a Cambodian diplomatic note to Thai Foreign Ministry regarding the incident of Thai soldiers burning a Cambodian teenager alive

A Diplomatic Note dated 14th September 2009 from the Foreign Ministry and International Co-Operation of the Kingdom of Cambodia to the Royal Embassy of Thailand.

Foreign Ministry and International Co-Operation of the Kingdom of Cambodia has sent a diplomatic note to the Royal Embassy of Thailand in Phnom Penh in relation to the inhuman act perpetrated on a citizen of Cambodia with the following inferences:

1. Based on the report from the provincial authority of Ouddor Meanchey province dated 11th September 2009 that at 12 midday (11th September 2009), a group of Thai black-clad soldiers from company 2608 have launched a shooting spree on a group of Cambodian villagers who has been accused of illegally logging in the areas in between border marker number 12 and border marker number 13. The shootings have seriously wounded two Cambodian youth. One wounded youth named Mao Kloeng has escaped, while another wounded youth, 16 year-old Yon Rith, was arrested by Thai soldiers and was burned alive.

2. The Royal Government of Cambodia considers the barbaric act as reported above as a gross violation of the international human rights principles that should not have been committed by agents of a civilised country during the official operations. This act is also in contravention to the spirit of the minutes of the 6th Meeting of the Mixed Commission for bilateral co-operation between Cambodia and Thailand held on 4-5 August 2009 in Bangkok, Thailand.

3. The Royal Government of Cambodia request the relevant Thai authority to take reasonable measures to stop this sort of inhuman act from re-occurring again and to request for a thorough investigation of this incident in the view of bringing the perpetrators of this barbaric act to justice.

Odd how the government takes such an interest in the life of a single Cambodian in Thailand when it couldn't care a damn for the assassinations and killings of Cambodian judges, journalists and trade union leaders on the streets of Cambodian towns and cities. Not to mention the harsh treatment dealt out to law abiding Cambodians when it comes into conflict with the Cambodian government's policies.

A perfect example of irony.

It is a great pity that the government never acts with sincerity and is always playing political games.

It's quite odd how the government of Thailand and its people views the death of one non-Thai human being an insignificant death, especially when it was committed by Thai soldiers. I wonder what would Thailand reaction be, if one Thai was burned to ashes by a group of Cambodian soldiers. Will Cambodian government dismiss this incident as a insignificant death of a Thai citizen? Quite honestly, I feel disgustingly pitiful for Thailand and its people attitudes toward any death of Cambodian. Thailand uncontrollable political chaos makes the government and its people appear as a bunch of monkeys fight each other over a piece of banana pell.

Well,there's no need to speculate the 'what ifs' of such a scenario. Let's look back at the cause of the recent preah vihear standoff. The arrests of several tresspassing Thai's has sparked a year long military standoff. The gruesome death of a khmer child however will be quietly forgotten as the incident is lost in a political limbo while thai politicians discuss among themselves the best approach of denying responsiblity.
