Retiring Sam Rainsy Party president Kong Korm, a former foreign minister, has gone out swinging, accusing the ruling Cambodian People’s Party of allowing “the rich and powerful” to pilfer the Kingdom’s forests and grab land from its citizens.

Korm, who started his career with the ruling party in 1979, took to Facebook to offer some final thoughts on the state of the country after his more than three decades in politics.

“The richness of [the country’s] forestry and natural resources is being destroyed and will be endangered if the selling country [Cambodia] and the buying country consider only their personal benefit,” wrote Korm, without elaborating on “the buying country”.

The 75-year-old said there would be “no end” to ongoing land disputes involving the rich seizing the property of villagers without a change to the country’s land policy.

Korm, whose Cambodia National Rescue Party lawmaker son Kong Sakphea was one of two MPs attacked outside parliament after pro-ruling party protests last week, added he had retired because of “health and old age”, but also as the party marked its 20th anniversary.

Cambodia needs a genuine “culture of dialogue” between its political parties to avert a descent into crisis, Monovithya Kem, the daughter of deputy opposition leader Kem Sokha and a spokeswoman for the country’s opposition party, told The DiplomatTuesday in an exclusive interview in Washington D.C. (See: “Interview: Cambodia’s Political Turmoil and Future Prospects“).

In recent weeks, the beating up of two opposition lawmakers and the controversial ousting of Kem Sokha as vice president of the National Assembly has threatened to unravel the uneasy political truce forged between the ruling Cambodia People’s Party (CPP) led by Hun Sen and the opposition Cambodia National Rescue Party (CNRP) led by Sam Rainsy following a nearly year-long political standoff after general elections in 2013.

But CNRP spokesman Monovithya Kem urged both sides to return to the table and start a genuine culture of dialogue to avoid another protracted crisis that would be damaging for both parties.

“Now is the time for both the ruling party and the opposition to see if we can start a real culture of dialogue. Otherwise, if this continues, it cannot be good for either the opposition or the ruling party; it is damaging for both,” she told The Diplomat.

U.N. Urges Inquiry Into Attack on Cambodian Opposition Lawmakers

GENEVA — The United Nations expressed concern on Friday over a crackdown on Cambodia’s political opposition, urging an independent and thorough investigation of a mob attack this week that seriously injured two opposition lawmakers.

“We are concerned about the worsening climate for opposition politicians and activists in Cambodia,” Ravina Shamdasani, a spokeswoman for the high commissioner for human rights, told reporters in Geneva.

The United Nations was reacting to an attack on Monday in which a crowd of around 2,000 pro-government demonstrators dragged the two lawmakers from their car as they left the National Assembly and severely beat them while police officers reportedly looked on. Such inaction by security services was “in stark contrast to their response to protests” by government critics, she said.

“It started with judicial harassment, and now it’s moved to physical assault,” she said.

“It’s getting very, very worrying,” she added, describing the situation as “clearly untenable.”

Monovithya Kem, the daughter of Cambodia’s deputy opposition leader Kem Sokha, is the deputy director-general of public affairs of the Cambodia National Rescue Party (CNRP) – the country’s main opposition party.

During her recent visit to Washington, D.C., she spoke with The Diplomat’s associate editor Prashanth Parameswaran about the current state of Cambodian politics and the country’s future. An edited version of that interview follows.

It has been quite a troubling few weeks for Cambodia – with several incidents including the beating of two opposition parliamentarians and the removal of your father, Kem Sokha, from his role as National Assembly vice-president. What does this suggest about the current state of the country’s politics?

It suggests that the ruling party, the Cambodian People’s Party (CPP), is going back to the 1990s mentality. And I think that’s mainly because they think they can get away with violence, illegal arrests, and oppressing dissenting voices.

I think this calls for both parties to try to establish a true culture of dialogue. I don’t think the culture of dialogue existed yet so far. We have been talking about it for a while now but it is just an attempt from the opposition side to give the ruling party a chance, to give peace a chance, to give stability a chance. But the ruling party so far has not taken that up. I think now is the time for both the ruling party and the opposition to see if we can start a real culture of dialogue. Otherwise, if this continues, it cannot be good for either the opposition or the ruling party; it is damaging for both.

What impact does the removal of Kem Sokha have on the relationship between the opposition and the ruling party?

I would say the relationship had been broken even before the removal, but the removal is just an official confirmation of that.

Human rights advocates are urging the Cambodian government to allow an independent investigation into the brutal beating of two opposition MPs during a rally outside the country's parliament.

Kong Sophea and Nhay Chamraoen, members of the opposition Cambodian National Rescue Party (CNRP), were attacked by pro-government protesters as they were leaving the National Assembly in Phnom Penh on Monday.

The rally was held to demand the resignation of CNRP leader Kem Sokha, whom the protesters accused of telling lies about the ruling Cambodian People's Party (CPP) to stoke unrest.

An amateur video posted on social media showed a group of men dragging Mr Sophea and Mr Chamraoen from their cars and then beating and stomping on them.

A witness, Em Sopheak, said the attack involved about 50 men who wore scarves to cover their faces and fled in two pickup trucks.

According to Human Rights Watch (HRW), witnesses recognised the prime minister's bodyguard personnel who were dressed as civilians among the crowd outside the national assembly.

Jacqueline Bhagavan is the first Cambodian-American woman to be crowned Mrs. California-America. As this year’s winner, she is using her role and experiences to bridge the gap between her culture in America and the communities here in Cambodia.

Mrs. Bhagavan, who has been back to Cambodia three times since she left the country at the age of six, is currently collaborating with the Ministry of Tourism for a trip to the Kingdom in an effort to promote tourism as a goodwill ambassador and a brand ambassador. She saw an ad made by the ministry about Cambodia on Bloomberg TV and was so impressed that she knew she had to help the world learn about the country she knew and loved.

She has already gathered many fans who respect her mission to highlight Khmer culture and beauty as a Cambodian-American woman.

“Cambodia is a hotspot for tourism, and as Mrs. California-America, I want to be a positive image for Khmers,” Mrs. Bhagavan told Khmer Times.

“As a Khmer-American woman, I’ve realized western culture doesn’t have a full picture of what it means to be a Khmer woman,” she said. Fighting against the stereotype of Khmer women as passive, she hopes her determination and story will make the world see Cambodian women in a different light.

Mrs. Bhagavan won the Fabulous Face Award and made it to the top 15 semifinalists at the Mrs. America competition, representing California in a competition of 51 women from each state.

Born in Pailin, Mrs. Bhagavan recalls her childhood struggles with poverty after fleeing Cambodia. She found refuge at the age of six when her family settled in Houston, Texas.
