Victims Voice their Hopes and Concerns about ECCC

PHNOM PENH, 3 December 2008: We are victims of the Democratic Kampuchea regime. We are pleased to see the Extraordinary Chambers in the Courts of Cambodia (ECCC)—a national court with international participation–finally setup and operating in Cambodia to provide some justice for Cambodians who were victimized between 17 April 1975 – 6 January 1979.

The ECCC is an important opportunity for us and we are eager to see it progress. Some of us have been accepted as civil parties and others plan to apply to become civil party. We hope participation in this process will provide us with some relief, a sense that justice has been done and an understanding of our history; but it also revives memories, bitterness, and misery.

We began with hope that the ECCC would provide some satisfaction, but we are now concerned about the delays, the allegations of corruption, the sufficiency of available resources, and the lack of information on the progress made by the ECCC. These problems prompt many of us to lose hope and faith in the ECCC.

We take this opportunity to appeal to the ECCC and its founders, the UN and the government of Cambodia to speed up the process because both victims and accused are aging. We also call for an effective remedy of the corruption claims within the ECCC and for the ECCC make more information about its work public enable us to understand and participate in the process.

We plan to hold a press conference immediately following the Pre-Trial Chamber hearing of Mr. KHIEU Samphan tomorrow, Dec. 4, at the ECCC.
