This ACU witch-hunt is becoming more and more ridiculous by the hour. Hoping to discredit Kem Sokha and split the CNRP apart by illegally snooping on his supposed private affairs is distasteful enough in the eyes of the watching public, but summoning rights NGO staff for interrogation that has gone on now over 24 hours without a break and treating them as if they have committed national treason is going beyond the definition of what is considered ridiculous. But, I assume all this is sane behaviour and politics for the CPP leadership. Any how, what have all these civil groups to gain from encouraging their clients to forge a story or tell lies when telling the truth or facts [as related to them by the clients themselves] and any just, equitable pursuit of that truth and facts alone would suffice and justify their role as independent human rights defenders? It's not as if they were hoping for a huge payout from Ms Chandaraty to supplement their meagre salaries, eh? If the ACU really have to pick on someone other than powerful figures within the CPP hierarchy, they ought to try probing his Majesty the King over his alleged connections with that semi-naked male Apsara dancer that is so distorting of Khmer culture and causing no small amount of embarrassment to Khmer people every where! [Check it out on Youtube]. I can safely say, if they were to do this, the CPP would win the next general election by a landslide [without having to cheat!], and yes, Hun Sen could visit Hanoi with a smile on his face after that ...

Rights group staffers, NEC official detained by ACU over Chandaraty case

Four senior rights group staffers and a National Election Committee official who presented themselves for questioning at Anti-Corruption Unit headquarters over accusations they directed salon worker Khom Chandaraty to deny an alleged affair with CNRP acting president Kem Sokha have been taken into custody.

The five – Adhoc staffers Lem Mony, Ny Sokha, Yi Soksan and Nay Vanda, and NEC secretary-general and former Adhoc official Ny Chakrya – were detained at about 8pm Thursday night and are legally required to be produced in court within 48 hours of being taken into custody.

Adhoc president Thun Saray, accompanied by two lawyers, on Friday morning attempted to meet his four staffers but was denied by ACU chief Om Yentieng, who asked the group not to “bother and waste his time.”

“You are a lawyer, so why do not you know that this is the judicial procedure,” he said, speaking to one of the Adhoc lawyers amid a group of reporters. “This is your excuse to waste my time.”

Turning to Saray, Yentieng said he was attempting to “limit and keep this case small” but if pushed or pressured by the group, he would increase the investigation’s scope.

“I will send only the first batch of evidence to the court, but if you try to fight back, then we will send the second and we also have a third,” he said.

Standing at nearly 185cm, taekwondo star Sorn Seavmey is used to towering – whether it’s over her opponents or aside Prime Minister Hun Sen.

For a time, she thought her height might lead her down a different path. “My sister and I wanted to be models when we were young,” Seavmey said with a laugh in an interview this week. “We always watched the modelling shows on TV.”

“I never wanted to be an athlete,” she added. “I was afraid of the exhaustion and the pain.”

Nonetheless, two weeks ago, the 21-year-old Seavmey became the first athlete in Cambodian history to qualify for the Olympic Games, when she defeated a hometown favourite to win gold in Manila at the Asian qualifying tournament.

Cambodians have competed at eight Olympic Games since 1956, but always as wild-card entrants. She won’t compete again until she gets to Rio de Janeiro, where taekwondo matches take place in late August. She will be one of 16 in her weight category.

More than 100 vendors in Stung Treng yesterday expressed concern that the location of their stalls would change after the town’s fire-damaged market is rebuilt by provincial authorities.

Prime Minister Hun Sen promised to rebuild the market in the provincial capital, which was damaged by a fire before Khmer New Year, but the vendors are not confident that they will get to keep their old spots.

They also asked why the new market will have 1,320 stalls instead of the 1,220 that the old one had.

Men Kong, a spokesman for Stung Treng Provincial Hall, said the authority met with vendors about the plan yesterday and said that, eventually, “the authority will release 3D planning” for approval.

A team of archaeologists led by Im Sok Rithy, deputy director of the Apsara Authority, and Dr Ea Darith, has confirmed the discovery of an ancient iron-smelting works within the grounds of the Angkor Archaeological Park following excavations carried out in March.

The discovery is the first of its kind so near the seat of power of the Khmer Empire and, for Im, shows the value of good old-fashioned archaeological methods. 

“For 150 years, this site has escaped the attention of local and international researchers, and hadn’t been detected by any aerial photograph or even LiDAR.”

LiDAR, a ground survey method using lasers, in 2012 revealed, among other things, the scale and complexity of Mahendraparvata, the Khmer Empire’s foundation city on Phnom Kulen.

Instead, the discovery came about following a seminar held by the Apsara Authority in November 2015 on the use of iron slag (a byproduct of iron smelting) for treating skin conditions.

One of the local commune chiefs who had been invited to attend surprised officials when he informed them that there remained some iron slag in the rice fields in his commune. And so the process of surveying and digging began. 

Until now, researchers believed that iron used in Angkor came from sites far from the complex. Iron ore smelting is an intensive process that requires a lot of fuel.

In the capital’s population-heavy environs — at one point the largest metropolitan area in the world with a population of up to one million people — wood would have been relatively scarce. 

“This is the first such discovery in the heart of Angkor,” said Im. “We may need to rethink all the old assumptions about all the metal used in Angkor coming from Preah Khan Kampong Svay in Kampong Thom, Phnom Dek in Preah Vihear, and Buriram in Thailand.”

Prime Minister Hun Sen once again appealed to citizens to help distribute water to those suffering from the worst drought in over 50 years, during a speech at a graduation ceremony yesterday.

Mr. Hun Sen also warned against “politicizing” the national crisis, saying the drought was a natural disaster and not the result of rampant deforestation.

“Please, do not exploit the drought for your own political gain,” he said. “It is not only Cambodia, but all the region. When the country was affected by floods, they accused the government of deforestation. In India, there are many people who died due to the drought and they are doing a campaign to distribute the water as we are doing,” he said.

The prime minister also urged all television channels to broadcast news about the drought in other countries in order to contradict accusations that the drought in Cambodia is a result of deforestation.

After warning other political parties not to “politicize” the crisis, Mr. Hun Sen urged them to “show their muscles” to receive votes by helping the Kingdom’s people.

Thirty-four people gathered in front of the Kampong Chhnang provincial hall yesterday morning to submit a petition demanding a solution to their decade-long dispute with the politically-connected KDC International company.

The company is owned by the wife of Mines Minister Suy Sem, Chea Kheng.

A more than 80 hectare plot of land is at the center of the dispute, which residents of  Lor Peang village say belongs to them. Ms. Kheng claims she bought the land in 2006, however. KDC began clearing it of farms and houses that year.

“In [the residents’] complaint, they request a solution from the provincial governor and request the governor give the land back to them. The land of the 34 families is 82.96 hectares. Their land dispute has gone on for nearly 11 years,” said Ouk Chan Pisey, an investigator with rights group Licadho.

“The administration accepted the complaint, but did not promise to do anything with it,” she added.

Provincial governor Chhouk Chandoeun could not be reached for comment yesterday.

Anti-Corruption Unit (ACU) officials and anti-terrorism police continued to grill rights workers for a second day yesterday, following a marathon session on Wednesday that lasted until 11 pm over  allegations they told the alleged mistress of opposition leader Kem Sokha, Khom Chandaraty (also known as Srey Mom), to lie about their relationship to police.

Three rights workers – Ny Sokha, Yi Soksan and Nai Vonda – were brought back to the ACU offices at 8 am yesterday for further questioning along with three new ones: Adhoc’s Lim Mony, National Election Committee deputy secretary-general Ny Chakrya and Silaka director Thida Khus. The ACU tried to bring in UN Office of the High Commissioner for Human Rights officer Sally Soen, but Mr. Soen has immunity as a UN employee. Ms. Khus said she spent three hours at the ACU, 40 minutes of which were spent in the interrogation room, before being allowed to leave. The other five were still at the ACU late last night and according to sources who spoke on condition of anonymity, they were to be detained overnight.

Despite her release, Ms. Khus said she was still afraid of being arrested. “I have done nothing wrong. I do not know what kind of situation Srey Mom [is in] so I can’t say if I’m angry at her or not since I’m here just to say what happened between me and her,” she said outside of the ACU. She added that she had only advised Ms. Chandaraty about her rights during the brief time they spoke.

Cambodia: 5 Rights Activists Helped Hide Politician's Affair

Cambodian authorities arrested five human rights workers Friday on accusations they tried to help cover up a woman's affair with the deputy leader of the opposition Cambodia National Rescue Party. The action is the latest in a series by Prime Minister Hun Sen's government putting legal pressure on its critics and political opponents.

Anti-Corruption Unit director Om Yentieng told reporters that four officials from the rights group ADHOC and a National Election Committee member who formerly worked at the organization were detained on charges related to corruption.

He did not elaborate, but the five were among suspects questioned by his office this week over allegations they had sought to convince a woman to deny having had an affair with CNRP deputy leader Kem Sokha. The woman, a hairdresser, initially denied having an affair but later asserted she did.

The action came just days after Ou Virak, a prominent social and political analyst, was sued by the ruling Cambodian People's Party for suggesting online that the government's actions on the scandal amounted to a political set-up.

A Phnom Penh Municipal Court judge yesterday prohibited lawyers for two opposition lawmakers beaten outside parliament last year from probing the suspects for the name of their commander in the Prime Minister’s Bodyguard Unit.

Soldiers Mao Hoeung, 34; Sot Vanny, 45; and Chhay Sarith, 33 – all members of the premier’s elite corp – yesterday faced their first day of trial, charged with intentional violence with aggravating circumstances and property damage over the October 26 attack on Cambodia National Rescue Party parliamentarians Kong Saphea and Nhay Chamroeun, who were dragged from their cars and beaten by at least 16 men.

The charges carry sentences of up to five years each. Under questioning by Sam Sokong, a lawyer for the victims, Sarith, the only suspect to take the stand yesterday, admitted that he and his co-defendants were Bodyguard Unit members, though the line of questioning soon strayed into territory that deputy prosecutor Sin Vireak claimed was unsuitable.

“You work in the bodyguard unit. Did you come to the parliament by yourself or were you ordered? And who did you report to?” Sokong asked Sarith during the two-hour hearing.

“I came by myself,” Sarith answered, before addressing the second query by saying, “I would like not to answer.”

Three senior Adhoc staffers resumed their questioning at the Anti-Corruption Unit yesterday and were joined by women’s rights advocate Thida Kus, Adhoc’s Lem Mony and the National Election Committee’s Ny Chakrya.

As they were grilled inside, yet another new purported audio recording of CNRP acting president Kem Sokha was released on Facebook, this featuring an alleged conversation with a Kampong Cham commune chief jailed on bribery charges.

Yi Soksan, Ny Sokha and Nay Vanda returned to the ACU at 8am yesterday, following a marathon interrogation session on Wednesday that ran late into the night.

The trio, along with Mony, a senior observer at Adhoc, and Ny Chakrya, deputy secretary-general of the NEC and a former Adhoc employee, had yet to emerge from the ACU offices at press time. Adhoc president Thun Saray told the Post there was little hope the five would be released.

The new audio recording – released on The Truth of CNRP Facebook page, which has hosted previous alleged Sokha phone conversations – purports to feature Sokha and Seang Chet, a Sam Rainsy Party commune chief from Kampong Cham who was sent to temporary detention on Wednesday on accusations of attempting to bribe a witness.

The Council of Ministers has granted a petrochemical company two years to conduct feasibility studies for constructing a network of oil and gas pipelines to crisscross Cambodia, but details about the pipeline project and the company set to carry out the study are about as murky as the liquid contents expected to flow through it.

According to a document dated April 26 and released by the Council of Ministers, Petrochemicals (Cambodia) Refinery Ltd will have two years to assess the feasibility of developing two pipeline projects.

The first is an offshore oil pipeline from the Gulf of Thailand to Preah Sihanouk province. The second is an onshore pipeline network to run across seven provinces: Preah Sihanouk, Kampong Speu, Phnom Penh, Battambang, Siem Reap, Kampong Cham and Kandal.

Council of Ministers spokesman Phay Siphan said yesterday he was unaware of the government granting permission to Petrochemicals (Cambodia) Refinery to conduct feasibility studies. However, he welcomed private sector input as a “good approach”, and looked forward to seeing the results being presented to the government.

Prime Minister Hun Sen’s call last December for the Justice Ministry to be more discerning in who it issues pardons to appears to have been heeded.

The Justice Ministry recommended the prime minister pass on the names of just three prisoners to the King for pardoning, along with 77 to receive reduced sentences, according to ministry spokesman Kim Santepheap.

A similar amnesty last year for Khmer New Year saw 70 recommended for release and hundreds to be given reduced sentences.

“The position of the National Committee [of Pardons and Reduced Sentencing] under the leadership of His Excellency the minister of justice will become even stricter,” Santepheap said yesterday. “Pardons and reduced sentences cannot be handed out without care.

“It has to be in line with how rehabilitated they are and whether they pose a danger to society once out of prison.”

Prime Minister Hun Sen yesterday doubled down on his call for political parties to help ease the drought, suggesting his opponents were using the situation for political gain while also floating novel remedies, including damming the Tonle Sap.

“[I] took the opportunity to appeal to some politicians and political parties to stop exploiting natural disaster in Cambodia for their benefit,” he said. “When the country was affected by floods, they [also] accused the government of deforestation as well as drought.”

Asked to comment, opposition spokesman Yim Sovann said: “It is the obligation of the ruling party to take responsibility for the people when the country faces natural disasters.” Deforestation and filling in ponds and lakes weren’t relief measures, he added, tongue in cheek.

Hun Sen also said he would look into cloud seeding and blocking the flow of the Tonle Sap river to create reservoirs – suggestions he received from citizens online.

An environmental expert who did not wish to be identified by name said anything that restricted the river’s flow would hurt the environment and make remaining water less safe.

Cambodia's business community yesterday welcomed the announcement that the World Economic Forum (WEF) will host a major regional meeting in Phnom Penh next year, adding that the high-profile international summit would help raise the Kingdom’s visibility on investors’ radar.

“This is great news for Cambodia as hosting the Forum will further strengthen the Kingdom’s growing reputation as a key economic partner in ASEAN and a place where business gets done,” Bretton Sciaroni, chairman of the International Business Chamber of Cambodia (IBC), said in a press release.

The 2017 World Economic Forum on ASEAN, tentatively scheduled for May 2017, is expected to attract up to 700 delegates.

WEF managing director Philipp Rosler said the regional forum would be “one of the highlights” of the Geneva-based organisation’s busy calendar.

“Cambodia has a compelling story to tell around the challenges and opportunities of rapid economic development in the 21st century, which will make next year’s ASEAN meeting a very special one,” he said.

WEF previously announced plans for Cambodia to host the next annual East Asia regional forum during a summit in Indonesia in April 2015.

This year’s regional forum, however, will be hosted by Malaysia in June.

This is a serious corruption issue that the ACU and local authorities should have been paying close attention to. In fact, often it is these local authorities that are known to be implicated in the practice, which basically involves the granting of fishing lots to someone with a huge bribe/fee to pay off the local officials. The practice harms the ecology and sustainability of fishery, as the ones who buy the fishing monopoly would effectively be given license to operate outside the legal regulations without worrying about the negative impact of their excessive activities, and at the same time, deprives the rest of locals from fishing for their family pots in the same fishing grounds. Go to any village in the country and the complaint is a familiar one.

Fisheries officer held over graft allegations

A Fisheries Administration officer in Siem Reap was charged with accepting $369,000 in unofficial payoffs yesterday after being arrested by the Anti-Corruption Unit on Tuesday.

Rem Som Un, who works at the fisheries department of Damdek commune in Sotr Nikum district, allegedly took bribes from fishermen and poachers in his area. If he is found guilty, the penalty could range from two to five years in prison and a fine of 4 million to 10 million riel (about $1,000 to $2,500).

“The provincial court just charged him with misappropriation of public funds and he was questioned by the investigating judge,” said Ream Chan Mony, a deputy prosecutor. “We are going to investigate more.”

Sous Narin, provincial coordinator for the rights group Adhoc, said he had not received any complaints from fishermen in Damdek commune.

Identity of ‘dealer’ still unclear as rumours fly

As military police yesterday held a funeral for an officer killed in a shootout with an alleged drug trafficker, the identity of the latter – shot dead by police – remained undisclosed amid rumours that at least one of the suspects may have been an Interior Ministry official.

One suspect was killed and five arrested during the raid on a Tuol Kork property on Wednesday, during which Tien Karona, an officer from the gendarmerie’s Phnom Penh unit, was fatally wounded.

Officers seized five pistols and an AK-47 rifle and also confiscated two cars, including an Audi that bore the licence plates and a logo of the National Police. Yesterday, rumours circulated in local media that someone within the group may have been an Interior Ministry employee.

Commune and district police officials yesterday would not identify the dead alleged dealer, who destroyed his identification documents and flushed most of the drugs down the toilet as police closed in, according to a military police report.

Cambodia refutes new East Sea-related agreement with China

HAØ NOÄI (VNS) — Cambodia does not have any new agreements regarding the South China Sea (East Sea) issue with China, the country’s Secretary of State and Spokesman for the Council of Ministers, Phay Siphan, has said.

He made the statement yesterday while answering Vietnam News Agency reporters’ questions about Chinese media quoting a Chinese Foreign Ministry spokesperson as saying that China had reached an agreement with Cambodia, Laos and Brunei that the parties directly concerned in the East Sea dispute should deal with China individually, rather than as a bloc.

The points of the agreement were that the dispute was between individual nations, rather than China and ASEAN as a whole; that those countries should be left to settle the dispute by themselves; that they should do so without use or threats of force; and that China and the ASEAN nations should cooperate to ensure peace in the East Sea.

Chinese press outlets, including China Central Television (CCTV), quoted the spokesperson on April 22, on the occasion of a visit to Cambodia by Chinese Foreign Minister Wang Yi from April 21-22.

However, Phay Siphan stressed there has been no agreement or discussions relating to this issue, just a visit by a Chinese foreign minister.

PHNOM PENH, April 28 : (Xinhua) — Cambodian Prime Minister Hun Sen said on Thursday that prolonged drought had killed at least 301 buffalos and cows in northeastern country’s Stung Treng province.

“So far, 236 buffalos and 65 cows have died of hot temperatures, ” he said in a speech during a university graduation ceremony, calling on people to take care of their health and their animals’ health.

On Friday last week, a 45-year-old female elephant, which was used to carry tourists in the Angkor Archaeological Park in northwestern Siem Reap province, also collapsed and died due to heat stroke.
Hun Sen said that the country is being hit the worst by drought in 40 years and renewed his call on civil servants, armed forces, charitable organizations, drinking water producers, political parties, and private companies to continue distributing water to drought-hit villagers.

“Do not leave any people at risk of their lives due to water shortage,” he said. According to the weather forecast by the Ministry of Water Resources and Meteorology, temperatures are as high as 41 degrees Celsius in some provinces in Cambodia on Thursday.

Keo Vy, spokesman for the National Center for Disaster Management, said on Monday that drought is causing severe water shortages in some 18 out of the kingdom’s 25 cities and provinces and affecting hundreds of thousands of people. He said the drought was forecast to continue until July due to the impacts of El Nino.

With three men set to face court today over the brutal bashing of two opposition lawmakers outside parliament last year, official documents have confirmed the accused are members of Prime Minister Hun Sen’s personal Bodyguard Unit – while additional evidence suggests further involvement by the elite unit.

Mao Hoeung, 34; Sot Vanny, 45; and Chhay Sarith, 33, were due to appear at Phnom Penh Municipal Court this morning on charges of intentional violence with aggravating circumstances and property damage in relation to the October 26 attack on CNRP lawmakers Nhay Chamroeun and Kong Saphea.

While previously identified only as “soldiers” – and despite the Bodyguard Unit expressly disavowing them – official documents signed by authorities and seen by the Post list the trio as “Bodyguard unit” members.

Reached yesterday, the chief of the unit, Lieutenant General Hin Bun Heang, initially reiterated previous denials of the group’s involvement.

Informed the Post had seen the documents attesting to the men’s unit, he told a reporter “do not exaggerate”, before rationalising the three suspects’ actions in light of their claims that they were verbally insulted by the victims.

“They were suffering, [the lawmakers] had cursed their party’s leader,” Bun Heang said.

“Do not get mad with them … this is a right in a mutual democracy.”

Three of four Adhoc officials who submitted themselves for questioning in the Khom Chandaraty case emerged from Anti-Corruption Unit headquarters late last evening after a marathon session that saw at least one of them questioned for nearly 13 hours.

Senior Adhoc staffers Yi Soksan, Ny Sokha and Nay Vanda, all of whom were ordered to return for further questioning at 8 this morning, were summonsed last week following accusations by a 24-year-old salon worker that the rights group had asked her to lie to authorities about her alleged dealings with opposition deputy president Kem Sokha.

After their release, Adhoc president Thun Saray said only that the trio did not want to divulge details of their questioning as it was confidential.

Try Chhun, the lawyer Adhoc had assigned to represent Chandaraty and the fourth of those summonsed, was released earlier in the day following her questioning at the ACU offices.

Chuun told journalists after exiting that she was asked about a letter written by Srey Mom and other matters related to the case, adding that the ACU had no cause to accuse her as she had been entirely professional in her conduct.

“There were many questions, but what is the point in accusing me? I worked ethically,” she said.

Some 70 garment factory workers were in­jured yesterday morning when a truck overturned in Kampong Speu’s Odong district.

Kampong Speu provincial police chief Keo Pisi said the truck’s tyre exploded just after 6am, causing it to topple and spill the 70 workers onto the road – the latest in a string of traffic incidents involving factory workers.

“No one is dead and those who were injured were sent to hospital immediately,” Pisi said.

Kampong Speu Free Trade Union official Nan Saron said five victims were seriously injured and sent to Phnom Penh’s Calmette Hospital, while others were treated at the provincial hospital and a clinic.

He said the tyre burst because the truck was going too fast and appealed to drivers to take care when transporting large numbers of people.

Saron explained the truck belonged to the driver, who regularly transported scores of workers, and not to any of the four Kampong Chhnang factories to which the workers were travelling – Can Sports Shoes, Jiun Ye Garment, Tak Fook and Horizon Outdoor.

A military police officer was shot and killed during a shootout with an alleged drug-trafficking gang in the capital’s Tuol Kork district yesterday afternoon.

In a video released to local media of the incident on Street 351, at least two gunshots can be heard during the standoff. Soon afterwards, officers drag two suspects out onto the pavement and kick them before putting them in a police vehicle.

Military police spokesman Eng Hy said officers arrested three suspects, with the ringleader shot and killed.

“One military police member was also shot dead,” Hy said yesterday evening, adding that the officer, who was not identified, was taken to hospital but died soon afterwards.

“We confiscated a car and some other things; though all details are not clear yet as the operation is still in progress.”

However, Tuol Kork Military Police chief Tan Utaroa said five suspects were detained, with one shot dead during the joint operation, which concluded about 6pm and included National Police forces.

“We are still searching in the house. We found some guns, but I don’t know how many, as our forces are inside the building. We arrested five and killed one,” he said.

Members of the government and private sector met yesterday in Phnom Penh to discuss ideas and solutions aimed at facilitating the growth of eco-friendly technologies and practices in Cambodia.

Speaking at a forum organised by EuroCham, E Vuthy, adviser to the Ministry of Environment, said the government was committed to pushing forward an overreaching environmental code, which, once completed, will secure a regulatory framework for sustainable private and public sector initiatives.

However, while releasing few details or a dedicated timeline for implantation, he said the code had been bogged down by a lack of human resources and dedicated inter-ministerial coordination.

“The current laws concerning the environmental code have been done in a piecemeal matter across numerous ministries without reliable or effective regulations to promote a green strategy,” said Vuthy, who also chairs the technical working group tasked with creating the code.

“Most of the laws on the books date back to the 1990s and don’t conform to the country’s current industrial climate.”

Opposition lawmakers Kong Saphea and Nhay Chamroeun have opted to boycott this morning’s opening of the trial of three men – Chay Sarith, 33, Mao Hoeun, 34, and Suth Vanny, 45 – accused of beating them outside of the National Assembly in October.

Saphea said yesterday that he and Chamroeun, MPs for the opposition Cambodia National Rescue Party (CNRP), will not be present at the Phnom Penh Municipal Court because they believe Cambodian justice is a rigged game.

“We lack confidence in our court system. It looks like there is one standard for powerful men and another for their opponents,” he said, going on to cite the recent controversial pursuit through the courts and law enforcement bodies of fellow CNRP lawmakers Um Sam An and Kem Sokha – both cases have drawn criticism from civil society groups.

It was following a protest calling for Sokha’s resignation as first vice president of the National Assembly that Saphea and Chamroeun were dragged from their cars, kicked, hit with metal bars and stomped. Both required medical attention following the attacks.

The attackers were not arrested by police, but came forward following an appeal by the prime minister and were identified as members of the military.

Anti-trafficking and military police yesterday raided a purported spa business in Phnom Penh’s Chroy Changvar district and removed 13 young women suspected of being detained illegally.

The young women, whose ages ranged from 14 to 22 years old, were questioned by officers from the anti-human trafficking and juvenile protection department, said the chief of the department’s Phnom Penh office, Sen Komonn.

Three adults – including a Thai national – and the cook were also questioned by police.

More than half of the girls were underage, Komonn said. But police were still unsure if any charges were going to be filed against the spa owner. “They lured the girls,” he said. “They kept the girls at a hidden location.”

The business has been shut down, according to Seng Chieng, military police chief in Chroy Changvar district.

A 15-year-old staying at the villa called her family on Tuesday to take her home after she found out some of the girls might be sent to Thailand, Komonn said.

Former brother number two Nuon Chea gave a rare address at the Khmer Rouge tribunal yesterday in a bid to explain the broader causes behind the harsh treatment of suspected enemy spies at the infamous S-21 prison, particularly the Vietnamese.

Reading from stapled sheets of paper that shook in his hands, Chea said he was compelled to speak in response to former S-21 guard testimonies of influxes of prisoners in 1977 and 1978, which Chea said was due to military clashes with the Vietnamese and scouring traitors from the East and Northwest zones.

“I want to explain more about the conflicts between Cambodia and Vietnam and about prisoners’ activities in Cambodia . . . I think it is very important to what we are discussing in this court,” he said.

Chea gave a timeline of military challenges to Democratic Kampuchea, from US forces bombing the Sihanoukville port in 1975, through repeated border clashes and incursions from Vietnam, until “everything came to a head in 1978” with a failed coup d’état led by upper-echelon Khmer Rouge cadre Vorn Vet.

Several hundred protesters representing some 4,000 families from Tbong Khmum’s Memot and Dambe districts arrived in the capital yesterday to petition against powerful private interests they say are encroaching on their land.

The demonstrators submitted petitions to the National Assembly, the Ministry of Land Management, the Prime Minister’s Cabinet and the Anti-Corruption Unit. The disputes involve several different companies and local officials.

Khouth Srey Oun, who represents 524 Memot district families in a stand-off with the Memot Rubber Plantation Company, said inaction on the local government’s part had forced him to come to Phnom Penh.

“We have filed the petition to the provincial authority but they said that they are not capable of solving the problem, so we do not know who we can turn to,” said Srey Oun. The families he represents have lived on their 29 hectares since 1979, he added.
