Your Royal Highness Samdech Ta,
It is with mixed feelings that we learned about your upcoming official visit to Vietnam next month. Given the unsettled territorial, socio-demographic and political contexts in the Kingdom vis-à-vis the host country, we are deeply concerned that this official visit, if not duly thought out, has the potential to do more harm than good to the Kingdom.
We share the view held by a vast majority of Khmer compatriots at home and abroad that despite continuous inflow of foreign aids and strong bilateral relationships with key countries, particularly with China, the Kingdom continues to remain captive to Vietnam’s expansionist ambitions; and within that view, there is a prevalent sentiment and anxiety among the population that this official visit risks becoming a rubber stamp of approval to legitimize the ongoing Vietnamization in Cambodia.
We recognize that the Kingdom has achieved measurable progresses in developing the economy and maintaining a relatively stable social environment since the UN sponsored elections in 1993. However, these progresses are being manipulated politically to divert public attention away from a lingering yet vital issue – the uncontrolled and unlegislated presence of immigrants in our soil – which increasingly threatens the existence of the Kingdom as an independent and sovereign nation.
We are in the opinion that YRH Samdech Ta is in a unique position to convey a clear a message to the Vietnamese leaders that the amicable relationship between our two countries can endure only if it takes place in the context of mutual respects and benefits, and within the framework of two sovereign states.
We also believe that YRH Samdech Ta is duty-bound to deliver a message of profound love and compassion to our Kampuchea Krom brothers and sisters. Such comforting gesture, which is much needed and highly appreciated, has been long overdue.
We place special trust in YRH Samdech Ta, and understand the heavy burden and responsibility that come with it. Our heart and soul are with YRH, and we are hopeful that YRH Samdech Ta will do the utmost within your realm of powers and influences to make this visit a moment of pride and an inspiring legacy for the Khmer nation.
