Illegal Detention in Land Dispute With Eng Marie Ranariddh in Kep City

Mr. Pring Pov, 40 years old, a policeman from Kep city was arrested on the morning of Feb 19, 2008 by police commissioner, Ing Sam Ol and his police force. Pring Pov was then sent to be detained in police custody of Order Unit locating at suburb 20 km far away from Phnom Penh Capital. He is charged with disobeying the top police command. He was tortured, his hands were cuffed, his legs were shackled with bars in police custody since February 19, 2008 until now on March 7, 2008 he is still inside police custody. He is getting sick, he is starved but general commissioner of the national police, Hok Lundy and So Phan deputy general commissioner, don’t allow doctor from NGO to visit him.
According to the investigation of human rights group, LICADHO, ADHOC and UNOHCHR, Mme Eng Marie, ex-wife of Prince Norodom Ranariddh, who is also a senior minister, had lodged complaint against Mr. Pring Pov to national police department of Ministry of Interior to force Pring Pov remove his house from the disputed land which was built on 42m x 60m of the disputed. Reply to the land dispute, Eng Marie said that she just filed complaint to national police department, she did not order for Pring Pov to be detained and tortured but she did not resolve the issue of compensation of in land or in money to the victim family who have occupied and lived on the land since 1991.

Land background:

In 1991 Pring Pov family has begun to clear and live on the land. In 1993 Pring Pov was forced by Mr. Chea Rithi Chhut ex-Kep City governor, to give the land to Prince Marie Ranariddh when he was police of FUNCINPEC party. Prince Marie Ranariddh promised to resolve compensation in land and to support $10 and 30kg of rice in a month to Pring Pov family for service of guarding for the land.
Since 1993 until now the land owner (Mrs. Marie) never come to see nor supporting Pring Pov family. In earlier 2008, 3 women from Marie cabinet come to meet with Pring Pov family to ask where the land of Marie is and then the police come to force Pring Pov to put thump print on contract to remove house from land without any resolution. Pring Pov is under threat by Mr. Ing Sam Ol, Kep police commissioner, Ses Nhorn, Kay Yom, Pech Sokharath, Pech Piseth, deputy police commissioner and Mom Sitha, Kep police inpsector.
Human Rights groups and doctors are not allowed to meet with Pring Pov in police custody. Mr. Morn, commander of the Order Unit Police Department, had violated human rights, the constitution and the laws. He respected only an order from the police top command.
Mr. So Phan, also said that it is very easy to resolve this dispute. He said that even though Pring Pov had thumpprinted to agree to move out from this piece of land, he will be released. He said that it is a police order.
