ញត្តិ សភាអឺរ៉ុប ស្តីពីកម្ពុជា / European Parliament’s Resolution on Cambodia (*)


ថ្ងៃនេះ សភាអឺរ៉ុប ដែលតំណាងឲ្យប្រជារាស្ត្រ ២៨ ប្រទេស នៅទ្វីបអឺរ៉ុប បានអនុម័តញត្តិមួយ ដ៏សំខាន់ ស្តីពីកម្ពុជា។ ញត្តិនេះមាន ៧ ចំណុចដូចតទៅ ៖

១- ទាមទារឲ្យលុបចោលដីកាចាប់ខ្លួន និងការចោទប្រកាន់ទាំងឡាយលើរូបលោក សម រង្ស៊ី ហើយបញ្ឈប់ការធ្វើទុក្ខ បុកម្នេញ តាមផ្លូវតុលាការ មកលើរូបលោក កឹម សុខា និងលោក រ៉ុង ឈុន។

២- ជម្រុញឲ្យរដ្ឋាភិបាលកម្ពុជា ចាប់ផ្តើមសន្ទនាឡើងវិញ ដោយសន្តិវិធីនិងជាវិជ្ជមាន ជាមួយគណបក្សប្រឆាំង។ ការសន្ទនាបែបនេះ ជាលក្ខខណ្ឌចាំបាច់ ដើម្បីឲ្យការបោះឆ្នោតខាងមុខ មានភាពស្របច្បាប់អាចទទួលយកបាន។

៣- រំលឹករដ្ឋាភិបាលកម្ពុជា ឲ្យបំពេញកាតព្វកិច្ចរបស់ខ្លួន ចំពោះគោលការណ៍លទ្ធិប្រជាធិបតេយ្យ និងការគោរពសិទ្ធិមនុស្ស។ ការបំពេញកាតព្វកិច្ចបែបនេះ ជាកត្តាមួយដ៏សំខាន់ក្នុងកិច្ចព្រមព្រៀងសហប្រតិបត្តិការ [ស្តីពីការផ្តល់ជំនួយ] រវាងសហភាពអឺរ៉ុប និងប្រទេសកម្ពុជា ។



៤- ទាមទារឲ្យរដ្ឋាភិបាលកម្ពុជា បញ្ឈប់នូវការចាប់ខ្លួនយ៉ាងងងើល ចំពោះប្រជាពលរដ្ឋស្លូតត្រង់ ហើយទាមទារឲ្យមានការដោះលែងចំពោះអ្នកទោសនយោបាយទាំងអស់ ព្រមទាំងទាមទារឲ្យអង្គការសង្គមស៊ីវិល មានសិទ្ធិបន្តការងាររបស់ខ្លួនដោយសេរី។

៥- លើកទឹកចិត្តរដ្ឋាភិបាលកម្ពុជា ឲ្យពង្រឹងលទ្ធិប្រជាធិបតេយ្យ ពហុបក្ស និងនីតិរដ្ឋ ព្រមទាំងការគោរព សិទ្ធិមនុស្ស និងសេរីភាពជាមូលដ្ឋាន ក្នុងនោះមានសិទ្ធិជួបប្រជុំ និងសិទិ្ធសម្តែងមតិ ជាដើម។

៦- អំពាវនាវឲ្យស្ថាប័នសហភាពអឺរ៉ុប និងរដ្ឋអំណាចនៃប្រទេសជាសមាជិកទាំងអស់ តាមដានយ៉ាងជាប់លាប់ និងទៀងទាត់ ការរៀបចំការបោះឆ្នោតខាងមុខ នៅប្រទេសកម្ពុជា ដើម្បីធានាឲ្យការបោះឆ្នោតនោះ មានលក្ខណៈសេរី និងយុត្តិធម៌ពិតប្រាកដ។

៧- តម្រូវឲ្យប្រធានសភាអឺរ៉ុប បញ្ជូនញត្តិនេះ ទៅឲ្យគណៈកម្មាធិការអឺរ៉ុប [គឺស្ថាប័នដើរតួជា រដ្ឋាភិបាល] ក្រុមប្រឹក្សាអឺរ៉ុប ក្រសួងការបរទេសអឺរ៉ុប រដ្ឋជាសមាជិកសហភាពអឺរ៉ុប ព្រមទាំងរដ្ឋាភិបាល និងរដ្ឋសភា នៃព្រះរាជាណាចក្រកម្ពុជា និងរដ្ឋាភិបាល នៃប្រទេសជាសមាជិកអាស៊ាន (ASEAN) ទាំងអស់។


(*) The European Parliament today adopted the following 7-point Resolution on Cambodia. It
1. Expresses its deep concerns over the recent political escalation and calls for a halt to the judicial harassment of the acting leader of the opposition, Kem Sokha, and representatives of civil society organisations, and to revoke the arrest warrant and drop all charges issued against opposition leader Sam Rainsy and to drop the charges against Rong Chhun;

2. Urges the Cambodian authorities to resume as soon as possible a peaceful and constructive dialogue with the opposition, as this is a prerequisite for the legitimacy of the forthcoming elections;

3. Reminds the Cambodian Government that it has to fulfil its obligations and commitments regarding the democratic principles and fundamental human rights which are an essential element of the Cooperation Agreement;

4. Calls on the Cambodian government to end arbitrary detentions and suspicious acts of disappearing, to release all political prisoners and to allow voluntary and human rights-defending organisations to operate freely;

5. Encourages the government to work towards strengthening democracy and the rule of law and to respect human rights and fundamental freedoms, which includes fully complying with the constitutional provisions concerning pluralism and freedom of association and expression;

6. Calls on the EU Institutions and the Member States to set out clear benchmarks for the forthcoming elections in Cambodia, consistent with international law on freedom of expression, association and assembly, and to publicly communicate these benchmarks to Cambodian authorities and the opposition;

7. Instructs its President to forward this resolution to the Commission, the Council, the European External Action Service, the Member States, the Government and National Assembly of the Kingdom of Cambodia and the governments of the ASEAN countries. http://tinyurl.com/zfhppt2

the question is : what are they going to do if cyclops refuses to follow their resolution...

remember the motto '' speak softly but carry a big stick'' .. doesn't seem the european union is doing it .

As a Khmer, i personally praise for this effort . But i don't believe this tyrant regime with communist heart will listen or apply to your request . They will repute and dispute in every points you raise . The easy way to deal with this barbaric regime, is not just verbal a suggestion like this notes. EU need to use another alternative and forceful action to further warning this regime to pay attention. Just instruct them If this government had not come back to the democratic venue ruling like after treaty of 1991, EU countries will cut all humanitarian aid to Cambodia,and on top of that boycott All commerce or import export from this Kingdom . You don't need to wait long, the problem with this pinhead regime will resolve . Because the regime of obstructionist of international law and severed repression of their citizen and opposition can't or will not survive long with stagnant economy and import or export from the EU or US period .

No matter how many more resolutions set out by the EU, they will not have any impact on the ruling party.

Resolution after resolution passed by the EU over the decades hasn't done anything to improve human rights records. What makes UE think that it will make any difference this time round?.
What the West has done is effectively useless and the fucking youn and the cpp monkeys always have the last laugh. Now it is even harder for the West to get the cpp monkeys to accept the conditions to aid because the cpp has china as its financial baker and can choose to ignore the West.
Even as now the EU continues to give aid to the fucking regime and the future. We call it "pay lips service.

EU can write many statement as they want and I think Hun Sen will not care a bout that . What EU do? cut all the fund for NGO? that what HUN Sen want it . I think Just EU letter and EU Money will not stop HUN Sen because Hun Sen is a billionaire and some of CPP have no place to keep their DOLLAR. I think this letter it's just a letter.

We need to understand that the EU and the US priority are to help the Khmer people but not the government, but unfortunately many of the helps have to channel through the government. And Ah kwang understands that too.
