Former bishop Emile Destombes dies at 80

Some 2,000 members of Phnom Penh’s Catholic community paid their respects on Saturday morning to Emile Destombes, the French former bishop of Phnom Penh who dedicated his adult life to the Cambodian people.

Destombes’ last words were a request to take communion while attending Thursday morning mass; the 80-year-old died of a heart attack 15 minutes after the service was over.

Destombes first came to Cambodia in March 1965. He stayed until 1975 when, after two weeks spent trapped in the French Embassy, the Khmer Rouge “dumped [him] out of the country in a truck across the border to Thailand”, in the words of long-time friend Sister Denise Coghlan.

In 1989, appalled by reports he was hearing in refugee camps along the Thai border, he successfully petitioned the Cambodian government to let him back in the country.

There he set up a makeshift church in a house he rented on Street 228, where Coghlan lived with him in 1990. Also being put up by Destombes was Brother Noel Oliver – both remembered his fondness for Johnny Walker, which he referred to as “cough mixture”.

“He was very fond of cough mixture, a good bottle of Red or Black Label, depending on what we could get. At night, one of us would start coughing and he’d say, ‘I think it’s time for a little cough mixture’,” Oliver recalled.

The former chief of the Ktob pagoda in Kandal’s Ang Snuol district, who was dogged by sex scandal allegations last year that resulted in the temple falling into disuse, was appointed to head the pagoda’s construction committee by the minister of religion on Saturday.

In January of last year, a monk from Mondulkiri told Kandal province’s chief monk that former Ktob pagoda chief Sen Sambo had sexual relations with a local woman, an accusation that resulted in Sambo’s defrocking in September.

This was followed by public outcry demanding evidence for the allegations and that Phin Chantha, district chief monk, step down.

“In the future, before accusing about something, they should have evidence to prove it,” said villager Sek Sam Un, recalling the affair.

Min Khin, minister of religion, addressing 30 people, said that following his inspection, Prime Minister Hun Sen gave him the order to reopen the Ktob pagoda.

Sambo, for his part, said he wanted to “thank Hun Sen and the minister of religion and the leaders of Ang Snuol district that have sought justice for me, [and] especially the people”.

Committee unaffected by Kith Meng’s appeal

Cambodian tycoon Kith Meng’s Royal Group failed to persuade a high-level meeting of government and Preah Sihanouk officials to resume construction of a 40-metre port at Otres Beach, and will instead have to explore the use of other locations along the coastline.

The conglomerate, which was ordered on January 20 by the National Committee for Cambodia Coastal Management and Development to cease construction of the jetty for violating costal development guidelines and for lack of a permit, will now study the cost of temporarily using facilities at the Sihanoukville Autonomous Port to assist its development activities on Koh Rong island. 

“The result of the meeting was to explore the cost of using the some parts of Sihanoukville port to transport construction material to serve the Koh Rong development,” said Pen Sophal, secretary of state at the Ministry of Land Management.

The meeting, held on Friday, was attended by Minister of Land Management Im Chhum Lim, Tourism Minister Thong Khon, Council for Development of Cambodia’s secretary general Sok Chenda Sophea and other provincial officials.

As a national crackdown on illegal logging rumbles on, Try Pheap, Cambodia’s most prominent timber tycoon, issued a public denial of reports that he was linked to an economic land concession (ELC) where authorities found hundreds of cubic metres of potentially illegal timber.

The denial comes amidst the crackdown’s first reported arrests and reports that high-value timber is being buried in pits to circumvent inspection.

On Friday, Try Pheap Group issued a press release quashing local media reports that it was connected to hundreds of cubic metres of timber that were inspected that day at Unigreen Resource Co Ltd, a Chinese-owned ELC in Mondulkiri’s Koh Nhek district.

“Try Pheap has the honour to inform the public that the company completely denies this, that it is not involved with Unigreen Resource, which was just inspected by the commission,” the statement said.

Unigreen Resource was granted 8,000 hectares of land in 2008 for 70 years to maintain rubber plantations. The company, which is owned by Chinese national Chua Kwaseng, could not be reached for comment yesterday.

Mondulkiri province was also the location of the first reported arrests of the crackdown on Thursday, officials confirmed.

A district police chief in Battambang was scolded, suspended and then transferred by his provincial superiors for being away from his post on Wednesday night, when five gun-totting thieves broke into a local home, fatally shot one man and injured three more.

Deputy provincial police chief San Hak said Phan Vannara, Kamrieng district’s police chief, was being questioned yesterday at Battambang provincial police station over his handling of the case in O’Daleur village. “We are interviewing him,” Hak said.

“He was not at his location when the robbery happened and, afterwards, did not know it had occurred, this is the reason he’s suspended from his work in Kamrieng district,” Hak said. Reached yesterday, Channara declined to comment.

Channara’s former deputy, Chhor Keun, who yesterday became an acting district police chief, defended his boss, who he said was in Poipet on Wednesday. “We regret he’s been suspended from his work, and I told the provincial station that it’s not all his fault, we can’t predict a robbery,” Keun said.

Keun said Channara had raced back after being told of the incident but did not arrive quickly enough.

“When he arrived at the scene a few hours later, he was a bit later than provincial deputy police chief Chet Vanny, who did not see my district police chief,” he said, saying this angered provincial police chief Sar Thet, who could not be reached yesterday.

Speaking yesterday, Vanny, the deputy provincial chief, said Channara would now work at the provincial station so they can “supervise him”.

Four indigenous Tampoun villagers from Pa’oh village were questioned in Ratanakkiri provincial court again on Thursday, as criminal investigations continue regarding 11 suspects in a land dispute that has now lasted over a decade. The charges this time are encroachment. 

Kwai Lal, Kwah Thieuv, Kwah Chieuv, Rocham Phen, and seven others from Pa’oh face up to two years in prison if they are convicted of trespassing on land in Bar Kaev district’s Keh Chong that they maintain is theirs. After nine years of being called to court repeatedly, the men say they are exhausted, and still afraid of sudden arrest each time they make the fifty-kilometer journey to Ban Lung. But, with fields of rubber surrounding all but one side of their village, they say they have no choice but to protect what they have left.

The trouble started in 2004, says Thieng Vy, a schoolteacher in Pa’oh and one of the accused. Their village had been on the land since 1979, subsisting on traditional rotating agriculture, moving their fields every two to three years according to Tampoun custom. 

In 2004, he says, outsiders from three nearby Khmer villages, Lakhon, Lahon, and Sakrieng, began to encroach on some 184 hectares of Pa’oh’s land.

“They were cutting wood for someone quite wealthy,” says Mr. Vy. “Before, the land had a lot of forest on it, as well as our fields.”

Interior Ministry takes aim at illegal guns

Following a nationwide spate of violent gun crime over the past few months, the government has called on City Hall for help in its crackdown on illegal firearms, a problem one Ministry of Interior official laid at the feet of authorities themselves.

Speaking at City Hall’s annual meeting on Friday, Interior Minister Sar Kheng said there had been a rise in armed robberies in provincial areas and stemming the illicit flow of weapons was part of the strategy to tackle the crime.

“Authorities have taken responsible action, and on time in some cases, but some other cases have been not controlled,” he said.

Kheng said the National Police commissioner was currently implementing tighter controls across the country, and called on City Hall to apply the same level of enforcement in Phnom Penh.

The Interior Minister said that after the border dispute with Thailand had settled down gun control had “loosened”, presumably referring to weapons issued along the border making their way into the hands of the general public.

The push to include City Hall in the crackdown follows an announcement earlier last month that stricter gun controls would be enforced.

The crackdown included disallowing police to carry their weapons when off duty, increasing street-level vehicle checks and an audit of weapons licences.

A local firm has seen revenues grow by adding online operations to its casino, allowing it to take bets from offshore players. Now it is designing the software that allows other casinos to get a piece of the action

Start Live Casino has established itself as the first Cambodian firm to develop and distribute turnkey online casino software, including a white label product that has attracted international interest.

The technology firm began in 2011 as a subsidiary of Lucky89 Group, which operates two licensed brick-and-mortar casinos in Bavet. Jonny Ferrari, managing director of Start Live, said the casino operator faced fierce competition from nearly a dozen other gaming halls in the dusty border town, which drove it to add online operations that made it accessible to offshore gamblers.

“The casino industry is very competitive,” said Ferrari. “To keep attracting customers, the casino had to find new strategies to pull in more business revenue, and the online live casino was one of them.”

While initially the firm outsourced its online casino operation, it soon identified ways to improve the product and started developing its own software platform. Impressed with its own results, it began licensing its software to others in the industry.

Reunion of Harihara statue’s head and body must be permanent

At the arrival of 2016, two good things were brought to Cambodia. The first one is the returning of the stone head of Harihara, a combination of the Hindu gods Vishnu and Shiva, and the second one is the formal recognition of “tug-of-war” [aka teanh prot] as a world heritage by UNESCO.

These tasks and events are the achievements of the Cambodian government in promoting its culture to the world. On this occasion, I would like to highlight one of the achievements above.

The returning of the head of Harihara from Musée Guitmet, France, to Cambodia was both exciting and worrying. It is exciting because the head, which had been separated from its body in Cambodia for over a century, could be reunited and reattached, which creates a cultural atmosphere of body, soul and mind. It is very rare for Cambodian objects to be returned from France after being housed there for several decades.

This act of the Musée Guimet was highly applauded. This reunion of body and head of Harihara received a warm welcome from the government, as Deputy Prime Minister Sok An said in his speech on January 21, which was quoted by AKP: “According to the Cambodians’ belief, this is a good symbol of reunion, reunification, harmony and strength of the Cambodian nation’s spirit, and a good omen for this new year 2016, which will bring about prosperity and new achievements to the Cambodian nation in addition to the existing ones attained by the Royal Government of Cambodia.”
