Poipet police sued for 12 million riels for tortures

Four policemen based at the border town of Poipet have been sued by the victim's family after they allegedly brutally tortured a witness who voluntarily came to police station to give evidence on behalf of his arrested friend who was accused of burglary, reports Radio Free Asia.

Mr. Sok Vandy, the mother of the victim, said she had already lodged a lawsuit with the Banteay Meanchey Provincial Court. "The amount of the compensation that I sued for is 3 million riels ($750) for each policemen and there are four of them so it is 12 million riels ($3,ooo). They beat him and they kicked him because they are the policemen they think they can beat anyone at will. Maybe in the future they will go around and beat other people to death", she said.

Mr. So Vath, prosecutor of the Banteay Meanchey Provincial Court, said he had received the complaint and will soon summon both parties to the hearing. "The hearing will take place next week, both the wronged and the right sides (will be summoned). Only when we interrogate them face to face in front of each other or call the witness will we know the truth", he said.

Som Dara, Oul Chantha, Oum Somphors and an unknown policeman were accused of using a rifle butt of hit 24 year-old Chan Ich on the head repatedly, kicked him and banged his ahead against a concrete post repeatedly until he felt unconscious after which he was sent to the hospital.

Chan Ich said he voluntarily went to the police station on 23rd January to give evidence for his friend, Chon Rithy, who was accused of burglary on the night of 22nd January. After giving the evidence, he asked to go home but the four policemen immediately rushed to get hold of him and pushed him into the inner room, chained him, handcuffed him and started beating him.

The four policemen denied Chan Ich's allegation by saying that Chan Ich is a drug addict who had fallen and hitting his head on the concrete floor and they tried to rescue him by sending to the hospital.

Mr. Soum Chankea, investigator for human rights group Adhoc, said he had written a letter to the court to put more weight on the victim's complaint so that the policemen can be presecuted. "It doesn't mean that because they are Justice Police that they can't be prosecuted. If they did something wrong, they must be prosecuted in accordance with the laws. Even if they are justice officials, if they have done something wrong they must be prosecuted like ordinary people", he said.

Mr. Soum Chankea said he will insist and push the court until the four policemen get prosecuted.
