The Council of Ministers passed a decree Friday that would begin to create a reserve force, despite previous government policy to reduce military spending.

Friday's decree would draw a reservist force from early resignations, soldiers who have completed their enlistments or even “experts” who have ben involved in military tasks.

The broadening of the military comes at a time of increasing countrywide nationalism that has been spurred by on ongoing border dispute between Cambodia and Thailand. The decree also follows a 2006 law that provides for military conscription.

“The Ministry of Defense will train the reservists on fighting tactics and defense tactics as a base,” Thum Sotheat, a three-star general and a spokesman for the Ministry of Defense, told VOA Khmer.

The training could also include specialties, such as engineering, construction or medical work, he said.

Having the Constitutional Mandate for the obligatory military service in our country at this point is an absolute essential. We are having many important issues in our country and along all border that need to be protected and resolved, anything from our natural resources consisting of land, mineral deposits, forests, water, oil, gas, etc..; the issues along our border in constant turmoil; and other issues as national and international terrorism that lurking anywhere at anytime. It is very essential for country to have sufficient number of military personal ready for combat with the readiness of sophisticating military equipments . The bottom line is, we must have the money, and without money, you just can't do anything; and in order for our country to have money, we must have prosperity in economics, gov't and private sectors must working together to create jobs for our people, so the gov't can generating taxes and revenues to use for our defense expenditures and other domestic and social programs. And we reiterate again and again of the "CORRUPTION"; we can and will not have the economic prosperity, when we have every level of position in government organizations being corrupted, we just can't. Our gov't must do alot more, it maybe the ultimate tasks for the gov't, but it must be done very quickly. Remember, our adversaries know our habits and routines, let prove them wrong from now on.
