People’s Congress to be held at Wat Butom Park

PHNOM PENH (The Cambodia Herald) – Cambodia National Rescue Party (CNRP) has changed the location of the People’s Congress on March 30 from the Freedom Park to Wat Butom.

In a letter on Friday to Phnom Penh City Hall, CNRP asked to hold the People’s Congress at Wat Butom Park where it would also hold 17th grenade attack anniversary in the morning. 

The letter said the People’s Congress to be led by Sam Rainsy, CNRP President, and Kem Sokha, CNRP Vice President, would be attended by about 5,000 people.

The country’s military police unit is recruiting 1,000 new officers. But, with the opposition planning to hold a banned rally on Sunday, a leading human rights worker, Am Sam Ath of Licadho, says the hiring call looks like a muscle-flexing move designed to intimidate citizens.

Search for missing Malaysia Airlines flight MH370 shifts to new area west of Perth after objects spotted


CHINA’S state news agency says a Chinese aircraft has spotted three suspicious objects floating in a search area for the missing Malaysia Airlines jet.
Xinhua News Agency said today that the Chinese military plane Ilyushin IL-76 sighted the three floating objects of white, red and orange colours respectively, from an altitude of 300 metres.
The Australian Navy’s HMAS Toowoomba left Fleet Base West near Perth tonight to join the search. It will be carrying a Seahawk helicopter. The 1800km trip will take about three days, the Australian Maritime Safety Authority says.

It comes as the Ocean Shield, an Australian Navy Ship that has been fitted with US black box recovery equipment, is set to head to the search area tomorrow.
The black box emits a ping that can be picked up from an ocean depth of just over 4km, but the batteries powering the signal last just 30 days and are set to run out on April 7.
The search area west of Perth shifted north on Friday after the likely path of MH370 was updated.
Five aircraft also spotted debris in the ocean on Friday.
But AMSA warns the objects cannot be verified as linked to the Malaysia Airlines flight until they are picked up by ships.
Authorities say weather conditions for today’s search are favourable but expected to deteriorate in the afternoon.
Eight aircraft and six ships are involved in the search.
Prime Minister Tony Abbott told reporters this morning black box recovery equipment was about to be put on a navy ship in Perth.

Russia's foreign minister says Moscow has "absolutely no intention" of ordering its armed forces to cross over the Ukrainian border, in a statement that appears to rule out an invasion of mainland Ukraine following Russia's seizure of Crimea.
"We have absolutely no intention and no interests in crossing the Ukrainian border," Sergei Lavrov told Russian state television on Saturday.
"We (Russia and the West) are getting closer in our positions," he added, saying recent contacts had shown the outlines of a "possible joint initiative which could be presented to our Ukrainian colleagues".
Lavrov's comments came after US President Barack Obama urged his Russian counterpart Vladimir Putin to withdraw troops from near the Ukraine border, in the first direct contact between the two leaders since the Crimea takeover.
The White House said on Saturday that Obama had urged Putin in a "frank and direct" telephone conversation to ease tensions by removing troops, and respond to proposals for a diplomatic solution put forward by the US earlier this week.

Stegosaurs roamed Europe and North America during the late Jurassic period, roughly 150 million years ago. Judging from a small carving in an Angkor temple, one or two may have spent some time in Cambodia, too — in the 12th century AD.
A carving on the wall of the Ta Prohm temple, built in the late 1100s, bears more than a passing resemblance to the round-backed dinosaur. Since a 1997 guidebook first pointed out the strange carving, creationists have held up the Ta Prohm dinosaur as proof that humans and stegosauruses once co-existed in Cambodia. There is even a replica of the carving on display at the Creation Evidence Museum in Glen Rose, Texas.
While the carved animal does seem to have a row of plates along its spine, it's not the most compelling argument for revising the prehistoric timeline. The bas relief could be a depiction of a rhino or chameleon, with the "plates" forming a stylized version of foliage. But the curious carving adds another element of intrigue to the gorgeously ruined Tomb Raider temple.

Land Rights Activists Petition EU Ambassador

About 80 activists from a trio of Phnom Penh communities protested against their past and pending evictions in front of the European Union Embassy in Phnom Penh on Thursday morning, hoping to win its help in settling their land disputes with the government and a pair of private development firms.
The communities have solicited the help of the E.U. and almost every other foreign embassy in the city on many occasions already, and approached the E.U. once again Thursday on the occasion of a visit to Cambodia by seven European Parliament members.

They rallied in front of the embassy for about an hour and a half before E.U. Ambassador Jean-Francois Cautain stepped out at about 10 a.m. and quickly accepted their petitions.
“We hope they can put pressure on the government and that they think before they give any more aid to the Cambodian government,” said Chhay Kimhorn, one of the protesters.
“They need to think about whether the government’s development is improving Cambodia or making people cry for justice,” Ms. Kimhorn added.

Fears are mounting that Friday’s treason trial against seven ethnic Khmer and Khmer Krom men arrested in Thailand and spirited back to Cambodia last year will be a sham, an advocacy group warned Wednesday, citing a lack of evidence implicating the men.
The seven have been held for the past year in Phnom Penh’s Prey Sar prison over charges of plotting to provide a foreign nation with the means to carry out hostile acts toward Cambodia, a charge that carries a maximum prison sentence of 10 years. Four of the men have also been accused of illegally crossing the border between Cambodia and Thailand.
Concerns over the trial were raised by Minority Rights Organization (MIRO), a group that defends Khmer Krom—or “lower Khmer”—ethnically Khmer people from the southern Mekong Delta region of Vietnam.
“MIRO claims that the arrest of the seven men has been unlawful,” the group said in a statement. “No weapons were found when they were taken into custody. What is more, they were neither informed about the reason for their arrest nor were they shown a warrant.”
MIRO said it believes that “repeated modification of the charges” from forming an armed terrorist group to delivering national defense equipment to a foreign state, to the present charges, “signify the lack of credible proof for an existing criminal offense.”
The group also said two of the men claim they were beaten and tortured while in police custody and fears that “information revealed under duress will be used as evidence against them.”
The two Khmer Krom men, Suon Phal, 53, and Yin Yav, 56, were arrested on March 8, 2013, in Thailand’s Pathum Thani province. Yorn Kimsrun, 28, Yorn Yoeub, 26, Theach Kongphuong, 38, and Khem Ma, 29, were arrested a week later in the same province.

Prime Minister Hun Sen yesterday warned the opposition that legal action will be taken if they press ahead with their plan to hold a public gathering in the capital’s Freedom Park on Sunday.
The speech was followed by a meeting between Cambodia National Rescue Party leaders and Phnom Penh city officials, who rejected the opposition’s plan for a “people’s congress” and said security forces would intervene if it is attempted.
Speaking during the opening of the Stung Atai hydropower plant in Pursat province yesterday, Hun Sen said he would not tolerate the opposition party working “outside the law”.
“We are still being tolerant.… The law has limitations. It does not mean that [you] can go outside the law,” he said. “The country has a constitution. Our country has laws.… If people deviate from the laws into violence, there will be no tolerance. The law must take action.”
Hun Sen’s comments were dismissed by CNRP vice-president Kem Sokha yesterday as a “strategy of buying, division and intimidation”.
Phnom Penh municipality yesterday, after meeting with opposition leaders, announced it had rejected a CNRP request to hold a “people’s congress” in Freedom Park on Sunday.
City Hall spokesman Long Dimanche yesterday said the request for a gathering had been rejected because of an ongoing investigation into violence on Veng Sreng Boulevard and in Freedom Park on January 2 and 3.
On January 2, military police killed at least four striking workers in Phnom Penh’s Por Sen Chey district. The following day, private security and men thought to be ruling Cambodian People’s Party supporters violently evicted CNRP supporters from Freedom Park.
“We will not allow [the CNRP] to have a gathering in Freedom Park as long as the result of the investigation has not been issued,” Dimanche said.
“[The court] is investigating to find out who shoulders responsibility,” he added. “We will seek answers until we find out who affected the people’s right to enjoy freedom.… We will take measures to block [protesters].”

Life as one of the world’s longest-serving leaders can be a drag, but few labours have been more difficult to overcome for Prime Minister Hun Sen than quitting smoking.
Using the podium at the inauguration of a controversial hydropower dam yesterday to voice his concerns, Hun Sen said he had tried, and failed, to stub out 10 times.
Eleven, he added, was the magic number.
“Now I’m struggling to quit smoking cigarettes. I’m not sure whether it will be successful or not because [I’ve tried] about 10 times already,” he said. “I cut down to about three cigarettes per day and now I’m trying to stop completely.… This time should be the last one.”
There would be added bonuses to quitting, he said, including no longer being hassled by generals for a spare fag.
Royal Cambodian Armed Forces commander-in-chief “Pol Saroeun is the type of smoker who never has cigarettes and is always asking [for smokes] from others”, he said.
The announcement coincides with a national campaign to ban smoking in public places.

GMAC to explain Cambodian behavior to foreign managers

PHNOM PENH (The Cambodia Herald) -- The Garment Manufacturers Association in Cambodia says it will hold a workshop next month to explain to foreign managers why Cambodians behave in certain ways.

"This workshop will provide the participants with relevant cultural information about the Cambodian workers and will show the different perspectives from which the Cambodian worker looks at his work environment," a statement said.

"Knowing what values, beliefs, and practices strongly affect Cambodians will lead participants to a better understanding of why Cambodians behave in a certain manner or how they would arrive at certain decisions affecting their work," it added. 

"With insights on what affects and motivates the Cambodian, and understanding their behavior, the participants will be able to better plan work, execute assignments smoothly, and avoid conflicts caused by misunderstanding or failure to be culturally sensitive."

GMAC, whose members are largely ethnic Chinese, said the workshop on April 24 was aimed at foreign factory managers and human resource managers as well as supervisors and team leaders.

Belarus Tractor Assembly Plant opens near Phnom Penh, Cambodia

The red ribbon at the solemn opening ceremony was cut by Minister for Foreign Affairs of Belarus Vladimir Makey, who is currently paying a working visit to the Kingdom of Cambodia. The Cambodian side at the ceremony was represented by the Minister of Industry and Handicrafts.
Dmitry Mironchik, Head of the Information Department, Press Secretary of the Foreign Ministry of Belarus: "The new joint project involves annual supplies of more than 400 different models of tractors to the markets of Cambodia and surrounding countries. After the opening ceremony, the participants got acquainted with the work of the assembly line. The Cambodian Minister personally tested the first Belarus tractor assembled in Cambodia".
Last year, the trade turnover between Belarus and the ASEAN countries exceeded 750 million dollars.

PHNOM PENH (The Cambodia Herald) – About 100 anti-eviction activists rallied on Thursday in front of the office of Delegation of European Union, asking it to urge the Cambodian government to solve land disputes in their community. 

The activists appealed for the intervention from Werner Langen, chair of the EU’s Delegation for relation with the countries of Southeast Asia and the Association of Southeast Asia Nations (ASEAN) to help solve land disputes in Boeung Kok, Borei Keila and Thmor Kol. 

They also called for the release of the 21 detained protesters, who were arrested during the deadly clash on January 2-3.
