Only a few change. Nothing surprised. It's all the jobs for the boys. I've seen a few corrupt and opportunists from Australia get appointed as secretaries in the new govt. These individuals entered the Cambodian politics through Funcinpec, when Funcinpec was weakened, switch side to join the CPP. Now they get plum job, not because they are competent but because they have the money to bribe their ways into their present jobs.
-Victor So (alias Victor Tran)has a bachelor of accounting from Australia. He is non-political person, not interested in politics. He went to Cambodia to open a hotel business and married a daughter of a well off family who has business ties with the CPP. He joined funcinpec, when Funcinpec was strong, becoming secretary at the ministry of finance, then MP for funcinpec. But has defected to CPP because Funcinpec's ship is sinking.
2. Khov Mengheang- interpreter with a govt. agency Centrelink, a very ardent funcipec activist from Melbourne. Joined funcinpec with Ung Huot, the former puppet first PM from 1997-1998. He is an opportunist as well because when funcinpec is weak he defected to CPP.
3. Kong Vibol, from Melbourne, bachelor of commerce, never been active for funcinpec but took the opportunist in 1997 when funcinpec was ousted in a coup. he went to serve funcinpec as a spokesperson in its Thailand's office and become the favourite of Madame Eng Marie, Ranariddh's ex. When funcinpec returned to govt. in '98, '03 he rose prominently. Now defected to CPP.
3. Ly Thuch, bachelor of commerce from France, joined funcinpec just before 1991, not so politically active, married to the daughter of a CPP-affiliated businessman, now defected to CPP. -There are more, but the ones I mentioned are the opportunists, using money and switch allegiance to gain personal fortunes.

Victor was a tax collector from all casinos.

Vibol is high up position than Victor.

Victor may not remember me but I know his brother pretty well - he runs and managed a hotel [Sydney hoetel] in Phnom Penh, and another hotel in Siem Reap.

I met Vibol on numerous occasions at my work place during my 7 years stay there. Have never met Men Heang.

Vibol's defection had been public announced by Hun Sen. Victor had defected but because he is a low profile personality, his defection was not publicly announced (i got this info. from a very, very reliable source). Victor was a secretary at the ministry of finance, responsible for tax collections from casinos because no one wanted to do the job because the casino operators are all mafias. they have scared everyone. Victor volunteered, he received death threats many times but he got the backing of Keat Chhon, and to a certain extent, Hun Sen. Victor went to Cambodia to open a hotel business but got a high position in the Phnom Penh Municipality with the help of Khov Mengheang when the latter was deputy governor of PPenh. Kong Vibol was the Secretary of Ministry of Finance, higher than Victor. He got the job because he was the darling of Mrs. Eng Marie, Ranariddh's ex.
I would like you to elaborate a bit more about Veng Sereyvuth. He joined Funcinpec in the late 1980s and become very close to Ranariddh. Some one said he got a masters degree but others said he has no educational qualification and was a taxi driver, even up until a few years ago when he returned to back to nz, before Ranariddh was ousted. They said Ouk Phalla, his ex, become Ranariddh's present de facto because she said they did not want a husband as a taxi driver. Is it true?

Aun Porn Monirath, in his early 30s? and just an ordinary man? Very interesting that he can move up the political ladder. Does he has anyone to help him? Related to someone in the CPP?

One more thing, all Funcinpec, like kol pheng and all who got appointed in the new govt., including nhiek bunchhay, have promised to support hun sen all the ways. if you want,it's a kind of defections. the ones who did not want to defect, like lu laysreng, sisowath sirirath, arun rasmy, keo puthrasmy, serey kosal etc. were all kicked out from the new govt.

As to Ven Sereyvuth, I happend to knwo many Khmer in NZ who are his friend and yes it is true that he was a driver as you describe. He was actively person who raise funds for the Funcipec during the 80's. He was Minister of tourism for 2 terms [with funcipec], then was drop and went back to parliament and the post went to Lay Prahahs [another guy from Melbourne], he was also short live at the post before handing back to CPP member.

Current Prince's de facto was married to Veng Sereyvuth, had a child together who currently studies in OZ and stayed with his paternal aunty in Brisbane.

Aun Porn Monirath was educated in Russia, came back introduced to Keat Chon by Im Sothy [new education minsiter], people said that his father in law was late Mr. Tun Chhay.
