ថ្ងៃនេះ ខ្ញុំបានមកដល់ រដ្ឋធានី វ៉ាស៊ីនតោន សហរដ្ឋអាមេរិក ហើយសុំធ្វើការកត់សម្គាល់ ពីបញ្ហាជំនួយអន្តរជាតិនិងលទ្ធិប្រជាធិបតេយ្យ ដូចតទៅ ៖
ក្នុងការទទួលជំនួយអន្តរជាតិ របបផ្តាច់ការនីមួយៗតែងតែចាប់ប្រជាពលរដ្ឋដែលខ្លួនគ្រប់គ្រង ធ្វើជាចំណាប់ខ្មាំង ដោយអះអាងថា បើសហគមន៍អន្តរជាតិកាត់ជំនួយ នោះប្រជាពលរដ្ឋទេដែលនឹងជួបការលំបាកក្នុងជីវភាពរស់នៅ ពីព្រោះមេដឹកនាំប្រទេសនិងក្រុមគ្រួសារគេនៅតែមានជីវភាពធូរធារជានិច្ច។

មេដឹកនាំផ្តាច់ការណាក៏ធ្វើជាមិនយល់ថា សហគមន៍អន្តរជាតិម្ចាស់ជំនួយ គេមានបំណងល្អទេ ក្នុងការជម្រុញប្រទេសក្រីក្រដែលទទួលជំនួយពីគេ ឲ្យគោរពសិទ្ធិមនុស្សនិងលទ្ធិប្រជាធិបតេយ្យ ដែលនឹងនាំមកនូវអភិបាលកិច្ចល្អ។ ប្រទេសម្ចាស់ជំនួយដែលជាប្រទេសប្រជាធិបតេយ្យ គេអត់មានផលប្រយោជន៍អ្វីទេ ក្រៅពីចង់ឃើញប្រទេសដែលទទួលជំនួយពីគេ បានស្គាល់នូវលទ្ធិប្រជាធិបតេយ្យពិតប្រាកដដូចគេដែរ ហើយថ្ងៃណាមួយមិនចាំបាច់សំុជំនួយពីគេទៀត។

ដូច្នេះ ប្រទេសកម្ពុជាមានជម្រើសពីរ ៖

- ជម្រើសទី១ ៖ មេដឹកនាំមិនព្រមកែខ្លួន ពេលនោះប្រទេសនឹងបាត់ជំនួយ។
- ជម្រើសទី២ ៖ មេដឹកនាំចេះកែខ្លួនដោយចាប់ផ្តើមអនុវត្តលទ្ធិប្រជាធិបតេយ្យពិតប្រាកដ ពេលនោះជំនួយនៅតែបន្ត ហើយមានតែកើនឡើង។



គ្មានព្រហ្មលិខិតណាតម្រូវឲ្យយើងយកជម្រើសទី១ទេ ដែលធ្វើឲ្យយើងបាត់បង់ទាំងសេរីភាព ទាំងជំនួយអន្តរជាតិ។ ផ្ទុយទៅវិញ យើងត្រូវជម្រុញឲ្យប្រទេសយើងយកជម្រើសទី២វិញ ដែលធ្វើឲ្យយើងទទួលបានទាំងសេរីភាព ទាំងជំនួយអន្តរជាតិ។

ពេលនេះ ជំនួយ និងសហប្រតិបត្តិការអន្តរជាតិ មានរូបភាពថ្មីនិងសំខាន់ពីរយ៉ាង ដែលអាចផ្តល់ផលប្រយោជន៍ដ៏ធំធេង សម្រាប់ប្រជាពលរដ្ឋខ្មែរ ៖

១- ទីផ្សារដ៏ធំទូលំទូលាយ ដែលមានលក្ខណៈអនុគ្រោះ សម្រាប់ទំនិញដែលផលិតនៅប្រទេសកម្ពុជា។
២- ការវិនិយោគពីសហគ្រាសធំៗ ដែលមានទីតាំងនៅសហរដ្ឋអាមេរិក និងទ្វីបអឺរ៉ុប។ ការវិនិយោគប្រកបដោយគុណភាព នឹងនាំមកនូវការងារល្អៗ ជំនាញខ្ពស់ ប្រាក់ខែច្រើន សម្រាប់ពលករខ្មែរនៅប្រទេសកម្ពុជា។ ការវិនិយោគបែបនេះ មិនមែនគ្រាន់តែផ្តល់ជាដើមទុនទេ តែនឹងនាំមកផងដែរនូវការផ្ទេរបច្ចេកវិទ្យា គឺការផ្តល់ជំនាញវិជ្ជាជីវៈ និងចំណេះដឹងជាច្រើន ដែលនឹងលើកស្ទួយជីវភាពប្រជាពលរដ្ឋខ្មែរ ជាពិសេសយុវជន។

(*) INTERNATIONAL ASSISTANCE AND DEMOCRACY

Today I arrived in Washington D.C. and would like to make the following remark on the issue of international assistance and democracy:

With regard to international assistance, all dictatorships in poor countries hold hostage the peoples under their control by resorting to blackmail: they warn that any aid cut would only hurt the ordinary people who already live in difficult conditions. But all dictators in such circumstances pretend not to understand that the international donor community has no bad intention when it pushes poor recipient countries to respect human rights and to abide by democratic principles associated with good governance. Donor countries that are democracies have no interest other than seeing recipient countries also become democracies able to progressively become prosperous and self-reliant.

Therefore, there are two alternatives for Cambodia:

1- The current leadership refuses to implement democratic reforms and our country faces aid suspension or reduction.

2- The current leadership accepts to implement genuine democratic reforms and our country receives increasing aid to help put our house in order.

There is no fatality associated with the first alternative, which would deprive us of both freedom and international assistance. On the contrary, we must promote the second alternative, which would ensure us of both freedom and international assistance.

There are now two new and important forms of international aid and cooperation that could provide unprecedented benefits for the Cambodian people:

1- Access to huge markets in the most developed countries for products made in Cambodia.

2- Significant flow of foreign direct investments from the USA and Europe. This will help create decent jobs in large numbers for Cambodian workers living in the country. Legitimate investors with international standing will not only provide capital to start new activities but they will also ensure a crucial transfer of technologies and help develop technical and professional skills associated with increased salaries and better living conditions for the population in general and the youth in particular.
