A Khmer pagoda which located at the Khmer border with Vietnam at Boeng Chrong ckeckpoint, Chraim commune, Memot district of Kampong Cham province was forbidden by the Vietnamese border authority from building a fence because they claim that the area is a “white zone” (disputed zone).
A member of the pagoda committee, Mr. Bim Khen, has told Radio Free Asia on Wednesday 22nd October that Wat Kiri Mean Chey was built since the times of his ancestors, on a plot of land which is situated very close to the Khmer-Vietnamese border. The temple was built on more than 1 hectares of land, enclosed by a front fence and the side fence. Only the back fence with the length of 100 metres has not been constructed, and when the temple committee attempted to build it, it was forbidden by the Vietnamese border authority. Mr. Bim Khen added that the Vietnamese ban occurred on the 7th of October when the deputy chairman of the Vietnamese border authority, Mr. Sun, crossed into Cambodian side through Boeng Chrong checkpoint to order the temple committee who are constructing the fence to stop their works immediately.
Chairman of the Khmer-Vietnam Border Authority based at Boeng Chrong checkpoint, Mr. Sim Vary, said that, after the Vietnamese authority came to forbid the temple committee not to build the fence, he went to discuss the issue with the Vietnamese side and they told him that the area is a “white zone” and that neither side can build anything until the border Committee from both countries demarcated the borders first before anybody was allowed to build anything.//
