“Grave concerns raised as to the fairness of the proceedings against Mr. Moeung, the
unwillingness of the Municipal Court to consider documents presented by the defence and
the lack of evidence in support of the conviction raise serious concerns in relation to the
independence of the judiciary and its role in the recent crackdown on freedom of

“As the head of Khmer Civilization Foundation, Mr. Moeung raised public concerns in
relation to potential damage to Angkor Wat from a lighting system recently installed at the
site. That the Apsara Authority was unwilling to consider these concerns seriously
undermines their claim that their action against Mr. Moeung was out of consideration for
the Cambodian people who love Angkor Wat”.
