A military officer, with the rank of brigadier general and his bodyguard, had been arrested by military police after he shot and seriously wounded a remorque (a motorcycle-pulled trailer) driver after a minor traffic accident, reports Koh Santepheap.
The accident took place on the morning of Sunday 28th, at the intersection of Wat Ang Khmao pagoda in Sambor commune, Samrong Torng district of Kampong Speu province.
According to the report, the remorque driver took a turn to enter Wat Ang Kmao pagoda and the Camry, with number plate 2A3540, which travelled in high speed from the opposite direction, skidded off the road when the driver braked to avoid crashing into the remorque. The car driver, which has been identified as Brig-Gen. Soy Narith who is based in Kampong Speu, got off his car and started abusing the remorque driver, identified as 31 year-old Korng Korn. The verbal exchanges ensued and Gen. Soy Narith drew his K-54 pistol and shot Korng Korn in the cheek, with a bullet piecing through to the other end of his cheek.
Capt. Din Pharith, head of the Provincial Criminal Office, said Gen. Soy Narith and his bodyguard were arrested on the spot and the victim has been sent for treatment at Kampong Speu Hospital, then transferred to Calmette Hospital in Phnom Penh where he has been in a serious condition.

This is my beloved Cambodia whose high-ranking officials have abused their power from time immemorial.
I thought the Khmer Rouge had killed all of those idiots, but I guess I was wrong. They were reborn and some must have been spared unintentionally!

This general, like the general who beat up the teachers and school boy in Sihanoukville, must be punished severely for his crime. There is no excuse for shooting someone for just a very minor accident. He abused his powers and he should be stripped of his army rank and sentenced to long term jail.
I praise the Capt and the Military Police for their daring act to arrest the one star general.
More of this and there is hope for Cambodia
This tends to be the attitudes of a general whose rank title was not earned through time in service and hard work, but through purchase of the rank. Believe it, or not, those military ranks are for sale. Anyone in Cambodia who has enough money can buy himself such rank. And with such rank, respect and fear come automatic. Anyone disrespect a general, that person will get punish. I have little respect for the some of fake generals who knows little or nothing about military professionalism. Thanks to Hun Sen government, such practice of selling ranks in the military allow such power-abusing general in command. What a shame.
Yeah, this guy is not a true general in the military sense. He is a "general" because he has the money to bribe corrupt military leaders and get this rank. This "fake rank" is not to serve the nation but for his own benefit to use it do his business only. This practice of "buying military rank" is prevalent in Cambodia because of Hun Sen's incompetence and corruption.
