A long running dispute between neighbours in Phnom Penh's Sen Sok district has degenerated into a shooting spree that killed two people and wounded three on Tuesday, reports Koh Santepheap.

The shooting spree happened at 5pm on Tuesday, 20th July, when the perpetrator, 44 year-old Meas Vongsa Neath, a policeman, riding a motorbike with his wife past the front house of the victims' family and the patriarch of the family, 45 year-old Long Hun, shouted at him and his wife "What are you looking at"? And the argument started. Suddenly, several members of the victims' family rushed out to beat up Meas Vongsa Neath, causing a bloody head wound. Meas Vongsa Neath escaped the fight and then returned half an hour later with his AK-47 police gun and started shooting, killing Long Hun and his 17 year-old son, Long Ly Heng. Three other people, Long Hun's wife, 45 year-old Su Soy and two nephews, 29 year-old Dul Sovan and 27 year-old Thorn Ratanak, were wounded. According to Kampuchea Thmey, Long Hun, one of the dead, chased Meas Vongsa Neath with an ax and hacked over Meas Vongsa Neath's head with that ax, causing a gash to his head. Meas Vongsa Neath fled the scene and returned with an AK-47 and shot Long Hun and his son dead.

The perpetrator then turned himself in at Sen Sok Police Station a short time later.

Meas Vongsa Neath, the perpetrator, said his family and the victims' family had a long running dispute over a cow. He said, three years ago, the victims' family let their cow graze in front of his house. The cow eat all his lemon grass leaves and his daughter beat the cow to chase it out. Later, the pregnant cow miscarried and the victims' family accused his daughter of causing the miscarriage of their cow. Since then, the two families are always at loggerheads.

Really sad that a small neighbor dispute should turn into a deadly fight. Lawlessness! He is a policeman, he should uphold the law, not use the gun to commit crime and extra-judicial killing like this.

This family conflict here is one of many cases that occur almost everyday in Cambodia. It causes by poverty and ignorance that is a direct result of incompetent government and ignorant leader Hun SEN.

Police and Hight ranking soldiers often abuse their power.It is a stereotype of Hun Sen's society.
Polices and Hight ranking soldiers should not allowed to carry guns outside their duties.

This land here is still far from a peaceful loving nation as long as the corrupted people is still in power.
I am so sad to see people lost their lives through this mismanagement of this government.

May I send my sympathy and condolence to the victim family.
