Drug use in Cambodia’s prison system is not limited to inmates alone. Prison guards too have been found to be using illicit substances, senior prison officials have acknowledged, with the government set to launch an investigation into the prevalence of drug use among prison staff in rural areas.

Speaking during an annual meeting of the Ministry of Interior on Thursday, Huy Hoeun, deputy director general of prisons, said that Correctional Centre 4 (CC4) in Pursat province had recently carried out some blood testing of both prisoners and guards, and found traces of drugs in some staff members, as well as the inmates.

“It was not only prisoners but also prison officials, and it is not only in Correctional [Centre] 4, but also in other prisons – we have to acknowledge this,” he said.

Hoeun said that overcrowding in Cambodia’s prisons made it increasingly difficult to detect drug circulation.

Police are searching for the owner of a Lexus SUV bearing Royal Cambodian Armed Forces licence plates who fled after firing his weapon into the air to scare a motorbike driver with whom he had gotten into a fender-bender on Monireth Boulevard on Saturday night.

Local media reports suggested the owner of the vehicle was believed to be a one-star general working for the Ministry of Defence, but National Military Police spokesman Eng Hy said that was not confirmed, as authorities were still investigating.

“We are investigating based on the plate number to know who the owner and perpetrator is,” he said.

Groom faces wedding day murder charges

A 20-year-old groom suspected of killing his 18-year-old bride on the first day of their wedding was accused by police of premeditated murder, and is expected to be transferred to Kratie Provincial Court this morning, police said yesterday.

According to Snuol district police chief Chan Sokin, suspect Lert Chhert told authorities he killed Mun Sreynheb because he heard from villagers that she’d had intimate relations with her ex-boyfriend, adding that he didn’t love her but was being forced by his parents to marry her.

Chhert was arrested on Saturday, Sokin added. The suspect reportedly confessed to police that at around 11pm on Friday, he and the victim went to a rice field where they were going to take a bath following the day’s ceremonies.

Deputy opposition leader Kem Sokha yesterday told supporters in Kampot province that a CNRP victory in 2018 would entail long-awaited reforms in the Kingdom’s justice system, which he accused of enforcing double standards that failed the poor and powerless.

Making veiled reference to an alleged death threat made against him over Facebook by an Interior Ministry official in December 2013, Sokha said that his Cambodia National Rescue Party must win in 2018 if real reforms are to be enacted, putting an end to what has long been labelled a “culture of impunity” for the wealthy and well-connected.

“If we do not win, weak people will still suffer; there will still be injustice. When a group from the other powerful side . . . threatened the minority party, there was no one [taking legal action],” he said. “Even though they threatened to kill there was no one arrested.”

Malaysian power infrastructure provider Pestech International has announced plans to list one of its indirect wholly owned Cambodian subsidiaries on the local stock exchange.

The company said in a filing to the Bursa Malaysia late last week that it is planning an initial public offering (IPO) for Pestech (Cambodia) Ltd (PCL), which constructs electrical substations and transmission lines, on the Cambodian Securities Exchange (CSX).

The listing will “facilitate the better segregation of business responsibilities”, allowing the company and its subsidiary to “better focus on growing their businesses in their respective operating regions”, it said.

“The proposed listing will also enable PCL to gain access to the Cambodian capital market for fund raising to pursue future growth opportunities,” it added.

Three men in Banteay Meanchey province were charged and placed in pre-trial detention on Saturday for allegedly passing counterfeit currency after local vendors in Mongkol Borei district complained, police said yesterday.

Provincial military police spokesman Lak Phy identified the suspects as Prey Veng province natives Heang Poch, 28, Ki Chantha, 20, and Hok Duk, 45, all of whom are road workers for a Thai company in Mongkol Borei district. Phy confirmed that the men were charged yesterday, but said he did not know which prosecutor was in charge of their case.

Phy said authorities became aware of the trio’s activities when the owner of “Leap Chea” phone shop in Russey Krork commune’s Russey Krork village noticed something awry with the $20 bill the suspects had given him as payment for SIM cards and phone apps and reported his suspicions to Mongkol Borei district military police.

The suspects were arrested on Thursday evening, having returned to the same shop. Phy speculated they had been emboldened by the shopkeeper’s acceptance of the first note. A further four counterfeit $20 bills were allegedly found on their persons.

All three were charged by a Banteay Meanchey Provincial Court prosecutor on Saturday and are currently being detained at Banteay Meanchey Provincial Prison pending trial.

The Commanding General of the Philippine Army Eduardo M. Año pledged to strengthen bilateral ties with the Kingdom and train Cambodian armed forces in natural disaster relief, sea security, drug trafficking and illegal border crossing prevention on Friday during a meeting with Commander-in-Chief of the Royal Cambodian Armed Forces General Pol Saroeun.

Mr. M. Año said that his visit’s purpose was to demonstrate the healthy cooperation between the two countries, and to take note of the effects of Prime Minister Hun Sen’s so-called ‘Win Win’ policy.

“The Philippine Army promises to provide experience related to natural disaster relief, sea security, drug trafficking prevention and illegal border crossings in order to ensure security and peace in the ASEAN region as well as in the world,” Mr. M. Año said. 

“Cooperation between Cambodia and the Philippines has been ongoing since 1950. In 1970 the relationship ended because of the Cambodia civil war. After January 7, 1979, the relationship was renewed. In 1980, the Philippines helped Cambodia’s agricultural sector especially in Takeo province,” Gen. Saroeun said.

Although Thai Princess Maha Chakri Siridhorn’s visit to Ratanakkiri province last week was intended to celebrate the inauguration of a newly constructed health center, the visit became better known throughout the world – due to coverage by international media – for a different building. 

Frustrated by reports of a now-infamous “$40,000 toilet” constructed for the princess’ visit to the national park, the provincial administration has issued a statement lambasting media coverage of the air-conditioned structure as harmful and inaccurate, saying there was not even a toilet in it. 

“This building was constructed for the princess for a temporary rest after her meal. It was not a toilet like the news reporting said,” the statement read. “This news seriously harmed the honor and dignity of the province, especially since it triggered criticism of the provincial authority from a public that did not receive all angles of the news.”

Cambodia could be headed to another civil war if the country’s young people fail to appreciate and preserve the peace achieved after decades of civil conflict, Hun Many, the son of Prime Minister Hun Sen, said over the weekend.

Mr. Many made the comment in a letter issued by the Union of Youth Federations of Cambodia (UYFC) and the Asian Youth Council (AYC), both of which he leads. 

“There is a high risk of another war and crisis due to the carelessness of the youth in terms of their lack of appreciation of peace and preservation of peace,” the letter read, adding that Cambodian youths put the importance of their own comfort above peace and democracy, concepts he said should be always be discussed together.

“AYC is ready to represent the only voice of the youth in Asia as well as the youth in the world in order to gain support for peace, stability, unified societies and common prosperity,” the letter said.

Almost 70,000 Cambodian migrant workers were deported from Thailand through the Poipet international checkpoint in Banteay Meanchey province last year, with the daily average being about 200, Poipet checkpoint Immigration police chief Sim Sam Ath said yesterday, citing an annual report.

Of the 67,087 migrant workers deported, 21,797 were women, Mr. Sam Ath said.

He also said that Cambodians who crossed the border for illegal logging often did so through illegal corridors. Those caught were often shot by Thai border police, Mr. Sam Ath added.

According to a report released last week on the government’s progress against human trafficking, 51,318 Cambodia migrant workers, including 4,030 children, were from Thailand during the first 10 months of last year, and 834 of them had been imprisoned in Thailand for more than a month. 

Interviews with children of deported migrants found that most accompanied their parents to work in Thailand.Of the 646 children interviewed, 372 said they had traveled to Thailand with their parents who worked at construction sites while 274 went with relatives to harvest cassava.

Jailed opposition senator Hong Sok Hour has requested Cambodia’s Supreme Court grant him temporary bail on medical grounds, promising to deposit 20 million riel ($5,000) and his French and Cambodian passports.

Appearing before the court yesterday, Sok Hour said he needed bail to avail medical treatment for his blood pressure, as well as a stomach ailment and a cold, which, he said, he contracted from other prisoners in jail.

“Please give me bail and I promise there will be no chaos or insecurity after I leave prison,” Sok Hour said.

Sok Hour, who was arrested last August, is charged with forging a public document, using a forged public document and incitement to cause serious unrest, after he posted on Facebook a “fake” section of the 1979 border treaty between Cambodia and Vietnam last August.

While Supreme Court prosecutor Nov Monichot rejected Sok Hour’s plea for bail, saying that given the criminal nature of the case the defendant could “disturb public order”, Choung Choungy, Sok Hour’s defence lawyer, said his client’s position as a senator gave him immunity and that he should be given bail as he is yet to be convicted.

About 2,800 supporters attended the first congress of Nhek Bun Chhay’s Khmer National United Party (KNUP) in Phnom Penh yesterday, a party spokesperson said, weeks after splitting from the Prince Norodom Ranariddh-controlled Funcinpec party.

Two days after being recognised by the Interior Ministry, the new party announced Bun Chhay as its party chairman,KNUP spokesman Tum Sambol said.

“We do not focus on Funcinpec,” Sambol said. “We will focus on our [existing supporters] and any new supporters who like our principles.”

According to Sambol, the party has the support of former Funcinpec officials in 25 provinces – many of whom were sidelined by Ranariddh after the merger of the now-defunct Norodom Ranariddh Party and Funcinpec in January last year.

“Now we have working groups and provincial officials in place,” he said. “Next we have plans to go and meet people in the rural areas.”

Long-time Funcinpec loyalist Bun Chhay split from the party on February 3 this year despite claiming he had put aside his differences with Ranariddh.

KNUP and Funcinpec are now embroiled in a turf war over buildings and offices held by Funcinpec, with Bun Chhay claiming senior Funcinpec members who defected to KNUP were legal owners of buildings that housed Funcinpec offices and would now transfer to KNUP.

Recent moves by China to place anti-aircraft batteries and radar systems on disputed islands in the South China Sea violate Vietnam’s sovereignty and pose a threat to regional stability and peace, a Vietnamese government spokesman said on Thursday. 

“The status quo is being destroyed,” Ministry of Foreign Affairs spokesman Le Hai Binh told reporters at a ministry press briefing, according to a Feb. 25 report by VietnamNet.

China’s moves have “militarized” the South China Sea and threaten the security of air and ship traffic through the strategically important region, Binh added.
