Prime Minister Hun Sen (pictured) has disclosed the secrets that led to the comprehensive Paris Peace Accords signed by Khmer warring factions on 23rd October 1991, reports Deum Ampil.
Speaking before the anniversary of the Paris Peace Accords on 8th October, Mr. Hun Sen said the Paris Peace Accords was achieved due to efforts by him and ex-King Sihanouk who firstly met in Fere-Entere-Nedoir in France in December 1987, followed by Jim (Jakarta Informal Meeting) I and JIM II in Indonesia, "to avoid the use of cannons" to end the war.
Mr. Hun Sen added that he and the then Prince Sihanouk hoped to get Vietnam to withdraw its troops by 1990, but Vietnam had withdrawn its troops on 30th December 1989, a year earlier than expected.
Mr. Hun Sen also said that in 1985, when he was the Foreign Minister of Cambodia, there was a meeting in Vientiane, the capital of Laos, between the foreign ministers of Cambodia, Laos and Vietnam where the three parties agreed that the Vietnamese troops will be withdrawn by from Cambodia in 5 to 10 years time. But Vietnam withdrew its troops in 1989 because Cambodian troops has the capability to defend the regime against the attack from the Resistance fighters, he added. "We've seen the dramatic increase in the numbers of Cambodian troops to 160,000 and 40,000 police force which together totalled 200,000 forces, plus 240,000 militias which was enough to defend Cambodia", he said.
Mr. Hun Sen also boasted about have secret meetings with the then Thai Commander-in-Chief, Gen. Chavalit Yongchaiyudh in Vientiane in Loas that led the then Thai Prime Minister Chatichai Choonhawan inviting him for an official visit to Thailand. "I wish to disclose about all the secrets including my secret meetings with the ex-Thai Commander-in-Chief Gen. Chavalit Yongchaiyudh in Vientiane which led the then Thai Prime Minister Chatichai Choonhawan inviting me to an-earthquake-like visit to Bangkok where the Thai authority deployed 400 police to protect me, otherwise the journalists will trample me to death", he said.
He said his subsequent meetings with Sihanouk had built up the confidence of the Khmer Rouge who eventually agreed to join the peace process. He said on 2nd and 4th June 1991, Prince Sihanouk told him that Khieu Samphan, then the nominal leader of the Khmer Rouge movement, told the Prince that when the Vietnamese troops withdrew the Phnom Penh regime will collapse.
He warned his critics not to twist the history of the Paris Accords because he had in his possessions all the documents relating to the negotiations that led to the comprehensive peace settlements in 1991. He had also apologised to ex-King Sihanouk for disclosing all these secrets but they are the historical truth that must be told and recorded, he said.

Hun Sen is trying to claim all the credits for the Paris Peace Accords. In fact Hun Sen only came to the negotiating table with Sihanouk because he knew that the Vietnamese troops will withdraw soon, as he said 5-10 years from 1985, so he has no choice but to negotiate because once the Vietnamese troops left Cambodia he will be on his own and his troops will not be able to withstand the tripartite resistance fighters' onslaught.
In fact, when he negotiated with Sihanouk from 1987-1989 he did not negotiate seriously, he was only playing games. But when the Vietnamese withdrew and the Resistance fighters pushed in and captured Svay Chek near Thmor Puok and Pailin, Hun Sen publicly asked for a ceasefire and agreed to talk seriously.
The point here is, if his troops were strong and can defend his regime, Hun Sen will never agree to negotiate. He will still trying to rule the country alone, because by allowing Son Sann, and Sihanouk into the country to contest the election, Hun Sen knows for sure that he will lose the election. Yes, he did lose the 1993 election but he refused to give up powers until Funcinpec agreed to share power with him.

Hun Sen can claim some credits, but everyone knows that he is an obstacle to a stable Cambodia and democratization of Cambodia because he is a dictator who threatened everybody who dare to criticize him.
Without international pressures, without the Resistance Movements along the borders and if Vietnamese troops were still in Cambodia, Hun Sen would never agree to agree to a peace process because he is fearing of losing powers. So, the credits for the peace achievements should go to every Khmer leader from every faction plus international community.
