An ethnic community in Mondulkiri province has rejected a cash offer from a company that wants to clear thousands of hectares of forest locals claim as their own, saying they value the land more than money.

Phnong ethnic villagers who live in Ou Reang district’s Dak Dam commune have turned down $20,000 from power, resources and property development company Mega First Corporation, which the company suggested the community use to celebrate its religion.

“We had a meeting and decided that we would not take the money from the company because we won’t allow them to clear forest we have conserved,” said community representative Toeng Thi.

“We have looked after this forest for a long time, which, along with the land, is our life and our future.”

According to Mondulkiri Adhoc coordinator Sok Rotha, Mega First Corporation was granted a concession on 9,000 hectares of land in the area by the government in 2012.

“The company has cleared about 500 hectares already and wants to continue clearing,” he said. “The villagers have protested about this three times already.”

It was for villagers to decide whether to accept the compensation offer, he added.

Dak Dam commune chief Som Vanny said the authorities had tried to negotiate with the villagers. “We do not want them come to protest again and again, nor do we want any violence,” he said.

Prince Norodom Ranariddh, leader of the royalist Funcinpec party, has called on opposition Cambodia National Rescue Party president Sam Rainsy not to “block aid” to Cambodia following a resolution passed by the European Parliament last week that suggested aid could be slashed if an arrest warrant against Rainsy is not rescinded.

“He is a Cambodian leader and talked to foreigners to block aid to the Cambodian people,” Ranariddh told reporters yesterday. “Will he be responsible in front of the Cambodian people? It is a decision for the European Parliament, and there was no need for him to call for aid to be cut off.”

Ranariddh also urged Europe not to entertain Rainsy’s request as it would hurt ordinary Cambodians. The EU gives hundreds of millions of dollars in aid to Cambodia each year.

“If I was a donor country, I’d let Cambodian leaders resolve their own internal disputes. I would not cut off aid where aid is needed,” Ranariddh added.

The comments came as ruling Cambodian People’s Party spokesman Sok Eysan said a meeting to seek a resolution to the ongoing political crisis was planned for today or Tuesday.

Meanwhile, the National Assembly and Senate lashed out at the EU for interfering in the judicial process.

In the case of CNRP deputy president Kem Sokha’s dismissal from parliament, the bodies said he had acted unethically in the position and incited people to commit violent acts, while in Rainsy’s case they said it was a private legal matter between Rainsy and Namhong.

The National Assembly has accused the European Parliament of attempting to interfere in Cambodia’s internal affairs for calling for the arrest warrant against opposition leader Sam Rainsy to be dropped and for his parliamentary immunity to be restored, while implying that Cambodia could lose aid from the European Union and its member states if it fails to do so. 

A statement from the National Assembly on Saturday followed another from the Senate on Friday. It said the country’s parliament is a “democratic institution” that follows the law. It blasted a resolution from the European parliament on Thursday as “unacceptable,” saying it was based on prejudice and a lack of research leading it to label crimes as political acts. It also accused the European parliament of attempting to force another country to comply with its “prejudice.”

Mr. Rainsy, however, hailed last week’s resolution by the European parliament as “historic.” He posted a video of the vote on his Facebook page and noted the ovation he received as a special guest during the session. The resolution “expresses its deep concerns about the worsening climate for opposition politicians and activists, and human rights, social and environmental activists in Cambodia, and condemns all acts of violence and politically motivated charges, sentences and convictions against opposition politicians, activists and human rights defenders in Cambodia.”

It also “urges the Cambodian authorities to revoke the arrest warrant and drop all charges issued against opposition leader Sam Rainsy and CNRP [Cambodia National Rescue Party] members of the National Assembly and Senate, including Senator Hong Sok Hour and CNRP activists and organizers, to allow them to work freely without fear of arrest or persecution, and to end political use of the courts to prosecute people on politically-motivated and trumped-up charges.”

The Saudi corporation behind plans for the world's tallest building says it has secured financing to complete the record-breaking project.

Kingdom Holding, chaired by Saudi Prince Alwaleed bin Talal, said on Sunday that its affiliate, Jeddah Economic Company, had reached a more than $2bn financing deal with Saudi Arabia's Alinma Investment to finish the Jeddah Tower in the Red Sea city.

Previously dubbed "Kingdom Tower," the 170-storey building is to rise more than a kilometre, surpassing Dubai's Burj Khalifa as the world's highest building.

Costs for the project had previously been estimated at $1.2bn.

"Alinma Bank will finance the fund, to be managed by Alinma Investment, while Jeddah Economic Company will be the master developer of projects that will draw on the fund's credit lines," the company said in a statement.

The $2.24bn fund will also be used to develop the first phase of Jeddah Economic City, an urban project surrounding the tower in the Obhur area, north of Jeddah, the statement added.

A new book by US journalist Corinne Purtill catches up with a group of forgotten Ratanakkiri refugees who spent 15 years in remote forest unaware that the civil war was over

In 2004, 34 Cambodian men, women and children emerged from a Lao forest on the Cambodian border, seeking political asylum. The group wore loincloths made of tree bark, their hair and nails trimmed with dull machetes.
Having fled one of the Khmer Rouge’s last remaining camps in Ratanakkiri province in 1989, they had survived alone, deep in the wilderness, never realising the civil war had ended.
Then, after 15 years in wild isolation, in constant fear of ambush by the Vietnamese soldiers they believed were pursuing them, they were faced with a fresh challenge: readjustment back into society.
Corinne Purtill, the author of a new book about the lost refugees, Ghosts in the Forest, was among the first to interview them in 2004, as a 24-year-old reporter with the Cambodia Daily.
In her 72-page e-book, published earlier this month through Amazon’s publishing house Kindle Singles, Purtill describes her thoughts during that first encounter with people “who had never seen a telephone, a television or a car”.
“It almost didn’t matter what they said,” she wrote. “They were already archetypes, joining the forgotten Amazon tribes and forgotten Japanese World War II soldiers in the canon of people who had managed, however briefly, to unhitch themselves from the world.”
Four years after that first encounter, the American was working for a newspaper in Arizona when a friend asked what had happened to the group. Purtill didn’t know but decided to find out. She left her job, sold her car and bought a flight back to Phnom Penh.
“I wanted to know how their readjustment had gone,” Purtill this week explained over Skype from California, where she writes for online news publication Quartz.

The group, made up of four families from different ethnic minority tribes in Ratanakkiri, had been brought together by war. They met in the Khmer Rouge camp, where they had been herded following the Vietnamese invasion/liberation in late 1978.

In her tidy, wood-floored apartment in Phnom Penh, Sophea looks straight into the camera as she sits for her portrait.

It’s not the first time she’s been photographed by a news outlet, but for the last shoot – back in 2013 for an interview with the Southeast Asia Globe – she covered her eyes with a krama, and her mouth with her hand. On her insistence, her identity was completely obscured.

Speaking to Post Weekend earlier this week, she explained that she didn’t want people to associate the confident, sociable Cambodian-American that she was known as around Phnom Penh with the story she was telling: she was a “deportee”, whose permanent residency status in the US had been revoked following time spent in prison.

“If people ask, I’ll just brush it off most of the time,” 33-year-old Sophea, who still prefers not to give her family name, said. “I’m me, but people judge you. Sometimes you feel judged. That’s what you try to avoid by not telling people.”

But today, Sophea has no reason to hide from the camera. Last month, she made the decision to “go public” with her story on one of the most visible platforms possible when she launched a crowd-funding campaign through the website GoFundMe, appealing to strangers to contribute towards the cost of her son flying out to visit her from the US.

As she explains in the campaign, it’s been four years since she last saw her 12-year-old child.

The story she tells of their separation is a variation on the painful narrative common to the 400-odd deportees (Sophea prefers the term “exiles”) currently living in Cambodia. She was born in a Thai refugee camp, grew up in the US and was jailed in 2006 for credit card fraud. On being released, she was picked up by immigration and told she would be going to Cambodia, but it was another four years before the travel documents came through.

In Koh Dek Koul, a tiny island off the Cambodian coast, Russian real estate tycoon and playboy Sergei Polonsky’s extravagant lair is slowly but steadily falling apart.

Since Polonsky’s deportation in May to face fraud charges over a real estate scheme in his native Russia, the island, despite its seizure and occupation by Cambodian police, has been left more or less abandoned.

Weeds grow in the cracks of the narrow passageways that crisscross the island, while some of the buildings are already falling apart. A giant metal frame inside the generator room has crashed through a wall, leaving a gaping hole in the building. Metal staircases lie irreparably twisted by the sun and salty spray.

Some valuables remain. In a co-working area with opulent leather couches, Apple computers sit unused along with a drumkit in the corner. However, it appears that at least some of Polonsky’s belongings have disappeared. The man’s office, a grandiose cupola topped off by a Bayon head, lies completely empty. One room’s opulent collection of statues and other curiosities has been cleaned out, save for a figurine of a Buddha riding three elephants.

For a place once busy with the hubbub from Polonsky’s dozens of staffers from all over the world, Koh Dek Koul is now eerily quiet. If the place has any appeal in its current state, it is as a Russian oligarch’s Ta Prohm, a crumbling edifice slowly being swallowed up by the jungle.
Back on the mainland, Nikolay Doroshenko, a sharp-eyed Soviet-born businessman and Polonsky’s arch-rival in Cambodia, is flustered. Doroshenko, who once partnered with Polonsky to develop Koh Dek Koul, believes he has a claim on the island, but all he can do is watch from afar as decay takes its toll.

Underscoring Cambodia’s heavy dependence on imported electricity, the lights went out not just in Phnom Penh but across provinces nationwide on Thursday, an unprecedented blackout that Prime Minister Hun Sen said was caused by an electrical fault in neighbouring Vietnam.

Between about 10pm and 11pm, Phnom Penh, Siem Reap, Battambang, Preah Sihanouk and several other provinces lost power, just as revellers in the capital were enjoying the last hours of Water Festival.

“As the government’s leader, I am very sorry and would like to confirm to citizens that the power outage is not the sign of a terrorist attack or any other incident besides the electrical outage,” the premier said, in a speech broadcast on his Facebook soon after the blackout.

Hun Sen said though Cambodia has a contract allowing it to buy 200 megawatts from Vietnam, it was currently using just 150 megawatts of that to power Phnom Penn and other provinces.

“When the electricity in Vietnam was disconnected, it was disconnected here too,” he said, adding that about 50 per cent of imported power was consumed by the capital.

According to state energy provider Electricite du Cambodge (EdC) president Keo Rattanak, the blackout also affected Banteay Meanchey, Kampong Chhnang, Pursat, Kampong Cham, Kampot and Kampong Thom provinces.

Rattanak said EdC engineers worked all night to restore power, though some outages still remained until yesterday morning. He said his Vietnamese counterparts had traced the fault to a 230-kilovolt transmission line.

A subdued Water Festival holiday translated into fewer road deaths and less crime, according to police, as Prime Minister Hun Sen praised authorities for ensuring “peace and political stability” during the four-day event.

With its traditional boat races cancelled, ostensibly because of low water levels, Phnom Penh saw just a trickle of visitors over the four-day event compared with the mass influx of years gone by.

Many headed to the provinces to visit families.

General Run Roth Veasna, director of the Department of Traffic Police and Public Order, credited a growing awareness of road rules for cutting the death roll by 26 per cent compared to last year’s holiday.

“It has decreased; this is a point of great pride,” he said.

According to statistics, the department recorded 70 traffic accidents with 29 people killed compared with 84 accidents and 39 deaths in 2014, when the festival’s famous boat races were held for the first time in four years.

It [European Parliament] called for “trumped up” cases against Rainsy and other opposition figures to be dropped, for Rainsy to be reinstated as a lawmaker and for a full investigation into the bashing of the two CNRP lawmakers, among other things.


Cambodia National Rescue Party officials yesterday fanned out across the country to call for calm amongst grassroots members, as the European Parliament passed a resolution demanding the government revoke a two-year prison term levelled against opposition leader Sam Rainsy, who remains abroad.

Splitting into three teams, the lawmakers visited several provinces as part of a four-day national tour to discuss the party’s strategy after a tumultuous month.

Since October 26 – when two opposition lawmakers were bashed outside the National Assembly by men who emerged from a pro-Cambodian People’s Party rally – the CNRP has seen its leader, Sam Rainsy, booted from parliament and slapped with an arrest warrant, and his deputy Kem Sokha ousted as the assembly’s first vice president.

“We are promoting the culture of dialogue, even if we have some challenges,” CNRP spokesman Yim Sovann said of the party’s message.

“We have to do everything to work towards the preparation of national and commune elections … We have to strengthen our structure, we have to train our local leaders … and our speakers, the people who are in charge of disseminating our message to the villages, door-to-door.”

Sovann, who led a delegation to Kampong Chhnang and Pursat provinces yesterday, said rank-and-file morale remained strong.

“Our supporters are still smiling, even if the political situation is tense; they get used to it. Mr Sam Rainsy, this is not the first time he has stayed abroad, but several times already, so we get used to it … We are not a one-man or two-man party.”

Cambodian migrants working in Thailand to process chicken for European consumers are forced into debt bondage and subjected to a range of rights violations, according to a new report.

Trapped in the Kitchen of the World, which was released on Wednesday by European NGOs Swedwatch and Finnwatch, details the widespread abuse that feeds into Thailand’s lucrative poultry-meat industry, for which Europe is the biggest export market.

“Migrant workers hired by companies exporting to the EU and other markets are often exposed to repeated violations of human and labour rights by employers and subcontractors as well as corrupt officials,” the report says, noting that the sector follows the same pattern of migrant abuse that pervades many of Thailand’s labour-intensive industries.

In 2014 alone, about 270,000 tonnes of poultry meat was shipped from Thailand to the EU. Swedwatch says the industry has become “a main ingredient of Thailand’s objective of becoming ‘the kitchen of the world’”.

The report, which is based on interviews with 98 migrant workers including 20 Cambodians, highlights debt bondage as a major issue.

“Interviewees at all factories stated that they were indebted to their employers or recruiters prior to even entering Thailand,” it says.

“Various fees related to their recruitment lead the migrant workers to different levels of debt bondage and are in breach of the ILO [International Labour Organization] Convention 181,” which prohibits private employment agencies from charging any fees or costs to workers.

Russia will help Cambodia work towards building a nuclear power plant under an agreement the two countries signed this week, said Sergei Kirienko, the head of state nuclear firm Rosatom.

Cambodia depends heavily on imported fuel and power. Electricity in the country is among the most expensive in Southeast Asia and a common source of complaint from investors.

"The Cambodian government is mulling, in future, a nuclear power station construction," Kirienko told reporters on Wednesday when asked about the agreement.

Cambodian energy officials declined to comment on the deal on Thursday.

The agreement was signed during a visit by Russian Prime Minister Dmitry Medvedev to Cambodia this week. His visit was the first to Cambodia by a senior Russian politician since 1986.

Under the terms of the agreement, Russia will provide expertise, research and training to Cambodia.

"Perhaps, it is better to begin with a research reactor and a research center in Cambodia," Kirienko said, noting that Russia has concluded a similar agreement with Bolivia.

Casinos owned by ruling Cambodian People’s Party Senator Ly Yong Phat have been granted top-level authorisation to run cockfighting tournaments despite a longstanding ban on the controversial bloodsport.

The tycoon owns two large casinos, in Koh Kong and Oddar Meanchey provinces, where the fights will take place. He is also the leading “commercial ally” of several Royal Cambodian Armed Forces (RCAF) units in those provinces.

Yong Phat requested permission to run a number of new gambling operations out of his casinos, including cockfighting, on September 4.

A letter in response from the Council of Ministers, signed by cabinet secretary Hing Thoreak Sy on September 15, said that Deputy Prime Minister Sok An, who Prime Minister Hun Sen in 2009 admonished for being a lover of the fights, had approved Yong Phat’s request after it had been reviewed by the premier a day earlier.

The letter went on to instruct Yong Phat to make arrangements with the Ministry of Economy and Finance before holding any bouts.

Phat Bun Hour, deputy general director of the Ly Yong Phat Company, said the fights will take place on the grounds of the casinos.

When asked about the apparent legal conflict, he referred questions to government officials.

“On this point you need to ask the government, because they have approved it now. There is no reason that we can’t do it, and yes, the cockfighting will take place on the grounds [of the casinos],” he said.

Cockfighting was prohibited nationwide in 2009, but the ban only seemed to serve to drive the betting rings underground. The phenomenon traces its roots in the Kingdom at least as far back as the 12th century.

Cambodia National Rescue Party lawmakers Nhay Chamroeun and Kong Sakphea, who were viciously beaten outside parliament last month, plan to travel to the US as part of the opposition party’s efforts to drum up diplomatic pressure on Cambodia’s government amid the continuing political crisis.

Since the October 26 attack, tensions between the CNRP and ruling Cambodian People’s Party have soared, peaking on November 13 with the issuance of an arrest warrant for CNRP president Sam Rainsy, who has not stepped foot in the country since.

In an interview at his home yesterday, Chamroeun, who on Tuesday returned from Bangkok where he underwent surgery for a broken arm and fractured eye socket, said continuing pain and complications from his injuries, including numbness in his arm and face, would not deter his work for the CNRP.

“No risk, no change,” said Chamroeun, who also suffered a fractured skull after being set upon by security forces during an anti-government protest on May 5 last year.

Like Rainsy, who is in Strasbourg, France, where a resolution on Cambodia will this morning be debated at the European Parliament, Chamroeun will rally support abroad.

“We plan to first meet with some embassies over here and discuss the situation, then I plan to fly to America first and then Europe to meet supporters in person and the US government,” said Chamroeun, also an American citizen, who fled abroad after being targeted as a founder of the Students for Democracy movement in 1998.

Primates released into the forest near Angkor Wat after years in captivity have started to display natural behaviours, which are vital if they are to survive in the wild, according to the animal charity responsible for their reintroduction to the area.

Nick Marx, director of Wildlife Alliance, said that two pairs of gibbons, one of which has had a baby, and three langur monkeys, who now roam freely in some of Cambodia’s oldest forest, have started to shed the habits of incarceration.

“The gibbons and the langurs are behaving more like wild animals because they are moving around independently and foraging for food, which they didn’t have the opportunity to do in captivity,” he said “The male gibbons are protective of their family and sometimes hostile if humans get close, but that is good, because it’s natural behaviour.”

The gibbon couples were also singing duets and mating, bonding behaviour which is a must if they are to sustain a new life in an area devoid of other gibbons, Marx added.

The first pair of gibbons was reintroduced in 2013 to the archaeological park, an area almost entirely stripped of wildlife by overhunting. Like a second pair of gibbons, and the three langurs, introduced a year later, the couple started their new forest life in a secure enclosure.

“The enclosure has branches and we feed them natural leaves and fruits from the forest to get them used to the local diet,” Marx said. “When you open the door, you hope they are equipped well enough to survive on their own.”
