A senior Sam Rainsy Party (SRP) official said that the SRP will hold a special congress on the 31st of January to devise party's strategies for the upcoming elections for Phnom Penh, civic, provincial and district councils.
Mrs. Ke Sovannaroth (pictured), secretary-general of the SRP, told Radio Free Asia on Tuesday afternoon that this special congress is aimed at strengthening party's policies at the communal levels.
She said: "(We hold a congress) because in 2009 there will be a non-universal election to elect the councillors at the civic and provincial levels. And because the electors are the members of the communal councils and this election is not a universal election, so the party decided to hold its extraordinary congress."
This special congress will be attended by 2500 party's activists from all communes, districts and provinces.
Mrs. Ke Sovannaroth said that the aim of this special congress is to prepare the members of the communal councils to elect the members of the provincial and civic councils.
She said: "This congress is aimed at gathering the SRP members at the communal levels and the local SRP leadership for the purpose of re-strengthening the structure of the party. Secondly, we aim at devising the party's strategy for the elections of the civic and provincial councillors."
The SRP was founded on the 9th of November, 1995. The party's structures include a 15-member Permanent Committee, a 93-member Steering Committee and a national structure in the 24 provinces as well as overseas.
The SRP has 2 senators and 26 members of parliament and 2660 communal councillors.
Mrs. Ke sovannaroth said: "The SRP has many branches overseas. This means that we have party structure from top to bottom in our overseas branches. From top to bottom means that we have leadershi structure from national, provincial, district, communal as well as at village levels."
The SRP had participated in national elections three times and communal elections two times.//

Can the SRP re-strengthening itself? Let's wait and see. With the civic elections controlled by the CPP, I doubt that the SRP will obtain any substantial gains at all. But, all the signs is that the SRP is fighting hard to regain its advantage edge.
