Joint Briefing Note - Cambodia Silenced: End Days of Democracy?

Dear All,

In view of the international donor conference scheduled to take place in the Kingdom of Cambodia this week, a group of non-governmental organisations ("NGOs") have today, 1 June 2010, issued the attached Briefing Note called "Cambodia Silenced: End Days of Democracy?" to the international donor community.

The NGOs involved in the Briefing Note include: the Cambodia Center for Human Rights (CCHR), the Cambodian Center for the Protection of Children's Rights (CCPCR), the Cambodian Independent Civil Servants Association (CICA), the Cambodian Independent Teacher Association (CITA), the Cambodian Food Service Workers' Federation (CFSWF), the Center for Labor Rights of Cambodia (CLARI), the Cambodian League for the Protection and Defence of Human Rights (LICADHO), the Community Legal Education Center (CLEC), the Community Peace Building Network (CPN), the Cambodian Tourist Service Worker's Federation (CTSWF), the Free Trade Union of Workers of the Kingdom of Cambodia (FTUWKC), the Independent Democracy of Informal Economy Association (IDEA), the Khmer Kampuchea Krom for Human Rights and Development Association (KKKHRDA), Legal Aid of Cambodia (LAC) and Star Kampuchea.

The aim of the briefing note is to bring to the attention of the international donor community the perilous state of freedom of expression in Cambodia and its implications for democracy in the Kingdom. We hope the international donor community uses the opportunity of the donor meetings to hold the Royal Government of Cambodia to account and to consider how it can positively impact on the human rights situation in Cambodia by putting genuine human rights conditions on their dealings with Cambodia.
