerly inhabited by a few Cambodian families openly displays today its development and modernization as Vietnamese Island under treaty 1982 and the protective Treaty 2005. Not to mention the territorial snacking (by virtue of the Treaty 1985) on khmer - Vietnamese borders by unfair and fraudulent boundaries for the benefit of the Viet Nam, in the detriment of khmer villagers and Cambodia, leading to the imprisonment of villagers and protesters activists. How many khmer villages lost to the profit of Vietnam in this demarcation scheduled to be finalized at the end of 2012? Since Koh Tral ( or Phu Quoc) no longer appears on the Cambodian map. Everything
that was previously placed provisionally under Vietnamese administration becomes today de facto in the Viet Nam belongings by frauds and successive scams.
The like of Sihanouk in the 1970s, Hun Sen asked, repeatedly, the departure of the UN Office of Human rights and its High Commissioner, but as part of the agreement of Paris. All this, in the black aim of treason to consolidate and validate the fait accompli of Cambodia by the Viet Nam territorial annexation under eyes and beard from around the world. Exactly as Sihanouk
asked the ICC to quit his 1st Kingdom leaving Vietcong the right to use Khmer land to conquer the southern Vietnam. It should be remembered that, shortly before restoring his manipulated 2nd Monarchy in September 1993, Sihanouk also had the cheek to denounce Akashi and UN interference in Cambodian internal affairs!
Dear compatriots,
Border demarcation between Cambodia and the Vietnam was scheduled to be finalized and in fact materialized by border posts at the end of 2012, and of course for fees and unilateral benefit of annexation by Viet Nam. Var Kim Hong even expected to plant boundary stones 15 km inside Cambodia! Under the flood of khmer protestations, treacherous Var Kim Hong has got cheek to
denounce imprecision of khmer ancient map at the scaled of 1/100 000e , though internationally recognized and officially deposited at the UN, and announced in the recent news conference printing of new maps demarcating Khmer- Vietnam frontiers was already entrusted to two foreign private societies! These signatures and demarcations, in precipitation and illegality, are to make irreversible future claim of the borders in international forums, once Cambodia off the Vietnamese yoke. Unfortunately, I've not found more appropriate words than "fool and treacherous" to qualify Sihanouk and Hun Sen, in their actions to their motherland! It is
shameful and sad to have them as Khmer people rulers! All along in our recent history, direct ennemies to the people of Cambodia were always their own Kings and rulers! Viet Nam, expert of this collective psychology on Khmer leaders and their people, operates perfectly imbecility of Kings or treacherous leaders to annex this Kingdom.
This short historical reminder helps inform the Cambodians in their
decisions and future convictions for:
Convincing themselves once and for all: Khmer Nation must no longer trust to the current treacherous leaders, Kings, monarchists or Communist Khmer Rouge in order to recover Democracy and territorial integrity. Better is worth to abandon the current Monarchy and the dictatorship for only losing democracy and territorial integrity forever! Without immediate liberation movement, Cambodia will inevitably return in this Indochina designed by Ho Chi Minh, dominated by Vietnam. So far, Sihanouk, Hun Sen, Sam Rainsy, Kem Sokha…, this 2nd monarchy did not want neither dared to save the integrity of our motherland! Still relying on them, it will surely be the loss of time; and it will be too late after to do so. On the other hand, can we have confidence in the ability of Sam Rainsy, in its far off position of Prime Minister of this Kingdom already firmly colonized by the Vietnam ? As faithful to Sihanouk and long monarchist, he will continue to support this puppet King without soul and heart. And Kem Sokha? He is for the moment the political outsider of Sam Rainsy. Will there be a small chance to access this position of Prime Minister of this Kingdom already deeply Vietnamized?
In the bosom of his late Son Sann mentor Sihanoukist at the end of the nail, he has been and will remain a subject inextricably linked to Sihanouk, the traitor. Sam Rainsy + Kem Sokaha (assuming they are united, miraculously, for democracy and the territorial integrity of the Cambodia…) will be no weight to Hun Sen, the traitor, helped by this 2nd Monarchy (or Sihanouk) and the Viet Nam!
Without new imagination and great courage, Cambodia will sink. Only uniting and awakening of all people, beyond the political ulterior motives and cleavages will be able to escape the dictatorship and Vietnam annexationist claws ! Transform, without waiting for, this great national and international awareness to an immediate liberation movement bring us the territorial Integrity, Independence and Democracy. Nothing is worse than waiting, fear, doubt, silence. Fear will make loss the reason. Wait let time colonizers to establish in our homeland. Doubt, it is abandonment; the silence is the collaboration. The silence of the monarchy, the dictatorship of the CPP, all currently contributes to encourage and consolidate territorial annexation in Cambodia by the Viet Nam. Noise of protest even inaudible disrupts land thieves. It impedes the invader in his tranquility and his policy of ethnic and territorial Viêtnamization.
III-Process of Viêtnamization of Cambodia.
18 January 1979, about 11 days after its invasion, the Vietnam imposed to Cambodia the "Treaty of Friendship, Peace and Cooperation" , signed by Pham Van Dong and Heng Samrin. This was not the armed relief operation of khmer people in great danger, but the opportunistic and long time programmed operation to the annexation of Cambodia already emptied of its population by
genocide. Pham Van Dong has considered as irreversible, from the 1st time, this annexation of Cambodia ! This framework treaty by its period of 25 years, has paved the way for the signing of treaty of 1982 on historic waters which made lost to Cambodia Koh Tral (Phu Quoc) and Koh Ach Ses (Poulo Panjang). By annexation of these two islands, we did lose 30 000 km2 territorial waters surrounding the Islands. Thanks to this new possession of these islands, the Viet Nam can also claim its right to common management over 10 000 km2 of historic water farms. At the time, Singapore objected to this Treaty, because the Hun Sen Cambodia in 1982 was not a member of the United Nations. The international community was opposed to this Vietnamese annexation of Cambodia and concluded an Agreement of Paris on 23 October 1991 for liberation and democracy in this colonized State. In the wake, Funcinpec won parliamentary elections in 1993 organized by the United Nations (UNTAC). But the coup of July 1997 helped Hun Sen to hold alone all powers in Cambodia. By this year, Thailand and Viet Nam took advantage to
sign and to share maritime spaces on the backs of Hun Sen. Hun Sen protested, in 1998, but these two crooks States did assert their rights under which was signed by Hun Sen in 1982 with the Viet Nam! How idiotic!
Then the 1983 Treaty on the "Resolution of border issues principles " threw unjust bases for the new map. The 1983 circular signed by Chan Sy, stated on the border statute establishing the free entry of Vietnamese settlers in Cambodia and the facility to assist their families. Other circular of the similar content in 1988 was signed by Hun Sen. Remember that Khmer
immigration Act voted on the 1st legislative mandate (1993-1998) was never applied by Hun Sen Government. The ultimate betrayal : the deadly border delimitation treaty generating enormous losses and land expropriations in Cambodia, due to adoption of 26 Khmer maps deposited at the United Nations, mixed to American and Vietnamese military 40 maps , was signed in 1985.
Indeed, after the coup d'état of 1997, Hun Sen created, in 1999, a Khmer-Vietnam joint Commission, headed, for Khmer delegation, by Var Kim Hong, which on its 1st meeting of 22 - 27 March 1999 dared oddly recognize the validity of all treaties signed so far by CPP puppet with the Vietnam, and validate a posteriori Vietnamese borders already implanted in 1984, and
even those in 1986 and 1988, which were planned to be unilaterally by the Viet Nam. And by December 22,2000, Hun Sen officially recognized the work of the joint commission! Finally, to seal this betrayal and the annexation, the two Prime Ministers Hun Sen and Pham Van Khai signed the addendum Treaty 2005, October 10, 2005, opening the way of using the scaled map (1/50 000e) instead of the scaled map ( 1/100 000e) stipulated by Cambodian Constitution. The King Sihamoni enacted the additive Treaty on November 30, 2005, under the pretext of safeguard peace and stability in the country, but under the express threat of the 2nd Monarchy abolition by Hun Sen. This process reveals the betrayal of Hun Sen, the Royal family cowardice headed by Sihanouk and Vietnamese imperialism, in defiance of international law, namely the Paris Peace agreement of 23 October 1991 on Cambodia sovereignty. Khmer people have right to ask them who gave them all rights to rectify Khmer – Vietnam frontier ? For this Kingdom, its liberation means exactly "De-viêtnamization" of Cambodia. And its liberation will go through the step of "De-hunsenization" of this State.
Dear compatriots,
We already succeeded 1st phase of national and international awareness on the non-compliance with the Paris Agreement of 23 October 1991. I congratulate and admire the courage of our compatriots from all sides (individuals, associations or political parties…) ) for daring to denounce
forcefully and without restraint, treason and dictatorship regime of Hun Sen. We have this very valuable international legal tool to fully achieve our goal of liberation. What we lack is the proper liberation strategy and sacred khmer People's union in a Great Movement Gathering Beyond Political (GMGBP) divides! This GMGBP does in no way destroy our identities! It has vocation of strategic reflection and research means to carry out the liberation and the democratization of our nation (or respect of Human Rights). It will immediately lead the rigorous application of policy of "De-vietnamization" and "De-hunsenization”!". Pending, the Khmer international UN - Paris 23 October 1991 offers the Khmer nation of the following actions to achieve :
1/-January 7, multifaceted protests:
- against political imperialism, geographical colonization and illegal immigration of Vietnam in Cambodia,
- to immediately halt the demarcation and the implantation of frontier borders (the final implantation is planned by the end 2012),
- and to require the immediate cancellation of 1979-82-83-85 treaties and treaty additive 2005.
2/-Exercise and enforce all human rights guaranteed by the Khmer Constitution, the Paris Agreement, and declared and recognized in the Charter of the United Nations
3/-Boycott the elections in Cambodia or appeal for the massive vote for LDMC (Liberation and Democratization Movement of Cambodia)
4/-Operation of “Dis-hunsenization” and “Dis-vietnamization” until Cambodia is liberated
IV-Immediate liberation of the people and the country:
This is the phase of immediate and forced implementing of the Paris Agreement, by the people, and by all means. Scientifically, there will be to disassemble parts by parts, dictatorship and Vietnamization, to destroy them organically, physically, morally, administratively, legally and
structurally, and to bring them out of serviceability and harm.
First, we need to identify elements in the whole structure to remove one by one. They might be abstract ideological mechanisms, administrative measures, orders, acts or human elements (monarchists, hunsénists or vietnamese). For the latter, money, power and the monarchy count more than democracy and territorial integrity.
By experience, be wary of ancient evil powers (China, Vietnam...), which were always placed on the side of traitor leaders and dictators, to the detriment of the interests of our nation. In the Cambodian memory, all our woes (genocide, loss of territory, dictatorship…) have had their sources in relations between Cambodia and these two powers. Only Khmer leaders and
these powers as States fired profits with impunity the misfortunes of our people. At the height of the genocide, few Cambodians took refuge in China or the Communist Viet Nam. The vast majority of the Diaspora fled in the West still regarded as a land of freedom. Vietnam jumped at the opportunity to exploit the dissent Khmer rouge against Pol Pot to append Cambodia
already crumbled under genocide. And that’s the limit of idiocy, CPP, in his betrayal, imposes annually official commemoration of the Vietnamese invasion of 7 January 1979 as its victory to forget on 23 October 1991 On 7 January, Khmer people, around the world, have to mark and protest strongly against the Vietnamese invasin in Cambodia. On her visit to Cambodia, and in her meeting with Khmer Youth, US Secretary of State Hillary Clinton, wisely advised the Kingdom does not become too dependent on a single power. Reduce the exclusive dependence on certain powers does not mean to become hostile. It is just to know dosing to choose track that can better ensure our interests, preserve our independence, our freedom and safeguard democracy.
In virtue of the Paris Agreement on 23 October 1991, the Khmer people has the right to immediately initiate the peaceful war against the dictatorship and the treason. One day wait, is a lost day for the people; and all earned for colonization and dictatorship. Indeed, the territorial annexation and demographic Vietnamization are reinforced administratively and daily since
January 1979 (more than 32 years ago!...). Do not expect 60 years to do this, like for our compatriots of Kampuchea Krom. Countdown to our liberation must be raised immediately! Do not expect 60 years as Kampuchea Krom to do. It would be too difficult if this sewra pa too late
To ensure strong pressure from the people, 4 operations must be initiated and carried out simultaneously:
1. Immediately terminate current Khmer dictatorship, and by all means. Why allow Hun Sen to maintain 5 to 7 000 personal bodyguards to sow insecurity, in a constitutional State? The army, the police, the gendarmerie, paid by the State should be neutral and put at the service of the nation. All institutions (Constitutional Council, fight unity against corruption, National Electoral Commission (NEC), Administration, ministries …) will be at the service of the people and directed by officials responsible, skilled and neutral.
2. Require immediately the justice and the Democracy, allowing people to receive the practicing in accordance with the Khmer Constitution , the Paris Agreement and the Un’s Charter of Human Rights. Why restrict their rights? Current such leaders Hun Sen, Sok An, Cham Praseth, Sok Kong arrived bare hands while a decision-making power by the Vietnamese, have already become millionaires and perhaps even billionaires! They have everything: the powers, rights and wealth! Economic or social Justice … must be accessible to all! Sokimex Company earns annually about $US200 million, exploiting tourism over Angkor, the national heritage. Unfortunately, Khmer State has only pocketed annually about 2 million US$! In 2010, the administration has yet 30,000 staff ghosts! The loss of profits due generalized corruption amounts annually to approximately 500 million US$, declared Carol Rodley, Ambassador of the United States to Cambodia.
3. Require immediately, by all means, the effective separation of the three powers: legislative, Executive and judicial. Independence implies mandatory diversity in the composition of members of these bodies. Independence ensures people's right of access to justice. The Government always compares the current level of democracy to the time of the Khmer
Rouge, to justify, welcome and find the pretext no longer to move. In the specific case of the ECCC, should be avoided at all costs the interference of the Government on its functioning. Let the ECCC freely do its work of truth and justice. The victim people will need it as well legally and
mentally.
4. Immediately recover the territorial integrity of Cambodia, by the people and by all means, by requiring Cambodian and Vietnamese authorities to immediately shutdown unfair border frontier implementation without prior and effective cancellation of all the treaties 1979, 82, 83, 85 and additive Treaty 2005. Cancel or revise suspicious 99-year-old border concessions to
Vietnamese companies! Hun Sen and the Vietnam shall nothing touch the line drawing of internationally recognized in the years 1963-69, under pain of betrayal and territorial violations of Khmer borders. The Khmer people shall mean clearly illegal settlers Vietnamese, civilian and military to quit Cambodia. By the high pressure of the people, Cambodia can recover itself
Independence!
The first three Operations are named ‘Dishunsenization’ operations. The 4th may be called ‘De-vietnamization’ operation. All four contribute to the final liberation of our country.
A Communal Elections in 2011:
Will they be free and fair? Without deep restructuring of The National Electoral Commission (NEC) and The Constitutional Council, these instances will not be free and independent. How many are there already Vietnamese voters in Cambodia? Will there be already majority, even without the participation of Khmer voters? For litigation, can the parties rely on wisdom and the impartiality of the Constitutional Council? Two scenarios are possible for the people.
1. Participate by voting for those recommended by the GMRACP for solving immediately daily urgent problems, if progress above have been achieved.
2 Not participate if nothing will have been changed, here. Otherwise, it would still be resign himself to the dictatorship of the CPP with its pre – electoral intimidation and its fraudulent manipulation of votes. And it would still accept dictatorship and the Vietnamization in Cambodia.
B legislative Elections 2013:
Now and then, if the current leaders on all sides (Sihanouk, Hun Sen, Chea Sim, Heng Samrin, Sam Rainsy, Kem Sokhha…) not have nothing to cancel old Treaty imposed under the Vietnamese, domination stop ongoing border demarcation or enter the UN to re-launch the application of the Treaty of Paris on 23 October 1991, and without the favorable opinion of GMRACP, any participation in future elections will not only encourage the dictatorship
and the betrayal of our leaders, and then extend and legitimize the Vietnam colonization policy. For Khmer Diaspora, they have no choice :Hun Sen hasn’t never given them back their rights of vote!
Two scenarios:
1- Should then call to general people boycott. It will be peaceful protest in virtue of the Paris Agreement, and a very clear message against the Vietnamese colonization. All political leanings adhering to the national GMGBP should call Khmer people to boycott the parliamentary elections in 2013, to notify clearly to all our treacherous leaders they no longer receive the legitimacy of their people to govern the country in the dictatorship and treason. If they continue to govern without any delegation of powers by the people, they will be considered de facto as traitors in illegal government. This peaceful active civil disobedience action will indeed make bilateral treaties in question be null and void. By this boycott, people oblige all Khmer leaders (the king, the Prime minister, the presidents of National Assembly and Senat, the MPs, the senators, and all political parties ) to recover immediately, on their behalf, the Khmer territory integrity recognized, in 1953-1972, by International instances.
2- Once recovered our lost territories, the boycott will be lifted by the GMGBP, the Khmer people will be free to choose whom they want as leaders in free and democratic elections.
C The end justifies the means.
If, in such a context, with such peaceful strategy, and in the international tool’s Treaty of 23 October 1991, the khmer people will not break out of the dictatorship of CPP, Hun Sen, the 2nd monarchy and Vietnamese colonization, other forms of large-scale fighting or referendum for the Independence or armed Liberation must be considered by the GMGBP. It comes call popular
uprisings and generalized civil disobedience to paralyze the puppet State: all means (including actionsagainst Vietnamese settlers, civil or military, and the Vietnamese intersts in Cambodia…) will be considered or used. An adequate strategy to bring international discredit on the treacherous Government and puppet will be developed or requested, based on the evolution of the modern world. Union among the Cambodian Diaspora and the Khmer people inside should be iron-willed. Partial failure of this peaceful liberation should not be regarded as the definitive failure of our generation or our people facing Vietnam, PPC, Hun Sen, Chéa Sim, Héng Samrin, Sihanouk... We will use other more or less conventional means! We all khmer have duty to Liberate Cambodia! Let first use Human rights to claim National Independence !
Meanwhile, hope above operations will suffice to recover peacefully and Independence and Democracy, so Cambodia and his nation can live free and at peace with all States and Nations of the region!
