Prime Minister Hun Sen (pictured) has denied reports that he had issued a warning to unionists not to march during International Labour Day on 1st May, but at the same time he is publicly declaring that the Cambodian parliament will adopt laws to legislate the activities of all trade unions in Cambodia by the middle of 2011, reports Cambodian Express News.

On Monday 26th, local media reported that Mr. Hun Sen issued a stern warning to unionists not to hold any demonstration to demand any payrises. The reports said that at least 7,000 workers planned to march to the National Assembly building to present petitions to lawmakers demanding payrises.

Speaking during the Government and Private Forum on 27th, he said marching on International Labour is the rights and privileges of all workers and unionists around the world. He categorically denied that he had issued any warning to unionists not to hold any marches. He said that he had never condsidered any union leaders like Mr. Ath Thon, Yon Rith, Chea Mony and Rong Chhun as his enemies. He publicly declared that these union leaders can hold marches during International Labour Day like in any other years.

At the same time, Mr. Hun Sen also publicly declared that the government, in cooperation with the International Labour Organistation (ILO), will enact laws to legislate the activities of workers and trades unions which in the past have gone too far in bullying and intimidating factory owners and employers into submission or scare potential foreign investors away.

Mr. Hun Sen said the laws will contain 17 chapters and 90 articles and will be completed at the end of 2010. In the first quarter of 2011, it will be submitted to the Council of Ministers for approval and in May 2011 it will be submitted to parliament for ratification.
