Forgive me for asking the following question - are you certain that the posted document is the same document PM Hun Sen referred to? If that's the case, I trust that PM Hun Sen will not take any retaliatory measures merely based on such "questionable" document.
Perhaps, it is just my nature that I am always sceptical about the true motives or contents of Thai official documents, especially when they are publicly available. The document from FM Kasit Pirom to PM Abhisit was classified as "Most Top Secret", yet its contents hardly merited such classification. There was a brief and vague mention of eliminating the Main Threat (Police Lt Colonel Thaksin) and (Thai) governement using military mean to defend itself. The rest of the document contained nothing more than standard operating procedures.
I am suprised that Mr. Kasit Pirom even needs such document, he could have orally briefed PM Abhisit during one of the (weekly) meetings. I presume this is how Thai government operates. But, what if the whole incident is only a ploy or deceptive measure carefully crafted and intentionally leaked to primarily intimidate or threaten Mr. Thaksin Sinawatra, and to a lesser extent provoke PM Hun Sen, rather than being part of a real plan to unseat Cambodia government. PM Hun Sen should not rule out the possibility that this incident is a provocation, but not an imminent threat to his government.

Thanks for a very rational response. I am not certain whether the posted documents are the same as the ones referred to by Mr. Hun Sen. I agreed with you that the documents posted are not top secret enough or specific enough to suggest that Thailand is hatching a coup plan against Cambodia and Mr. Hun Sen.
However, Mr. Hun Sen, for being a short-tempered person, has many times overreacted to the slightest criticism of himself and his government. I'm afraid to say that, this time, the same as when he was provoked to taunt Thailand with his appointment of Mr. Thaksin, Mr. Hun Sen might have fallen into Thai trap of provocation for their own advantage over border issues because the more Mr. Hun Sen is mad with Thailand, the longer the border negotiations will be delayed and the longer Thai troops can remain on Cambodian soil. or he may have been used by the opposition Pheu Thai Party as a pawn or to fight a proxy war against the Abhisit government for their own political fortunes.
The documents did suggest, for the worst case scenario, a military action against Cambodia, but only if Mr. Hun Sen and Thaksin use Cambodian territories to destabilise the Thai government and launch an attack on Thailand.
